Editor's Notes

  1. The DPSL was designed to meet the needs of members of the Workforce Development group of the Public Service compact (www.publicservicecompact.org) to improve leadership skills within the public sector, and to encourage collaborative working. The employers took a basic CMI Diploma in Management and changed it to meet their organisational and strategic needs. Tutors provide the information on up to date theory, and the students apply that knowledge to their own workplace, so the programme is very work-relevant. The most important part of the programme is the Collaborative project, where students work together to address real issues within their workplaces.
  2. DPSL students receiving their Diploma from Coventry University November 2005.
  3. West Midlands Police have supported 10 students per year on the programme. BCC support about 20 per year.
  4. Bournville College has led the project, with tutor input from Solihull, Matthew Boulton, Josiah Mason and Sutton Coldfield colleges. There has been a very high success and retention rate on this course, with most students completing and gaining a Diploma.
  5. Aims To help you learn how to: 1. Distinguish and use appropriate leadership styles. 2. Critically self-analyse your own performance. 3. Manage communication to build effective working relationships. 4. Handle conflict effectively.
  6. Aims To help you learn how to: 1. Negotiate and define the nature and objective(s) of potential project(s). 2. Create effective plans to achieve agreed goals. 3. Identify the resources needed to complete the project and the controls to be employed.
  7. Aims To help you learn how to: 1. Approach the challenges facing the organisation creatively and objectively. 2. Develop your understanding of the organisation’s likely response to change and to plan for change to meet the challenges within it. 3. Adopt techniques which will enable effective implementation of the changes needed to meet the challenges.
  8. Aims To help you learn how to: 1. Set performance criteria and assess team and individual performance against them. 2. Evaluate whether the overall performance in your area of responsibility is meeting targets and decide what remedial action is needed. 3. Identify performance development needs and negotiate actions to improve performance. 4. Use variation between actual and expected performance to build on opportunities and strengths as well as to rectify areas of poor performance.
  9. Aims To help you learn how to: 1. Understand your role in relation to your organisation, customers and stakeholders. 2. Identify, predict and monitor the needs of customer/stakeholders. 3. Plan to meet stakeholder expectations.
  10. Aims To help you learn how to: 1. Identify development needs. 2. Plan team and individual development. 3. Assess and improve development activities. 4. Link development to organised objectives. 5. Assess the impact of development activities on the performance of the team and individuals. 6. Develop partnerships and build relationships. 7. Develop reflective practice skills.
  11. Aims To help you learn how to: 1. Operate within the regulatory framework for the public sector. 2. Recognise the need for accountability. 3. Appreciate the basics of finance. 4. Understand the need for, and the techniques of budgetary control. 5. Prepare bids/partnerships, build the financial case. 6. Evaluate best value.
  12. The aims of the project are to: Help foster collaborative working between delegates in partner organisations on a management project. Provide delegates with fresh perspectives on the work carried out in different public service organisations. Give delegates insight into research techniques. Illustrate the interrelationships of the subjects studied as part of the DPSL course in a management setting. Enable relevant learning outcomes from other modules in the DPSL to be claimed as part of the project. Contribute to the existing body of knowledge and understanding of the organisations chosen in a management setting.
