3. 3.

 The CREANOVA project involves a partnership of European institutions in 7 countries .

In the development of a partnership there are to obvious benefits: synergy and collaborative advantage.

 4. 4.

Bailey (1994) defines synergy as:

“ a model for enriching collaboration, since more can be achieved by two or more sectors working together than separately ” (Bailey, 1994:297)

Collaborative advantage is a mechanism for obtaining sufficient impetus to make collaboration work and it requires synergy in order to achieve high levels of desirable outcomes (Huxham, 1996).

 5. 5.

Vision, and a sense of purpose

Commitment and drive from quality personnel

Ownership across and within partner institutions

Recognition and acceptance of the need to work in partnership

Robustness in partnership arrangements

Clarity about resources, responsibilities and timescales;

Agreed success criteria;

Clarification and agreement of measurable deliverables at each stage of the project

Effective monitoring and evaluating mechanisms

Open communication, e.g. a communication strategy, information sharing protocols

Cultural awareness and awareness of language/terminology differences, necessitating glossaries, ontologies

 6. 6.

History

Lack of clarity of vision, goals, boundaries, roles, responsibilities

Misconceptions and unrealistic expectations of the benefits to be realised from collaboration

Reluctance or structural constraints (governance, contractual, legal, technical) impeding information sharing

Cultural differences, misunderstandings, language constraints

Tensions between partner institutions perhaps through misunderstanding, perhaps through power conflicts

Varying degree of influence of partners

Inadequate or imbalance of resources

Lack of trust, lack of accountability

Lack of commitment, e.g. short-lived partnership can result in small, quick ‘ wins ’ rather than an holistic approach, leading to concerns about sustainability.
