The first PPP Minor Port and ICD Project in Kerala, the Kottayam Port and Container Terminal, was inaugurated on 17th August 2009. This is also India’s first port (notified under Indian Ports Act) and an Inland Container Depot (ICD) to utilise inland waterway with Customs notified area for Exports & Imports. The Kottayam Port and Container Terminal is a first of its kind project of Public Private Partnership under the ASIDE scheme of Government of India promoted by South Indian Chamber Of Commerce and Industry and KINFRA.

  • 1. Indigenously developed RO-RO (Roll on – Roll Off) is introduced in order to avoid two lift handlings. 2.Low-platform roll-trailers (trolleys) 3. LET export seal at Kottayam Port
  • Lift on containers from Container yard at Kochi. Transport empty containers by truck to Exporter’s premises. Stuffing at Exporter’s premises. Customs sealing at Exporter’s premises. Seal verification at Cochin port. Lift off from Cochin port.
  • Kochi Terminal Handling Charge = Rs. 3000 1 hp power moves 150 kg by road, 500 kg by rail and 4000 kg by water The amount of energy consumed per ton KM of freight transported by waterways comes to merely 1/6 th of the amount transported by road and half that of rail.
  • Labour charges for examination = Rs. 1500
  • Table space to shippers at Rs. 1000 per month. Rs. 10,000 initial deposit.

    • 5. <ul><li>A multi-modal Inland Container Depot (ICD) & Wet Port catering to Central Travancore </li></ul><ul><li>Connected to the Cochin Port by road and by an inland waterway through “Vembanadu Lake” at a distance of 85 Kilometres. </li></ul><ul><li>Estimated 6000 containers / year will be diverted from road to waterway . </li></ul>A view of the main block

    • 9. <ul><li>The Kottayam Port will use the Inland water way and the road from Kottayam to Cochin Port to ship its containers </li></ul><ul><li>The cost effective option is to transport containers in barges </li></ul><ul><li>For those requiring quick deliveries containers are transported through road </li></ul>
    • 10. <ul><li>The entire operation would be based on Roll-on-Roll-off (Ro-Ro) concept </li></ul><ul><li>The empty containers are lifted from the yard and placed on the trolleys & pulled to the warehouse using prime movers. </li></ul><ul><li>The containers are stuffed at the warehouse, sealed by customs & then transported on to the barge. </li></ul><ul><li>Barge carrying 10 containers will ply between Kottayam Port and Cochin port daily </li></ul><ul><li>The containers will be transferred to and from stack points at Cochin port and then shipped </li></ul>
    • 11. <ul><li>We offer a Bill of Lading (BL) point convenient for exporters. </li></ul><ul><li>We offer an International Port of Destination (POD) for importers from these districts. </li></ul><ul><li>We offer a customs clearance point with no need for a separate customs clearance from Cochin port later. </li></ul><ul><li>We offer quick and cheap documentation procedures. </li></ul><ul><li>We offer a rate of Rs. 4000 by barge for a 20 ft container and Rs. 7500 for a 40 ft container. </li></ul>

There can also be seal verification at the entry point of the Cochin port </li></ul><ul><li>The Kottayam bound containers have no parking space in Kottayam. The containers are transported empty back to Kochi leading to time and money waste </li></ul><ul><li>Consolidation done by Lines </li></ul><ul><li>Through Kottayam Port </li></ul><ul><li>The Kottayam Port has a customs office which makes it the sole Bill of Lading (BL) point for Central Travancore. So the customs clearance & documentation process is much simpler and faster. </li></ul><ul><li>The Kottayam bound free containers are parked safe &rent free at Kottayam Port Container yard. It will be returned as export </li></ul><ul><li>Consolidation done by the Port with warehousing facility </li></ul>
    • 14. <ul><li>Through Kottayam Port </li></ul><ul><li>Kottayam port being Port of Destination (POD), the containers are removed from the stacking yard and will be transported to the Kottayam Port. Customs clearance will be done immediately being a smaller and compact port. </li></ul><ul><li>Importers can arrange to remove the cargo quickly from Kottayam Port, being the local port </li></ul><ul><li>Existing system </li></ul><ul><li>The waiting period for the customs clearance can be one to two weeks. This leads to blockage of inventory </li></ul><ul><li>It is a time consuming process for an average Kottayam based importer to clear cargo at Cochin port </li></ul>
