Featured Programs P-14 Special Offers & Promotions P-15 FOCAL POINT Bringing Light Thinking back to when I was a little girl and did something displeasing to my father, I remember him saying to me (just before getting punished) “now you know better than that!” I remember thinking even at that very young age that I really DIDN’T know better. If I did know better I probably would not have done something that got me in to trouble. I even told my father one day that I didn’t know better. He refuted that statement and told me that yes, I did. I suppose he thought like I do now with my own children that he had raised me to know better. However, like I realize with my own children, not everything sinks in to those precious little brains. I knew that I could not convince my Dad that he was wrong and in a way he did me a big favor. I attribute my insatiable desire to seek out information and raise my consciousness to my father telling me that I should have known something that I did not. He helped me by instilling in me to keep seeking and to find. The challenge with that is the more I learn the more I realize how much I don’t know. It makes me a lifetime learner realizing that I will never know everything I want to and hope to get enough of what I need to so I can be fruitful. As always, I hope this letter finds you happy and well. These past several months have been full on transition for us. As technology evolves, we also have to make adjustments and changes to be able to continue contributing meaningful family centric programming. We have now surpassed 50,000 subscribers and thank everyone for joining our community. This growth is awesome, yet also requires more support and changes to our infrastructure. While some changes are visible others are not. We are phasing out our flash platform and some of the windows based radio stations. So you may still need to download some plugins or apps to get some of our programs. This will be reduced when are fully transitioned to HTML5 later this year. When we started iPhones and tablets did not even exist! Our new offerings include; upgraded TRN Theaters that are also available for lease, the RevSavings Portal #305 with printable coupons for many name brand items, ShopTRN is now RevShop with a new, easier to use format (you can list your own products and services here too), and there are several new links for distance education resources on Portal #200. We placed considerable emphasis on disaster preparedness in 2013 and developed a communications technology package that can be used in peacetime and during emergencies. Equipment financing is now available through the efforts of Patricia Berry with special terms for Houses of Worship. Moving forward we will continue to “bring light” to issues and new programs in innovative ways. This issue discusses the Juvenile Incarceration travesty in articles submitted by writers in our community. I hope you enjoy this issue of TRN Portal Point. Please feel free to share this publication with your friends. I look forward to your thoughts, and it is also easier to share them with us now in the new RevTalk blog spots. I don’t think I am the only person who has said to themselves, “If I had only known,” or “I can’t believe I just did that!” It can be disastrous when someone does not have access to information so they can at least have the opportunity to make a better choice. It can be more disastrous when people without critical information have influence or power over the lives of others and can impose their decisions to effect the outcome of someone else’s life based on flawed information. Even more disastrous than that is when someone who does not know, does not know that they do not know. I wonder how different my life would be, how different the lives of the people around me would be, how different the world would be, if everyone had equal access to critical information to make decisions. For example, when I found out how much I did not know about emergency preparedness it changed my thinking and my approach to life in regards to emergency planning. I now share that information with others and it is changing attitudes throughout my community. I believe we all have something we can share with others to bring light to issues, situations, and circumstances. In The Revelation Network community we seek to bring awareness about issues that will help people make informed choices. They made statements based on opinions and a pseudo research project that was not clearly documented or defined, regarding the increase of juvenile crimes; then predicting that a new crop of these evil children now exist to terrorize society. Pizarro’s research stated “Although statistical evidence showed that the national crime rates were declining, the media told a different story and a moral panic on youth violence emerged.”