A New Deal For Europe

  1. 1. A new Deal for Europe Broadband for everybody for a better living (and education)
  2. 2. As Pdt F. Roosevelt does <ul><li>With the Tennesse Valley Authority in 1933.. </li></ul><ul><li>To bring electricity in the country </li></ul><ul><li>10 billions US $/year until the 2d world war </li></ul><ul><li>To stop the 1929’ big economic crisis… </li></ul>

The situation today is quite different, but… <ul><li>We have oil and fossil energies crisis in perspective… </li></ul><ul><li>The problems of « durable environment » (warming climate..) </li></ul><ul><li>And the Revolution 3.0… </li></ul><ul><li>So, Human Beings would have some probems in the next futur… </li></ul>

The 3d Revolution of Human Beings <ul><li>After the Revolution 1.0 (Agriculture, 10.000 years ago, in Near Orient) </li></ul><ul><li>After the Revolution 2.0 (Industry, 300 years ago in Europe – UK is in Europe, isn’t it ?) </li></ul><ul><li>Human Beings are starting the Revolution 3.0 </li></ul>
  5. 5. No name at the moment for this new Revolution based on : <ul><li>… Nanotechnologies… </li></ul><ul><li>… Humanoïd Robot </li></ul><ul><li>… Renewable Energies </li></ul><ul><li>… Synthetic Biology </li></ul><ul><li>… . </li></ul>
  6. 6. Between Revolution 1.0 and 2.0 nothing happens <ul><li>Perhaps some « frictional » problems between english, french and german people and other tribes on the Earth… </li></ul><ul><li>Nothing happens, except the « first Bill Gates » : Johannes Gutenberg (1456)… </li></ul><ul><li>Printing change the World, the spread of knowledge, the quantity of knowledge, the education of Human Beings… </li></ul>

And between the 2.0 and 3.0 Revolution <ul><li>Internet would be the « modern printing » </li></ul><ul><li>And broadband Internet, based on fiber optic end to end, would be marvellous … for the different activities of Human Societies (commerce, entertainment, communication, health… ) </li></ul><ul><li>AND EDUCATION – Why ? </li></ul>
  8. 8. Human Beings brain… <ul><li>100 billions of neurons… and each one has 1.000 connexions with others… </li></ul><ul><li>That’s a marvellous thing (thanks to God…), but… </li></ul>
  9. 9. But it’s not the « panacea ». Why ? <ul><li>Because HB ’ brain doesn’t quickly understand complex problem, abstraction, … </li></ul><ul><li>We would need more neurons… </li></ul>
  10. 10. That the problem for education <ul><li>So what we have to do ? </li></ul><ul><li>Very simple… </li></ul>
  11. 11. Build interactive 3D applications <ul><li>Why ? Because if you interact yourself with/inside a process (real or virtual), you retain much more than if you’re listened some one with a piece of chalk on a blackboard… </li></ul><ul><li>THAT’S THE KEY for e-education … </li></ul>

For that we need 2 things… <ul><li>Interactive 3D applications </li></ul><ul><li>And broadband for delivering that to universities, schools, homes (interactive 3D needs broadband – 100 megabits/s and more – (same thing for commerce, communication, health, ….) </li></ul><ul><li>Suggestion : </li></ul>
  13. 13. Building the 3d Millenium University <ul><li>I suggest Europe would be « the melting pot » for that (we suppose english, french, german… resolve their traditional historical problems)… </li></ul>
  14. 14. A new Deal for Europe <ul><li>As President Roosevelt does in 1933 in United States… </li></ul><ul><li>We do the same thing in Europe to build this University .. Bring fiber to every European (as in Japan..) </li></ul><ul><li>Create public/private partnerships to carry through interactive 3D applications </li></ul><ul><li>If not... Our european Futur is compromised… in the Revolution 3.0 </li></ul>
  15. 15. Many projects outside… <ul><li>MIT with opencourseware (87.000 on line courses) </li></ul><ul><li>CORE : China opencourseware with 44 chinese universities </li></ul><ul><li>Global Education Learning Community, a fondation of Scott McNelly… </li></ul><ul><li>So, what we do ? </li></ul>
