SESAME:a new business model “ SESAME” designates the CEC political initiative, announced on 13 July 2004 by Ms De Palacio To complement the SES and its legislation with a substantial EC financial support for the development and deployment of a renovated and rationalised European ATC system, replacing the fragmented one as it exists today. This is supported by European aerospace industry through their professional organization, ASD. The airspace users and especially the main airlines through IATA and AEA are supportive as long it is directed toward an enhanced air transport infrastructure, especially if it tax payers’ money (and not user charges). Two main phases are contemplated: a Definition Phase (2005-2006) and an initial Implementation Phase as from 2007 onwards, which therefore falls within the same time frame as the EU new "financial perspectives" 2007/2012 under discussion at the highest political level.