(85) Pizarro proved that Dilulio’s statements overestimated the seriousness of the crimes and used exaggerated opinions to define teen males: “teen offenders were radically impulsive, brutally remorseless people who rape, rob, burglarize, murder, sold drugs, and disrupt communities”. (85) However, the damage was done because these statements induced a frenzy of fear due to heightened media coverage in the late 1990s. These misconceptions about the widespread problem of a “super-predator” became larger than life; and as a result, the public reacted in fear. Consequently, juvenile criminal justice policy was directly affected for the worse. Excerpts from the White Paper by Sharon Seymore, a Cecil Murrary Faith Leadership Institute Cohort on the Juvenile Justice system and its association to privatized prisons. The paper also highlights how the "Super Predator" syndrome gave birth due to the faulty research that was done by two college professors which was later recanted, however 48 states have already changed their Juvenile Penal System for the worse due to this study. The media is to be blamed greatly as well for sensationalizing the "Super Predator" term thus causing the public to fearfully react. ~~~~~~~~~~~~~~~~~~~~ Thus, the juvenile “super-predators” were hunted by prosecutors who gave no consideration to the youth’s circumstances nor the crime, and used the one size fits all punitive system to punish children. A nationwide trend evolved and several states adopted this unjust practice. The opening statement of the United States Constitution is eloquently written and gives hope to American citizens for domestic justice. The US Constitution was established to promote general welfare for citizens, and has become a common thread that ties this great nation with an ethos to ensure the continuum of justice for all citizens. Traditionally, social justice has been a part of this ethos as well. The Campaign for the Fair Sentencing of Youth organization reports the following: for juveniles sentenced with JLWP in the state of California, 45 percent were involved in homicide cases but did not commit the murder; 70 percent of these cases involved an adult and the minor did not act alone; and nationally, 59 percent of the youth serving JLWP were first time offenders. These ratios attest to the fact the legal practices implemented by many states to control the juvenile “super-predators” have overshadowed and violated the Eighth Amendment rights of juveniles with a one size fits all sentencing method. For decades, American law makers have made adjustments to legal practices that violate the general welfare for citizens. One such practice was, Jim Crow Laws that specified racially segregated public facilities for African Americans in Southern states. Jim Crow Laws offered inferior facilities and immense social disadvantages to people of color. Moreover, these laws violated the civil liberties for people of color under the US Constitution. JLWP practices also violate the due process clause of the Fourteenth Constitutional Amendment for juveniles. This clause prohibits state and local government from depriving life, and liberty from citizens. When prosecutors neglect to consider the circumstances of the case and choose not to consider the age of the juvenile, life and liberty rights are neglected for juvenile offenders. Today, Juvenile Life Without Parole (JLWP) sentencing threatens the general welfare of juvenile citizens and is a legal practice that needs revamping. This sentencing system has been used to incarcerate more than 2,700 children in the United States. Contrary to the American ethos of social justice, this practice within the law is bias based on age, race and socioeconomics. Furthermore, it does not establish justice nor promote general welfare for American citizens. The equitable advantages offered by the US Constitution are omitted when jurisdictions abuse JLWP with juvenile offenders. Therefore, subjecting children to Juvenile Life Without Parole sentencing imposes constitutional and social injustice on juveniles. One Constitutional right JLWP violates is the Eighth Constitutional Amendment, the government is prohibited from imposing cruel and unusual punishment on American citizens; yet, JLWP exercised. Sentencing juveniles with life in prison without parole is considered cruel and unusual punishment. Many states impose this practice as a one size fits all punitive system for all juvenile offenders. This punitive system classifies juvenile offenders as “super-predators” regardless of the minor’s involvement during the crime incident. Dr. Lawrence Steinberg, PhD, a neuroscientist at Temple University Department of Psychology, have conducted studies to show that a juvenile’s brain is still developing and causes adolescences to make irrational decisions. In his scholarly paper titled, A Behavioral Scientist Looks A “super-predator” is term created by a faulty research project that was dramatized by the media during the late 1990s. Dr. Jesenia Pizarro, a professor at Michigan State University School of Criminal Justice, conducted an investigative study on Juvenile Super predators in the News (2007, 86-111) which concluded that the “super-predator” ideology was created by Professors John Dilulio, richardross.net continued on page 7 6

