Cambridge Conference 2003, July 20-25 2003, Cambridge, UK CROATIAN GEODETIC INSTITUTE <ul><li>INTRODUCTION </li></ul><ul><li>- Production of the National Official Geodata – Mapping Products (extreme alternatives): </li></ul><ul><li>- National wide mapping and geodata production (mapping products) like strict obligation </li></ul><ul><li> of the responsible govermental administration body, organizations or institutions </li></ul><ul><li> financed completely by the government (state budget) with geodata kept as a state secret </li></ul><ul><li> (restricted usage) </li></ul><ul><li>- National wide mapping and geodata production left completely to the market and </li></ul><ul><li>private enterprises where government is just one of customers on the market in </li></ul><ul><li>accordance to the present and/or future needs. </li></ul><ul><li>The State Geodetic Administration (SGA) of the Republic of Croatia (responsible national </li></ul><ul><li>mapping organization) strategic guidelines and decisions: </li></ul><ul><li>- SGA will not build up its own production facilities for any kind of practical work </li></ul><ul><li>or geodata production including national wide mapping </li></ul><ul><li>- SGA will completely outsource production of the national official geodata </li></ul><ul><li>(mapping products) to private sector (licensed private companies) </li></ul><ul><li>- SGA will assure efficient, transparent and professional quality control of the </li></ul><ul><li>produced nacional official geodata and products by the independent specialized </li></ul><ul><li>institution. </li></ul>

Cambridge Conference 2003, July 20-25 2003, Cambridge, UK CROATIAN GEODETIC INSTITUTE <ul><li>CGI - QUALITY CONTROL SYSTEM </li></ul><ul><li>Basis of the CGI QC System: Set of documentation, specifications, guidelines, procedures, </li></ul><ul><li>control methods, checklists (including HW/SW/equipment infrastructure) defined by: </li></ul><ul><li>- General quality guidelines </li></ul><ul><li>- Producers (private companies) quality plan requirements </li></ul><ul><li>- Product specifications </li></ul><ul><li>- Control method descriptions </li></ul><ul><li>- Specifications of sampling and tolerances for rejection and re-work of products </li></ul><ul><li>developed and implemented in three hierarchical levels </li></ul><ul><li>- I Level - base documents describing overall principles of quality control work </li></ul><ul><li>- II Level - base documents defining the products and subproducts to be controled </li></ul><ul><li>- Topographic digital (vector) data - TD </li></ul><ul><li>- Topographic map (scale 1:25000) - TK25 </li></ul><ul><li>- Orthophoto maps (scale 1:5000) - DOF5 </li></ul><ul><li>- Aerial photo and ground control, aerotriangulation, scanned </li></ul><ul><li> photo, digital terrain model - DTM </li></ul><ul><li>- III Level - Procedures and checklists for undertaking all control work </li></ul><ul><li>- Two important principles </li></ul><ul><li>- Producers should be the most efficient controlers of their own work </li></ul><ul><li>- CGI QC System should be in line with internationally accepted standards (ISO, </li></ul><ul><li> CEN, etc.) </li></ul>

Cambridge Conference 2003, July 20-25 2003, Cambridge, UK CROATIAN GEODETIC INSTITUTE <ul><li>CRONO GIP - Croatian-Norwegian GeoInformational Project </li></ul><ul><li>Support and assistance of the Kingdom of Norway (Ministry of Foreign Affairs, Norwegian </li></ul><ul><li>Mapping Authority – Statens Kartverk) to the Republic of Croatia (SGA & CGI) </li></ul><ul><li>I phase (June 24 2002 – June 24 2003): </li></ul><ul><li>- E stablishment of the capacity within SGA to scan and vectorise existing paper </li></ul><ul><li> maps (cadastral maps, Croatian basic maps in scale 1:5000, etc.) </li></ul><ul><li>- Development and implementation of a database within SGA for storage and use </li></ul><ul><li> of data resulting from the on-going production of new topographic maps in the </li></ul><ul><li> scale 1:25000 </li></ul><ul><li>- Establishment of a capacity within CGI to control the quality of topographic data </li></ul><ul><li> produced for the Croatian Government by private companies. </li></ul><ul><li>II phase (June 25 2003 - running): </li></ul><ul><li>- Production of digital cadastral maps within SGA to enhance the capacity </li></ul><ul><li> developed by CRONO GIP I phase </li></ul><ul><li>- Scanning and vectorisation of existing topographic maps in the scale 1:5000 </li></ul><ul><li> within SGA </li></ul><ul><li>- Enhancement of capacity of CGI to control quality of geodetic works </li></ul><ul><li>- Establishment of a pilot geographic information system for the Croatian national </li></ul><ul><li> park of Kornati. </li></ul>
