  4. 4. • FORMAL RULES AND PROCEDURES – WRITTEN GUIDELINES DIRECT BEHAVIOR AND DECISIONS IN JOBS, AND WRITTEN FILES ARE KEPT FOR HISTORICAL RECORD. • IMPERSONLITY - RULES AND PROCEDURES ARE IMPARTIALLY AND UNIFORMLY APPLIED WITH NO ONE RECEIVING PREFERENTIL TREATMENT
