Collection managers have learned that, by banding together in consortia andeven in an international consortium of consortia, they can exercise some control or at leastinfluence over what they pay for electronic journals and electronic reference works – indexes,abstracts, encyclopedias, and dictionaries. The Encyclopedia Britannica and the Oxford EnglishDictionary envision a bright electronic future with revenue sources that heretofore wereunimaginable. At the same time collection managers are learning to say ‘no’ when a price ora licensing agreement is unacceptable. But collection managers must exercise caution ascopyright laws become contractual agreements weighted heavily in favour of producers. With the increasing pressure for distance education and the concomitant needfor library support from a distance, there is a strong push for electronic books and not justtextbooks. Collection managers are finding ways to measure the cost benefits of theseunproven e-books, and some libraries are developing projects designed to measure theacceptance and utility of e-books and the ways they can be read.
