But information, which is the pattern of organization of matter and energy, has a potentially infinite supply. All our increases in material wealth flow from the discovery or the creation of new patterns in our matter and energy, Investment in the production of information (e.g., through research and development) and investment in widespread distribution of information (e.g., through education) may be the only way to permit continued improvement in the quality of life without large increases in consumption of matter and energy. Similarly, all of society’s expenditures on education, broadly defined, can be viewed as investment in the distribution of information. Policies concerning resource allocation for school and public libraries must be considered in the context of that larger question of education policy. The role of information in society will be determined by how our society answers these economic questions concerning the production of information, the distribution of information, and the technological infrastructure for information storage and transmission. Whichever way the questions are asked, the social effects will follow from the decisions allocating the economic resources of the society. The fact that they are asked as economic questions may be disturbing to those who are now questioning the value of economic growth as a social goal. Many have begun to question the value of continued expansion in our capability to produce material goods. The shift in emphasis from material goods to services has already led to our society being called “post - industrial”. The fact behind that label is a relative decline in the percentage of our economy devoted to matter and energy and a relative increase in the percentage of the economy devoted to information. If we are to further shift our national economic goals from the narrow perspective of production and distribution of matter and energy, and focus instead on the quality of life and maximizing human potential, then even further - shifts in allocation of economic resources to information may be called for.J—5906 3 P.T.O.
