Lima declaration <ul><li>Lima declaration was adopted by acclamation more than two decades ago at the INTOSAI Congress in Lima in 1977 </li></ul><ul><li>it is the first modern document that described principles of carrying out control </li></ul><ul><li>the main purpose of the Lima Declaration was to call for independent government auditing </li></ul>

Basic principles to be followed in public control <ul><li>The defense of independence in the area of public control, sanctioned in legislation. </li></ul><ul><li>SAIs, apart from fulfilling the traditional tasks of the control of legality and regularity of State financial transactions, must also inspect the effectiveness, efficacy and economy of these transactions, both individually and as part of a global activity, in accordance with the audit programme drawn up by the SAIs themselves. </li></ul><ul><li>The need to cooperate with governments that want to introduce administrative reforms, assessing legislative proposals having a financial character and making recommendations aimed at the improvement of financial performance.The need to cooperate with parliaments, the main beneficiaries of audit reports. </li></ul>

FinCEN is a network, a means of bringing people and information together to fight the complex problem of money laundering.  </li></ul>
  8. 8. The Government Accountability Office. <ul><li>GAO is the main body that carries out control in the USA. </li></ul><ul><li>GAO is an independent, nonpartisan agency that works for Congress. Often called the &quot;congressional watchdog“. </li></ul><ul><li>The head of GAO, the Comptroller General of the United States. </li></ul><ul><li>The mission of GAO as it is stated in its official reports is to support the Congress in meeting its constitutional responsibilities and to help improve the performance and ensure the accountability of the federal government for the benefit of the American people. </li></ul>

The Government Accountability Office-2 <ul><li>The Government Accountability Office is the largest of three agencies that provide staff support, research, review, and analysis for Congress. </li></ul><ul><li>The GAO has offices in 11 major cities across the country, and employs approximately 3,300 people </li></ul><ul><li>Diverse staff includes economists, social scientists, accountants, public policy analysts, attorneys, and computer experts as well as specialists in fields ranging from foreign policy to health care. </li></ul>

GAO’s current activities and services include : <ul><li>Auditing and evaluating federal programs and operations; </li></ul><ul><li>Conducting special investigations (through a small office) of alleged violations of federal criminal law, particularly conflict of interest or procurement and contract fraud; </li></ul><ul><li>Providing various legal services to Congress, including advice on legal issues involving government programs and activities; </li></ul><ul><li>Resolving bid protests that challenge government contract awards; </li></ul>
