    2. 2. The City of Harbin is located I Northeastern China. The average winter temperature is -16.8°C, but it could be as low as -38.1°C. The Harbin International Ice and Snow Festival has been held since 1963 (with some interruptions). These events are held in Harbin’s Sun Island Park and in Zaholin Park. The festival officially opens on the 5th of February and it is open for one month.