TRNTV & SHOW Are Children Being Imprisoned for Profit? continued from P6 at the Science of Adolescent Brain Development, that was published in Brain and Cognition, he states, “There are significant changes in the brain during adolescence…these brain change characteristics are among the most dramatic and important to occur during the human lifespan.”(160) Dr. Steinberg’s findings are supported by many neuroscientist and behavioral scientists who have encountered similar discoveries in the last 10 years. we are capable of doing and to try to apply the resources that we have at our disposal . . . in a fair and equal way. .” Another insightful response came from Judge LaDoris Cordell who stated: “The statistics prove it--they're there. ... I think what happens is that stereotypes are so embedded in the psyche of human beings; that those stereotypes come to play. So that when a young black kid comes into court before a white male judge, who Juvenile-In-Justice.com perhaps doesn't have any experience dealing with young black males, and this black male has on baggy pants, has an attitude, may have a tattoo, immediately a picture, a mindset comes up in that judge's head. We make assumptions; that's what stereotypes are. Th e s e studies conclude that adolescence’s brains experience significant changes from gray to white matter and that the level of desire for sensation increases. From this perspective Dr. Steinberg states, “Middle adolescence (roughly 14-17) should be a period of especially heightened vulnerability to risky behavior, because sensation-seeking is high and self-regulation is still immature. And in fact, many risk behaviors follow this pattern, including unprotected sex, criminal behavior, attempted suicide, and reckless driving”. (161-162) In my investigation I wanted to find research evidence which gave some understanding to the racial bias issue. The two things I found worth mentioning. First, the FBI (Table 43, 2009) reported that White juveniles committed 59 percent of violent crimes, and African Americans committed 39 percent of violent crimes. For drug arrests, White juveniles constituted 65 percent, and African American constituted 34 percent of drug arrest. However, 51 percent of juveniles incarcerated are African Americans and 48 percent of juveniles sentenced with JLWP are African Americans. Should this be labeled as blatant racism against African American youth? These scientific findings give some insights as to the neurological transitions humans endure as teenagers, and these characteristics should be given consideration for juveniles charged with criminal offences. Using Steinberg’s example, many of us can reflect on our own lives to see the progression we made from adolescence to adulthood. The unwise decisions we made and learned from did not imprison us for life because we were given a second chance. No one can predict what an adolescence will become at age 30 or 40. Although there are definite problems that exist with the Juvenile Justice system in America; there is a need for Juvenile Life Without Parole. This sentencing system should be restricted to juveniles who have committed a vicious murder that can be proven without reasonable doubt. These cases should also be examined to meet the proper criterion and process of the Juvenile Justice system. Many people given a second chance have reformed themselves to become sound and valuable contributors to society. I am happy that Laura Bush was given a second chance. At age 17, she was driving while drunk caused an accident that killed her high school friend. Another example is Antonio Villaraigosa the Mayor of Los Angeles, he was a troubled teen and got into many fights, dropped out of high school, and had occasional trouble with the law. These two individuals were adolescence who received a second chance to reform their lives then became important leaders in society. Unfortunately, many teens sentenced to JLWP are denied of the opportunity of a second chance and cannot become productive citizens due on the unjust practice of JLWP. The Casey Foundation, presents the right solutions for juveniles and society. Having a reformed juvenile is a great asset to society; whereas having a juvenile locked up for life becomes a liability for a lifetime. This prevents the juvenile from experiencing the due process clause under The Fourteenth Constitutional Amendment clause. Lifetime liabilities are not society’s moral intent for juveniles. Yet, sentencing children with JLWP creates great cost especially when they are locked up in private prisons. Private prisons were once outlawed but were reintroduced to the US Justice System in 1980s. Sequentially a few years later the concept of the “Super-predator” evolved and created undue fear that changed the Juvenile Judicial practice and culture in the United Sates. This change was so radical it attracted the attention of Amnesty International and The ACLU. According to these organizations, the US is the only nation that practices this inhumane and unjust system. With this system the private prisons have become overcrowded and multiplied in numbers. The profitability of private prisons is a symbol of moral derogation achieved by exploiting poor and voiceless children. Another unjust practice imposed by JLWP is racial disparities. Several non-profit organizations such as: