INFORMATION RESOURCES MANAGEMENT UNDER INDUSTRY-INSTITUTE PARTNERSHIP: A Case Study of Indian Rubber Manufacturers Research Association, Pillais’ Institute of Information Technology and Training Ship Rahaman
This document proposes a peer-to-peer model for sharing information resources between the libraries of Indian Rubber Manufacturers Research Association (IRMRA), Pillais' Institute of Information Technology (PIIT), and Training Ship Rahaman (TSR). Under this model, each library would act as both a client and server, allowing for distributed access and load balancing of resources. The key benefits are that it is cost-effective, scalable as more peers join, and improves security and ability to handle large datasets through distributed computing. Activities like interlibrary loans, union catalogs, and document delivery could be implemented on this shared peer-to-peer network to better meet the information needs of users from the different organizations.

Future mankind depends on the success, and where
information centers are playing an increasing role in all
spheres of life.
We live in a world of ‘Knowledge explosion’, which is
often, expressed by the statement that knowledge in every
field doubles in a period of about ten years.

become highly productive organizations in their areas.

MANAGEMENT
This growth in number and size of documents has created
many problems for libraries. Self-sufficiency in libraries is
not possible at all in such a state of affairs. Libraries cannot
dream of acquiring all the literature published world-wide
individually, but the users have the right to ask for all.
Thus the libraries have to co-operate to share their
resources so that every demand for documents is not only
from the library’s own collection but from the collections of
other libraries also.

6. INFORMATION NETWORKING FOR
INDUSTRY–INSTITUTE LIBRARIES
Library networking is currently getting a great deal of
attention as the extension of the old practice of
operation, which existed usually without proper
coordination or plan. If the libraries operate on
resource-sharing system activity and are linking
together with this system they can achieve high level of
efficiency and can have an access to wider resources.

7. In order to make optimum use of library and
information systems it is very essential to identify the
existing units and to have co-operate programmes in
various areas. This will help each unit of the network to
have access to resources of others. The network is to be
built up on the existing infrastructure by the integrating
and coordinating the available services and activities
and by seeking cooperation of individual information
centers. A network of these information centers and
libraries offers larger resources and hence improved
services to the users of information.

8. RESOURCE SHARING
In India resource sharing is informal and voluntary.
Whatever little is done for the name sake are the Inter-
Library-Loan (ILL).
Transactions operating between libraries which again is based
on the personal initiative of a few professionals.
9. INDIAN RUBBER MANUFACTURERS
RESEARCH ASSOCIATION (IRMRA)
Indian Rubber Manufacturers Research Association
popularly known as IRMRA with its state of the art
facilities is extending their co-operation for the cause and
concentrates upon development of rubber products using
both Natural Rubber and Synthetic Rubber and testing the
same.
IRMRA is a Co-operative Scientific & Industrial Research
Organisation (Affiliated to Ministry of Commerce &
Industry, Govt. of India) engaged in rendering technical
services to Rubber and allied materials and accredited by
ISO-9001.

10. ACTIVITIES
• Undertake, conduct, and carryout scientific and industrial
research and development work in rubber and rubber
based products.
• Assist the industry and end users in product
improvement, product innovation, process improvement,
process innovation, testing and evaluation for meeting
quality, standardisation, cost effectiveness, minimisation of
wastage, pollution control, effective utilisation of available
resources, conservation of such resources for future
generations, technical guidance and assistance to the
industry and resultant such other activities emanated out
of the same.
11. PILLAIS' INSTITUTE OF INFORMATION
TECHNOLOGY, ENGINEERING, MEDIA
STUDIES & RESEARCH (PIIT)
• Pillais' Institute of Information Technology, Engineering,
Media Studies & Research (PIIT), established in 1999, has
as its goal the development of professional and quality
conscious engineers who respect the environment and
provide responsible leadership. PIIT seeks excellence in
technological development respecting the Indian
conditions.
• PIIT offers courses, specifically Information Technology,
Computer Engineering, Electronics Engineering and
Mechanical Engineering (with Electronics &
Telecommunication, and Instrumentation Engineering
planned in the near future). The Institute is affiliated to
the University of Mumbai, approved by the All India
Council for Technical Education (AICTE), New Delhi, and
recognized by the Government of Maharashtra.

