    The story of two countries with controversial record on budget transparency:
    Kenya and Moldova
    Capacity, not political resistance to openness.
  • 3. BOOST initiative
    Once those barriers to data collection were removed through the BOOST initiative,the two governments have rapidly warmed up to the idea of making all this data public.
    As a result, they became almost overnight two of the most transparent countries in the world.
