  4. 4. How can large-scale education data help Gulf educators and students rise to the top? Infrastructure + Capacity + Sustainability = Culture CREATE DEVELOP TESTING SUSTAINABLE & ASSESSMENT MODELS & INFRASTRUCTURE PROCEDURES BUILD CAPACITY IN RELEVANT KNOWLEDGE, SKILLS, ATTITUDES & VALUES

What makes Gulf education unique?* push for rapid development (leapfrogging development stages)* potential resource availability, financial base* penetration of cultural and religious values (in many parts of system, but not all)*both observed and perceived socio-cultural shifts because of Western origins of education and national level borrowing/targeting Western models* acceptance + resistance to Western influences?

Infrastructure* training and preparation system for using large scale data as policy evidence base...among national and regional policy makers as well as teachers/etc* resources and facilities for implementing large scale data collection and analysis, which includes everything from printing facilities to sophisticated statistical software for processing and analyzing data* integrated international assessment system for national benchmarking and evaluation

Capacity-building* data familiarity/expertise* evidence-based accountability* statistical understanding* data driven policy making* national agendas for standards development and alignment with data base* mechanisms for translating data-based education policy to local needs and implementation

Sustainability* Gulf-based/origin for data/policy capacity* integration of assessment culture with Gulf society/culture* expertise with large scale data built within gulf education systems* establishment or development of an education culture (knowledge society)--based on the production, exchange and commodification of information/data/knowledge*** balance between western borrowing, development capacity, embedded expertise and the evidence base