12. • The Central Library of PIIT caters to the academic
needs of the students, teachers and others by
collecting relevant documents such as books, journals,
CD-ROMs, Floppies etc. in the subject areas
concerned. It operates for ten hours a day from
Monday to Saturday. And it offers the variety of
information services such as lending, reference,
referral, inter-library-loan, photocopying, internet
facility, bulletin board service, document-delivery
service, COPIE (Contents Of Periodicals In
Engineering), etc.

13. TRAINING SHIP RAHMAN (TSR)
• The Campus of Sir Mohamed Yusuf Seamen Welfare
Foundation was established in the year 1912, by the
late Sir Mohamed Yusuf. It has the proud distinction,
of not only being the first and only one of its type in
the country but also of providing high quality training
and education to a very large number of maritime
personnel over the last nine decades, a proud
achievement indeed.
• In keeping with the policy of continually updating its
standards of education and training the Governing
Council of T.S. "Rahaman" decided to establish and
implement a quality management system to meet with
the requirements of the international standards ISO
9001–2000 “Model for Quality Assurance in Design
Development Production, Installation and Servicing".

14. • T.S. Rahaman offers the training programmes in the
areas of marine engineering, naval architecture,
nautical science, ship construction, cargo work and
maritime safety courses such as fire fighting, etc.
• Computerised Library, provides several information
services such as Article Indexing Services, Newspaper
Clipping Services, Internet Services, Scanning
Services, E-Newsletters Access, E-journals like IMO
Magazies, Waves Newsletter, Maritime Information
Online Service, CAS etc.

15. USER NEEDS’ ANALYSIS
• When we had an account of the users’ needs it has
been found that, the major areas of their needs &
requirements fall under – teaching, learning, training,
higher studies, research and development, projects
management, planning and decision making, etc.
• For example, in this case PIIT is teaching the subject of
mechanical engineering and allied subjects, IRMRA is
doing research & development in these areas where as
T.S. Rahaman in applying at the practical level. In this
way these three organizations form a chain where
information plays a crucial role and needs to be well
managed to be utilized best.
17. PROPOSED MODEL
We propose the new approach of designing
information resources management system, using
peer-to-peer protocol in a distributed computing
environment. In our proposed solution, we are using
peer-to-peer network architecture for accessing
information from the source/originator and a central
database, which will contain the metadata for
providing a quick access.

18. The peer-to-peer model of information resources
management is different from our traditional client
server model. In P2P model, all connected clients and
server of the traditional model can work as a server
and client, which we call as peer. Each peer can
request for data and can produce the data on a request
from other peers. By using this model, knowledge can
be distributed among different peers, connected in a
network. Their resources, like knowledge, CPU and
storage can be shared. So load on one server will be
distributed among all the peer. In our model we
propose two configurations.
In first configuration [Fig], the organization willing to
share its resources will download the organization
shell from the central servers. This shell will help the
organization to announce its resources in a P2P
framework.

20. COMPUTING PLATFORMS FOR P2P
MODEL
Different options are available for these models.
However, these platforms should provide three
major features that make it popular for use.
• Inter-Operability: to enable peer to peer service to
locate and communicate smoothly each other
• Platform Independence: to be independent of
programming languages, transport protocols and
deployment platforms
• Ubiquity: to be accessible by any device with a
digital heartbeat, not just PC or specific deployment
platform.
21. ADVANTAGES OF PEER-TO-PEER MODEL
1. It is very cost-effective solution, in which files and
peripheral can be shared
2. As each peer contributes certain resources to the
network such as storage space and CPU cycles we
need less space in our databases to store data and
computer processing will also be divided among
different peers.
3. When more peers join the network, the networks
capability increases.
4. Remote workers collaborating on the same project
can instantaneously chat with each other and
complete their tasks more frequently.
5. Each peer can control access to his or her resources;
this is good for security purpose.
6. Because of peer-to-peer model’s ability to distribute
workloads across multiple machines, it is possible
to handle large data or perform complex
computations.

23. CONCLUSION
• A policy for library information resources
management is to be formulated initiating the
activities discussed as above. The resource sharing of
libraries have become a necessity today on account of
growing mutual interdependence to face the situation
created by explosion of knowledge and ever
accelerating technology. The need for the research and
technical institutes libraries is to implement the
various network programme in right earnest and to
overcome the impediment coming in the way of
Librarians.
