  • The word “Grenelle” refers to the Grenelle agreements in May 1968. It is organized by Jean Louis Borloo, Minister of State, Minister of Ecology and Sustainable Planning and Development mainly. In October, these proposals were opened up to debate by a range of public groups.

  • L'idée pigouvienne d'une taxe carbone repose sur la taxation des combustibles fossiles ( hydrocarbures , charbon , gaz naturel ) avec un taux variable. Ce taux dépendrait principalement, voire exclusivement, du contenu en carbone du combustible considéré, et donc des émissions de dioxyde de carbone (CO2).

    • The “Grenelle” environment is a Environment Round Table in France in order to take decisions for a long term in the environmental field and for the sustainable development.
    • For the first time, the Round Table brought all the civilian and public service representatives together around a discussion table, forming 5 colleges: the State, unions, employers, NGOs and local authorities.
    • For three months, workgroups met to propose concrete action to be implemented at national, European and international level.
    • Following this debate stage, 6 round tables were organized.
    • On October, 25 2007 , the French President presented the conclusions of these discussions.

    • Creation of autonomous energy house for new buildings like in Germany
    • Creation of an observatory for the transports to reduce the emissions
    • Develop the environmental fiscal policy to penalize the polluters as the creation of a “Ecopastille” (ecosticker) with bonus and penalty according to the degree of pollution of the vehicle.
    • Define the environmental goals in all the scales of the urbanism, from the town hall to the state
    • Construction of : + 2000 Km of railways by 2020

    • The “Grenelle” is a masquerade because most of the decisions are simply updates of European supranational measures . See the video here
    • The richest will have tax credit because they can invest more than the others on ecological ways of life
    • Against, what they call “ ecology-show” and impossible compatibility between “sarkozysm” and “ecology” (the “Contre Grenelle de l’environnement” is probably more politicized than it should be ?)
    • The environment round table is dangerous due to the fact that it dilute the real environmental issues

    CONCLUSION
    • French focus a lot on the “Grenelle de l’environnement” these days and think that “it is better than nothing”, do you agree or not ?
    • Do you think that it is a way like another to orchestrate the event ?
    • Is capitalism compatible with ecology ?
    My opinion
    • It may be better than nothing but most of the reports that I read do not explain anything concretely. They simply explain that it is alarming and we have to deal with these issues in the future. They do not even explain how to solve the problems.
