3. Why Clean
Transportation?
• Transportation = largest
source of CO2 in CA
• Low Carbon Fuel
Standard (LCFS) = cut
carbon fuel intensity
10% by 2020
• Long-term state goal of
reducing GHG by 80%
from base year (2050 -
80% reduction of 1990
4. The EV Project--ECOtality, Nissan &
SDG&E® Collaboration
• Largest EV and charging
infrastructure project in US
history
San Diego is one of 5 original
(now 9 regions with Volt)
• ~ $100 million from ARRA /
DOE and
$8 million from CEC
awarded to ECOtality
Single Family & Fleet Chargers
• 1,000 “Free” Home Base (240V) *
Commercial & Public Chargers
• 1,450 - Public Access (240V)
• 60 - DC Fast Chargers (480V)

6. SDG&E’s Three EV TOU Rates
(adopted by CPUC in 1990’s)
EV TOU – Separate meter socket installed by customer’s electrician
for Utility installs vehicle TOU meter at no cost
EV TOU2 – Single meter for the whole house is replaced by utility (no
cost). Entire home’s use becomes TOU.
EV TOU3 – Dual Meter Adapter (DMA) placed on existing socket by
utility to hold two meters. One meter is house on residential rate, one
is vehicle TOU. No cost for meters. $9.32/month fee DMA
7. TOU Rates - Cost by Time period
• Summer
Super Off Peak – 12 (midnight) - 5 AM - ~14 cents/Kilowatt hour (kWh)
On Peak - 12 (noon) – 6 PM - ~27 cents/kWh
Off Peak – all other times - ~16 cents/kWh
2 to 1 cost - summer afternoon charging : 2 AM charging
• Winter
Super Off Peak – 12 (midnight) - 5 AM - ~14 cents/kWh
On Peak - 12 (noon) – 6 PM - ~17 cents/kWh
Off Peak – all other times – ~16 cents/kWh
not much price variation
