Present Status: A . Physical progress : 85% B. Financial Progress: Expenditure up to March, 2011 is Rs.819.62 crore inclusive of AIBP(CA) Rs. 435.50 crore Achievements: The Barrage component along with part of the canal was completed and in operation since 1991 with a partial irrigation potential of 14,861Ha upto the end of March,2011. in Thoubal and Imphal East District Targetted Dt. Of Completion : - March 2012
Rehabilitation & Resettlement :- 6(six) villages namely (i) Louphong (T), (ii) Phayang (K), (iii) Lamlai Khullen (T), (iv) Lamlai Mongbung, (v)Chadong and (vi) Lamlai Khunou(T) are to be submerged/displaced due to the construction of Thoubal Project. Out of the 6 villages 4(four) villages namely (i)Louphong (T), (ii) Phayang(K), (iii)Lamlai Khullen(T) and (iv) Lamlai Mongbung had been completed. The rehabilitation work of 2(two) villages namely Chadong and Lamlai Khunou arer being started.
Envisages construction of Earthen Dam across Khuga River at Mata Village in Churachandpur District to harness the perennial water of Khuga River for irrigation, Water Supply and Hydro-power Generation.
Components: a) Earthen Dam 230m. long
b) Canal : i) RSMC – 60km.
ii) LSMC – 6.50km
c) Power Component – 3x500 KW

Annual Irrigation – 15,000 ha.
Water Supply – 5 MGD
Power Generation – 1.50 MW
Physical progress : 98%
Financial Progress : Expenditure up to March, 2011 is Rs.395.54 crore inclusive of AIBP(CA) Rs. 163.38 crore
The Head Work along with a part of canal of the Khuga Multipurpose Project was completed and inaugurated on 12 th November, 2010 with a partial irrigation of 10,000 Ha in Churachandpur and Bishnupur District and potential of 5 MGD of raw water for PHED has been created.

Shortfall in the completion of the Khuga Multipurpose Project is due to non-completion of the canal portion resulting from requirerment of canal lining which was not in the provision of the revised estimate. To achieve the ultimate benefit revised estimate in consultation with Central water Commission is under preparation and also for the improvement of the canal.

Dolaithabi Barrage Project Starting Year :- 1992 Original Cost:- Rs. 18.86 crore (1992) Revised Cost:- Rs. 213.52 crore (2009) The Dolaithabi Barrage Project at Dolaithabi in the Imphal East District, Manipur envisages construction of Barrage 78.75m long across Iril River to harness the perennial water of Iril River for irrigation facilities.

Main canal:- 2.58 Km (discharge- 3 cumecs)
RMC:- 17.30 Km (discharge- 1 cumecs)
LMC:- 17.30 Km (discharge- 2 cumecs)

Reasons for delay in completion for ongoing projects:
Deteriorated Law and order in the project sites in general and frequent economic blockades on both national highways/supply routes.
Problems relating to land acquisition, rehabilitation plan of the oustees for Thoubal and Khuga Projects.
Non-release of Central Assistance under AIBP during 2009-10.
Continued blockade of 61 days during 2010 on NH 39 and NH 53 resulting scarcity of construction materials which in turn slowed down the progress of the projects significantly.
