  21. 21. CALCULATION Members have multiple seats in national assembly and provisional assembly. NATIONAL ASSEMBLY NATIONAL ASSEMBLY+PROVIONAL ASSEMBLY TOTAL (16 members have 37 multiple seats) 06 + 10 16
  22. 22. seats will be left for by election 21 TOTAL MULTIPLE SEATS SELECTED SEATS FOR CANDIDATES REMAINING SEATS FOR BY ELECTION (NA have 8 and PA+NA have 13)* 37 -16 21
  23. 23. TOTAL SEATS in NA and PA is 849 National Assembly Provisional Assemble NA PP PS 272 297 130 99 (577) 272+577=849 PK PB 51
  24. 24. Economic Cost analysis  (Budget cost)  Election cost campaign
  25. 25. Budget cost  Election commission budget is 6 billion  Total seats of NA+PA=849  So = 600000000/849 = Rs706713.7  Which is approximate Rs800000 (8 lakh)  Rs800000 cost for each Seat  RS800000×21 seats = 16,800,000  Which is 17 million* (approximate)
  26. 26. Election campaign cost According to election commission Pakistan if the candidates do not spend or exceed more than allowed amount on their campaign which is RS 1 million for provincial assembly and 1.5 million for national assembly .
  27. 27. The cost on National assembly is 7 billion  The cost on per National assembly seat is 7billion/272=2.5million (approximate)  2.5m×8(By election seats in NA) = 20 million*
  28. 28. The cost on provincial assembly is 11 billion  The cost on per provincial assembly seat is 11billion/559=2million (approximate)  2m 13(By election seats
  29. 29. Total economic cost Budget cost = 17 million NA cost = 20 million PA cost = 26 million Total = 63 million*
  30. 30. If 23.9b (24 billion) approximate cost on general election 2013 then what would be cost on By
  31. 31.  If 24b cost on general election cost, this is the cost on 849 seats of provincial assembly and national assembly.  24billion/849 seats =2.8m (3 million) approximate  3 million is cost on per seat then  The cost for 21 seats of By election 3 million×21 seats=63 million*
  32. 32. CONCLUSION
  33. 33. We conclude that 63 million is the cost on byelection 2013 because the number of candidates who win from national assembly either provisional assembly is 16 if each candidate select its one seat than the remaining seat will be 21 on which byelections are to be held. The cost of election commission of Pakistan for each seats is 8 lakch. And the election campaign cost is for each seats in national assembly is 2.5million and provincial assembly is 2 million sum cost
  34. 34. RECOMMANDATION
  35. 35. We assume that if election commission of Pakistan should not conduct By-election than this extra amount of 63 million can be save. So we recommend to ECP that should not allow the candidates who stand more than one seats or multiple seats in general election. If the candidates stand more than one seat the probability of their winning will be more.
  36. 36. THE END Thanks
