  • Encouraged by the central government, more than 150 local governments are expected to have introduced cloud computing for their key operations by next April (April, 2011) to cut costs.The Ministry of Internal Affairs and Communications aims to have all 1,800 or so local governments use such services by as early as 2015 to slash information system expenses at the local level by roughly 30% from the current 400 billion yen a year.Local governments typically set up their own servers inside their buildings. They configure procurement systems used for tendering public contracts as well as key systems for managing information on residents, for example.The use of cloud computing would eliminate the need to own and manage such equipment, since governments would instead access servers at the data centers of the service providers via the Internet. The savings are especially great for small municipalities, which may be able to halve related expenses in some cases.The ministry is currently conducting trials at six prefectures, including Kyoto, and intends to draw up guidelines for the introduction of cloud computing. It has sought about 1 billion yen in the fiscal 2011 budget for such efforts as standardizing data formats.Chiba Prefecture and 42 municipalities within the prefecture have placed an order with Fujitsu Ltd. with an eye on introducing a joint online procurement system using cloud computing. NEC Corp. has also received orders in this field, and the firm expects to serve more than 100 local governments as of next April.Fourteen municipalities in Kanagawa Prefecture will use Hitachi Information Systems Ltd.'s cloud computing service for core operations, with the total value of the orders at 2.47 billion yen. And an association representing municipalities in Yamanashi Prefecture has decided to tap NEC for a system for budget formulation and other tasks. A total of about 60 governments there are expected to have adopted cloud computing for core operations by next spring.
