  • 1. The national curriculum Norwegian language and social studies for adult immigrants Tone Røinesdal
  • 2. Target group
    • Foreign, newly arrived persons between 16 and 55 years have
    • a right and obligation
    • to participate in free Norwegian language- and social studies education for a total of 300 hours.
    • It is mandatory regarding residence permit and later Norwegian citizenship.
  • 3. Free tuition
    • Persons granted asylum
    • Resettlement refugees
    • Granted residence on humanitarian grounds
    • Persons with collective protection
    • Arriving family members of the above categories
    • Persons granted family reunification with a
      • Norwegian citizen
      • person with settlement permit
  • 4. Other groups
    • Obligation, but no legal right to free tuition:
    • Persons outside EEA/EFTA area with work permit
    • Persons granted family reunification with the above group
  • 5. Other groups
    • Neither right, nor
    • obligation:
    • Persons with an EFTA/EEA permit
    • Students
    • Au-pairs
    • Nordic residents
    • Right, but no obligation:
    • Persons between 55 and 67 years who fullfill the main criterias
  • 6. Asylum seekers
    • Asylum seekers in ordinary reception centres have a right to 250 hours of Norwegian language tuition
    • Asylum seekers under the Dublin procedure have no right
  • 7. Norwegian lessons
    • Compulsory:
    • 250 hours of Norwegian language training
    • In addition: the municipality is able to grant and obliged to provide up to 2700 hours, depending on the needs of the individual
  • 8. Knowledge of Norwegian society
    • Compulsory:
    • 50 hours of social studies, civics, in a language
    • which the participants can understand

    • Based on Common European Framework of Reference for Languages, CEFR

    • Includes a basic literacy module for participants who cannot read or write their mother tongue
    • The curriculum will be revised in 2011/12
