The purpose of this study was to investigate the definition and the measurement of added value in e-government in French local authorities. Another aim was to find out the existing methodologies that can apply to local government. In the decision making process, the added value of a project is a significant part and is often the element on which deciders makers rely. Added value is more than a simple question of financial return on investment. Four methodologies were analysed and rated according to regarding six criteria: auditable process, simplicity of the method, French availability, simplicity of the final indicator, tools provided and adaptability. A practical approach was done with interviews of local authorities and consulting firms.
