A 3 steps NGN deplyment process Telecom Italia NGN timing and market approach A building is considered “passed” when 100% Building there is an optical termination in its release Coverage proximity (tipically in the telecom duct in front of the building) It became “connected” when the ONU-B cabinet is installed (for FTTB) or OTB with vertical cabling is installed (for 0% Fase 1 Fase 2 Fase 3 FTTH): usually 30 days are requested start time In greenfield FTTH will be the preferred solution, but we still wait for a better Fase 1: fiber termination installed in proximity of Regulatory definition the buildings Fase 2: UltraBB services market development with overlay network Fase 3: accesses migration towards replacement of legacy networks (currently out of the plan timeframe 2009-2011). NGN2 – Milano project Main results in 2008 deployment: Speed up process in the 2° half Start of Node B fiber bachhauling (in order not to be a bottle neck for mobile broadband) Target 2009 Milano coverage extension Start of NGN2 coverage in Roma Target: 250k new FTTH/B accesses Node B fiber bachhauling extension Alfonso Mariconda 8

NGN2 – Milano project New important factors influenced the development in 2008: Agreement with other companies to share fiber infrastructure (e.g. Metroweb in Milano) A new law was approved in Italy ( 133/2008) stating that fiber networks are strategic primary infrastructures, and therefore they can use existing public ducts The new deployment approach: Passed + Connected The new “Passed approach”, that does not require physical installation of the ONU cabinet and its power supply, simplify the request for authorization and speed up the installation process Mobile broadband success pushed Telecom Italia plan for node B backhauling Alfonso Mariconda 9