Equal Justice Initiative, The Center for Children’s Law and Policy, Human Rights Watch, and Amnesty International all report that children of color are more likely to receive life sentences without parole. California leads the nation with this bias but it is a factual reality in most states. According to Human Rights Watch, California prisons houses over 300 inmates that were sentenced as children to serve life in prison without parole. Human Rights Watch also reports that: In California, juvenile African Americans offenders are 18 times more likely to receive JLWP sentencing than White offenders; and Hispanic offenders are 5 times more likely to receive JLWP than White offenders. It is apparent that this abusive practice is social bias against people of color. Juvenile Life Without Parole has a purpose. It is to be used for juveniles who commit murder and definitely show beyond a shadow of a doubt that they cannot be rehabilitated. However if a law is used in a fashion that violates constitution laws it must be revamped. PBS Frontline conducted an investigative report that explored the racial bias issue in California. Interviews were conducted with judges, district attorneys, and administrators who work directly in the California Juvenile Justice System. When asked the question: “Is the System Racially Biased?” The overwhelming response was affirmative, and that it is visually evident. Judge Thomas Edwards of Santa Clara California stated “Well, all the studies and the statistics say it is true. …I don't know of anybody who has a solution to it, other than to simply raise the consciousness of the judges the best This abusive practice of JLWP violates the Constructional rights of those without a voice, the children. Treating children as throwaways is immoral and illegal. Any legal or cultural system created to impose injustice due to ones race, or social class should be banned. As moral citizens it is our responsibility to give society an asset for life and liberty rather than a liability. END 7

These are only two examples of successful efforts underway to deal with problems posed by prison re-entry, but they are not enough. The following approaches and programs bring additional awareness and education to address re-entry options and solutions. Dumping an un-prepared prison re-entry population on any community whether healthy or in disarray is a recipe for disaster. The anemic economy that recycles children from school into prison and back into the community turns our communities into prisons. Community Disaster Awareness, Planning, Preparation and RECOVERY The solution begins by applying an integrated “whole community approach” model presently being utilized by the Department of Homeland Security (DHS), Federal Emergency Management Association (FEMA), and experts from around the United States that engages all citizens, from government to grass roots, in addressing issues that affect society. In 2012 FEMA conducted an All-Hazards Disaster Preparedness Workshop in Compton, California, where members of The Revelation Network and the AJ Action Team were trained along with other local community stakeholders, disaster service agencies, faith and community based organizations. However, that situation is not going unnoticed or unchallenged. “Smart Justice? Rethinking Public Safety in California” Governors and state legislators are joining federal government leaders in focusing unprecedented attention on the millions of people released from state prisons and local jails each year. State policymakers are concentrating in particular on the handful of neighborhoods in their states that receive the majority of people who have been recently incarcerated. Constituents in these communities know that the lack of affordable housing, drug and mental health treatment, jobs, and positive role models undermines efforts to make individuals’ transition from corrections institutions to the community safe and successful. The Black Emergency Managers Association (BEMA) BEMA takes the whole community disaster preparedness approach a step further through its Whole Community Reentry Program focusing on SERVICE PROVIDERS. Although government plays an important role in trying to address these problems, it cannot take them on alone. Service providers based in the neighborhoods where people released from prisons and jails return know best how to access local resources to help former prisoners rejoin communities and families in positive ways. In this program BEMA acts as advisor to mentor and other groups in emergency management and homeland security. BEMA does not mentor face-to-face with students (K-12, college), members, or reentry program participants. BEMA promotes FEMA Emergency Management Institute (EMI) distance learning online classes for reentry program, using EMI online classes for basic satisfaction to attend Community Emergency Response Team (CERT) training. Many times, faith-based and community organizations have the only resources available to help people released from incarceration. They are a tremendously valuable partner if government agencies can better engage them in prisoner reentry efforts. At the same