TheGeneral and Special Election will be conducted to fill full terms for Mayor, and Single Member Districts 1,2, 4, 5 and 6.
  • Financial Impact: The expense of the election is shared on a prorata basis with Tom Green County and localIndependent School Districts. The agreement(s) for the election service will be presented for approval at thenext regularly scheduled meeting.City-wide election costs are shared accordingly for each entity. Costs for the election have been reduced due tothe combining of polling locations. Staff negotiated and executed a joint election services agreement with TomGreen County for this and subsequent elections until 2022. The master agreement outlines that the ElectionsAdministrator will continue to hold elections for the municipality on the May uniform election date, andparticipating entities agreed to purchase additional equipment and hire additional personnel for the conduct ofsaid elections. The total cost for the 2012 election was $36,000.00 and we have budgeted $40,000.00 for thiselection.   • WHEREAS, the meetings at which this Ordinance is considered are open to the public asrequired by law, and public notice of the time, place, and purpose of said meetings was given asrequired by Title 5, Chapter 551, Texas Government Code. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN ANGELO,TEXAS THAT: Section 1. All of the above premises are found to be true and correct and are incorporated intothe body of this Ordinance as if copied in their entirety. Section 2. The City Council orders a general election of officers for the City of San Angelo, Texas,to be held on the second Saturday of May, 2013, the same being the 11th day of May, 2013, which is notless than seventy (70) days from the date of the adoption of this Ordinance (EC 3.005), between thehours of 7:00 A.M. and 7:00 P.M., for the purpose of electing the following municipal officers: one CityCouncilmember from Single Member District 2; one City Councilmember from Single Member District 4;one City Councilmember from Single Member District 6; and Mayor. Section 3. The City Council orders a special election of officers for the City of San Angelo, to beheld on the second Saturday of May, 2013, the same being the 11th day of May, 2013, which is not lessthan seventy (70) days from the date of the adoption of this Ordinance (EC 3.005), between the hours of7:00 A.M. and 7:00 P.M., for the purpose of electing the following municipal officer: one CityCouncilmember from Single Member District 1, to fill vacancy for the unexpired term of Single MemberDistrict 1 and one City Councilmember from Single Member District 5, to fill vacancy for the unexpiredterm of Single Member District 5, in compliance with Section 13 of the City Charter. Section 4. The general and special elections ordered to be held on Saturday, May 11, 2013, shallbe held jointly with Tom Green County and San Angelo, Grape Creek, Wall, and Veribest IndependentSchool Districts pursuant to interlocal agreements entered into with each of those districts. (EC271.002). Section 5. In the event that in the general election or special election herein ordered for anyoffice, no candidate receives a majority of all the votes cast for such office, and the City Council calls fora run-off election for each such position, there shall be held a run-off election pursuant to Section 45 ofthe City of San Angelo City Charter, to be held on Saturday, June 15, 2013, between the hours of 7:00A.M. and 7:00 P.M., which shall not be earlier than twenty (20) days before, or forty-five (45) days after,the date of completion of the final canvass of the main election. (EC 2.025) Section 6. Voting at and on said election shall be by use of digital scan ballots, and the officialballots for said election shall conform to the Texas Election Code, as amended, so as to permit theelectors to vote for the candidate of their choice, with the official ballot to contain such otherprovisions, markings and language as required by law. Section 7. Early voting by personal appearance shall be conducted each weekday, April 29, 2013through May 3, 2013, from 8:00 A.M. - 5:00 P.M., and May 6, 2013 through May 7, 2013, from 7:00 A.M.– 7:00 P.M. The City of San Angelo will utilize the early voting branch locations, shown on Exhibit “A”,adopted as part of this ordinance, and designated by Tom Green County as outlined in the Election CodeSection 42.002 entitled “Required Use of County Precincts”.

Said elections shall be conducted and the results canvassed and announced asprescribed by the General Election and Special Election Laws of the State of Texas, as amended, and onlyduly qualified electors shall be qualified to vote. Section 9. The City Clerk is directed and required to publish notice of said elections as requiredby law. Section 10. The terms and provisions of this Ordinance shall be deemed to be severable in thatif any portion of this Ordinance shall be declared to be invalid, the same shall not affect the validity ofthe other provisions of this Ordinance. Section 11. This Ordinance shall be effective from and after the date of adoption. INTRODUCED on the 19th day of February, 2013 and finally PASSED, APPROVED and ADOPTEDon the 26th day of February, 2013. This extension will allow the completion of the NSPprojects and allow for the city to receive reimbursement from the state.History: On Dec 1, 2009 Council accepted the NSP grant funds in the amount of $525K to purchase,rehabilitate, and resell foreclosed homes to low income citizens in Tom Green County and authorized theCity Manager to execute the contract. The current contract expired Mar 1, 2013. The NSP grant allowedthe city to build 3 new homes for sale to low income homebuyers with TDHCA set to carry the note. Theoriginal contract was for two years with a termination date of Aug 2011. However, HUD extended theprogram to Aug 2012 to allow states to complete projects. HUD then once again extended the programto Mar 1, 2013 for the same reasons. This is the third and final time HUD will allow extensions. We havecompleted construction of the 3 units and submitted all the required documents, but TDHCA staff has notbeen able to get to our closing due to the large workload.   • A RESOLUTION OF THE CITY OF SAN ANGELO AUTHORIZING THE CITY MANAGER TO EXECUTE TEXAS DEPARTMENT OF RURAL AFFAIRS CONTRACT NO. 77099999128 THIRD AMENDMENT FOR ACTIVITIES UNDER THE NEIGHBORHOOD STABILIZATION PROGRAM EXTENDING THE CONTRACT PERIOD FROM MARCH 1, 2013 TO AUGUST 31, 2013 TO ALLOW FOR COMPLETION OF HOMEBUYER TRANSACTIONS WHEREAS, on December 1, 2009, the City Council authorized the City Manager toexecute Contract No. 77099999128, with the Texas Department of Rural Affairs relating to theTexas Community Development Program, Neighborhood Stabilization Program; and, WHEREAS, said contract provides for a contract period and for performance provisionsthat included eligible uses of grant funds for the purchase and rehabilitation of residentialproperties: and, WHEREAS, the Texas Department of Rural Affairs, Texas Community DevelopmentProgram approves the proposed amendment; and, WHEREAS, amendment to the contract as described will serve the purposes of theNeighborhood Stabilization Program: NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THECITY OF SAN ANGELO, TEXAS THAT: The City Manager is hereby authorized to execute Amendment No. 3 to the TexasCommunity Development Program Contract No. 77099999128, with the Texas Department ofRural Affairs by extending the contract period from March 1, 2013 to August 31, 2013, allowingfor completion of homebuyer transactions.
