INFN and SCOAP3
 INFN decided to support SCOAP3 after careful
review, under conditions:
– Rigorous peer review, excellent quality of journals
 publisher becomes quality certification provider
– Simple commercial model that even physicists can
understand
– An expenditure comparable, asymptotically, to the
current subscription expenditure
– Open Access for fields of research: HEP, nuclear and
astroparticle physics
 Starting off with HEP, others to follow

 By endorsing and pledging money to scoap3,
INFN stated it believes a new commercial model of
common satisfaction for both authors and
publishers can be worked out
 our experience can be transported to other
closely-knit research communities
 It is a moral imperative, and a commonly beneficial
action, to support the transition to OA for
developing Countries

 By signing the Berlin declaration the
management of INFN unanimously has
stated its committment in establishing the
principle that publicly funded research has
to be OA. We are committed to extend the
OA paradigm to all fields of research we
fund and perform
