  15. 15. Conclusion Broadband policy should consider the overall ICT and services trends, besides actively encouraging fixed and mobile broadband networks deployment. The government must realize the opportunity coming with emerging convergence technologies and review the influence and impact on a regular basis. To effectively bridge the digital divide between remote areas and meet the rapid growth of ICT service demand, the government should regularly review the broadband access speed. A close cooperation between the government, telecommunication operators, NGOs, and community development associations is important for promoting universal ICT services. 15
