The proposal is for the EU ICT Policy Support Program and more specifically to e-Participation theme. Most of you have allready shown interest to this project. The presentation takes around 10 minutes We work with completely open methods and therefor this presentation and the proposal text is publicly available for all including our competitors. The ICT PSP aims at stimulating innovation and competitiveness through the wider uptake and best use of ICT by citizens, governments and businesses This call for proposals is for the objective: eParticipation, how to empower and involve citizens in transparent decision making in the EU. The focus is in the use of ICT in better policy making. The comission is looking for high profile cases with, wide audience. The funding instrument is so called pilot B type project, which means -multinational project -minimum 4 countries -Total budget of 4-5 M€, out of which max 50% comes from EU - validating and scaling existing cases, no R&D So... this is all about scaling and spreading succesfull eParticipation formats around Europe.

These kind of “best practice” lists give loads of ideas what could be done. The idea of “Movable Practice” is lended from the TV production world, where the complex program Formats are made to be moved from one country to another.     OK, that was the TV-world, but what is a Format in the world of Policy Making and eParticipation? In order to answer that question we will go trough the Anatomy of a eParticipation Format using one example...

    Viesti: Fillarikanava on esimerkki eParticipation -konseptista, joka ei vielä ole liikkunut, mutta josta on samankaltaisia paikallisia implementaatioita. -Fillarikanava (Cycling Channel) is a piloted eParticipation service from Helsinki. It is not decided that this would be one of the cases in "Movable Practice" project, but it is used here as an example to illustrate aspects of a possible "seed" of eParticipation format. -Cycling Channel is a web service, where the cyclists may leave remarks on the map and comment on each others messages. The local administration and the politicians follow and participate the discussion and get valuable grass-root information and insight related to the citys cycling environment. -The city of Helsinki funded the piloting of Cycling Channel in Helsinki. A local SME offers the service and concults the city in developing the adequate culture of open collaboartion . Local community of cyclists are willing to participate and feel ownership over the channel.

    Viesti: Toimiakseen formaatilla täytyy olla ainakin yksi taho kaikissa seuraavista rooleista: Omistajat, Käyttäjät ja Mahdollistajat A successful Format needs one or more stakeholders in each of the roles: Owners, Users and Enablers. Owners has the motivation to spread and develop the Format, while enablers has the motivation to support the local implementation and the users are motivated to participate. Same stakeholder may have one or more roles. Example of multiple roles is a municipality that funds the localization (Enabler) and is also a direct beneficiary (User) of the Format.

    Now we know the basic idea of a eParticipation Format. The “Movable Practice” project will develop the first Formats. Let us go trough our suggestion for the Anatomy of the Project. This will answer the question HOW the formats are developed.

Few best ones will be selected as cases for the Movable Practice project and prepared for the first move to another European city. The Formats will be further developed according to the gained experiences. The final phase is comercializing and disseminating the Formats.

    Viesti: Kansallista rahaa voi tulla sisään case-sidonnaisesti ja ns. strategisena rahana. * From each region about 500 000 € of national funding is needed * Ideally 20% of the national funding would be strategic while the rest may be specific to the named cases that will be developed into Formats during the project * The total EU funding for the project will be equal to the total national funding (roughly two million Euros). * In addition to the named cases (with the case related funding) same amount of new cases from the participating urban regions are identified (see. WP1 call for seeds) and developed into Formats during the project. The identification and development of the new cases is supported from the national strategic funding and EU funding (strategic). * The development of the named cases into formats is supported from the national case related funding and the EU funding (case related). * Common costs of transfering the knowledge to third parties (events, publications etc.) are covered from the national strategic funding. The organizations that support the project with national strategic funding may host one of the high profile events that are organized during the project. * Project administration costs are covered from the EU funding (strategic)
