ICTs stand for Information andCommunication Technologies and aredefined, as a “diverse set of technologicaltools and resources used to communicate,and to create, disseminate, store, andmanage information.” These technologiesinclude computers, the Internet,broadcasting technologies (radio andtelevision), and telephony. (UNDP, 2000)

Information and Communication Technologies consistof the hardware, software, networks, and media forcollection, storage, processing, transmission andpresentation of information (voice, data, text,images), as well as related services. ICTs can bedivided into two components, Information andCommunication Infrastructure (ICI) which refers tophysical telecommunications systems and networks(cellular, broadcast, cable, satellite, postal) and theservices that utilize those (Internet, voice, mail, radio,and television), and Information Technology (IT) thatrefers to the hardware and software of informationcollection, storage, processing, and presentation.(WORLD BANK 2002)