time it operates as a b-u-s-i-n-e-s-s model with financial, human, operational and learning objectives. Revenue, profit (even if for re-investment), strategy, operations, projects, targets, "sales" and "marketing," capital deployed, action, real time teamwork, measure its effectiveness. Getting Out and Staying Out (GOSO) is one vivid demonstration with a critical breakdown in our society: correcting criminal behavior. As Chief Security Officer of Friends of the African Union I plan to implement this suggestion in assisting in creating the African Diaspora Volunteer Corps. I prefer to call people who have been released from being incarcerated returning citizens. Having returning citizens who were previously incarcerated undergo CERT (Community Emergency Response Team) training is a very viable way for successful re-entry/reintegration/fusion back among the citizenry of their respective communities. Returning Citizens from incarceration may have received penance or a penalty while being incarcerated. However, in the U.S.A. most returning citizens from incarceration have not undergone any rehabilitation into becoming more productive citizens within their community. Allowing returning citizens the opportunity to be heroic and possibly even earn income to that circulates within a community that they took away from is a WIN-WIN for everyone. I suggest all reading this to obtain training from your local CERT team sooner than later. It will enhance yourself individually but also your community collectively. END ~~~~~~~~~~~~~~~~~~~~ Bringing Light to Re-Entry Solutions, continued from p8 CERT training becomes a viable means of rehabilitation for returning citizens by allowing them to be part of a team while providing reciprocity for any detrimental effect/affect that their actions may have had on communities. The stress that returning citizens undergo while being incarcerated is likely to give them a greater advantage to adapt to the often chaotic stresses that will occur during an emergency, disaster or crisis better than average citizen would likely to handle. Providing distance education in S.T.E.M, Finance and a myriad of other useful subjects can benefit incarcerated populations so they are better prepared to integrate back in to society. Power of Green L.A. are the mentors and educators and Field Emergency Response and Facilitators for other organization and groups including other countries and US Indigenous population. This collective of organizations and individuals are committed to creating Green & Sustainable approaches to Community Outreach, Employment Service, Intervention, Urban Renewal, as well as, Emergency Response. Power of Green LA supplies LA County with free Green curriculum for its schools, private education centers and non-profits along with providing free education on renewable technology and job training, with a central focus on inner city development through Science, Technology, Engineering and Math (STEM) solutions. Analysis of the 1985 Mexico City Earthquake where 700 were saved by untrained volunteers and 100 volunteers died was the impetus for the City of Los Angeles Fire Department (LAFD) to begin piloting CERT training in 1986. This was the birth of CERT as WE know it. LAFD recognized that citizens are likely to be on their own during early stages of a disaster. There are CERT teams currently in all 50 states of the United States of America. I myself belong to a CERT team in NYC and have been a member of a CERT team in Maryland since 2006. My CERT training has led me to becoming a certified TEEN CERT Instructor and coordinating logistics at the York College relief center in Jamaica Queens, New York during Super Storm Sandy in 2012. So I endorse CERT theoretically and pragmatically. Virtually all returning citizens have been in extremely confining, regimented and structured environment for a long period of time. There needs to be some type of transitional component to maximize probability of their successful re-entry back into their communities while preventing recidivism. The Incident Command System (ICS) which is a major component adopted for CERT training be the transitional component necessary. The Incident Command System (ICS) was developed in the 1970’s following a series of catastrophic fires in California’s urban area. After several studies it was determined that response to incidents were far more likely to result from inadequate management than from any other reason. The Incident Command System within CERT training can be augmented to have specific roles, responsibilities and tasks that returning citizens are able to fit into a regimented and structured transitional environment. Also, it allows them to provide compensation to the community. In some cases when done appropriately, it may even provide a means for them to earn compensation for themselves. He advised me to combine include neighborhood watch and/or community patrolling with CERT. In his expert opinion the community patrolling helps to prevent recidivism by having the returning citizens actually assist in preventing and even intervening in some of the same behavior that they were previously engaged in.
