  3. 3. <ul><li>Указом Президента Азербайджанской Республики от 4 января 2003 года «О статусе Национальной академии наук Азербайджана» для Национальной академии наук Азербайджана определен статус высшей государственной научной организации, осуществляющей научную и научно-техническую политику государства, координирующей и направляющей научно-исследовательскую деятельность всех научных учреждений и высших учебных заведений Азербайджанской Республики . </li></ul>Национальная академия наук Азербайджана
  4. 4. <ul><li>18 ноября 2009 года пересмотрен и утвержден новый состав Республиканского совета по организации и координации научных исследований. В состав Совета входят ответственные работники Администрации Президента, Кабинета Министров, Парламента, члены президиума Национальной академии наук, руководители некоторых министерств и ведомств, ведущих университетов и т.д. </li></ul><ul><li>В феврале 2004 года создан Республиканский совет по организации и координации научных исследований </li></ul>
  5. 5. <ul><li>Совет рассматривает и утверждает основные направления научных исследований, координирует научно-исследовательскую деятельность всех научных учреждений и высших учебных заведений Азербайджана. </li></ul><ul><li>Председателем Совета является президент Национальной академии наук Азербайджана. </li></ul>
  6. 6. <ul><li>22 декабря 2009 года пересмотрены и утверждены составы этих советов. </li></ul><ul><li>При Координационном совете функционирует 29 проблемных советов по различным направлениям науки. </li></ul><ul><li>Проблемные советы осуществляют научно-методическое руководство деятельностью соответствующих научных учреждений и университетов, вырабатывают рекомендации по различным аспектам научно-инновационной деятельности, осуществляют экспертизу научных проектов соответствующего профиля и т.д. </li></ul>
  7. 7. <ul><li>Распоряжением Президента Азербайджанской Республики </li></ul><ul><li>от 7 августа 2002 г. создано Нахчыванское отделение НАН Азербайджана, в состав которого входят 6 институтов. </li></ul>Нахчыванское отделение Ланкаранский РНЦ Решением Президиума НАН Азербайджана от 21 сентября 2005 г. создан Ланкаранский региональный научный центр.
  8. 8. <ul><li>Указом Президента Азербайджанской Республики от 10 апреля 2008 г. создана Государственная комиссия по проведению реформ в сфере науки в Азербайджане. </li></ul><ul><li>Комиссии было поручено в 6-ти месячный срок подготовить и представить Президенту Азербайджанской Республики проекты «Национальной стратегии по развитию науки в Азербайджанской Республике (2009-2015 годы)» и «Государственной программы по осуществлению национальной стратегии (2009-2015 годы)» </li></ul>
  9. 9. <ul><li>Для выполнения возложенных на нее задач Государственная комиссия организовала Рабочую группу в составе представителей Академии наук и соответствующих министерств. </li></ul><ul><li>Рабочая группа осуществила предварительную оценку научно-технического потенциала научно-исследовательских учреждений республики, на основании предложений, поступивших от различных министерств, учреждений и организаций, подготовила проекты «Национальной стратегии по развитию науки в Азербайджанской Республике (2009-2015 годы)» и «Государственной программы по осуществлению национальной стратегии (2009-2015 годы)» и после согласования с соответствующими министерствами представила их главе государства. </li></ul>

  12. 12. <ul><li>Указом Президента Азербайджанской Республики от 21 октября 2009 г. создан Фонд развития науки при Президенте Азербайджанской Республики. </li></ul><ul><li>Указом Президента Азербайджанской Республики от 19 февраля 2010 г. утвержден Устав Фонда развития науки при Президенте Азербайджанской Республики. </li></ul><ul><li>Основной целью Фонда является целевое финансирование в виде грантов фундаментальных и инновационных научно-исследовательских программ и проектов, а также участие в формировании и осуществлении единой государственной политики, связанной с развитием науки. </li></ul><ul><li>Сумма финансовых средств выделенных из государственного бюджета для Фонда развития науки в 2010 году составила примерно 7 млн. манатов. </li></ul><ul><li>Сумма финансовых средств выделенных из государственного бюджета для Фонда развития науки в 201 1 году также составляет примерно 7 млн. манатов. </li></ul>
  13. 13. <ul><li>Парламентом Азербайджана принят Закон об образовании и он подписан Президентом Азербайджана 19 июня 2009 года. </li></ul><ul><li>Новый Закон об образовании устанавливает основные принципы государственной политики в сфере обеспечения права на образование, закрепленного в Конституции Азербайджанской Республики, и общие условия регулирования образовательной деятельности, играет базовую роль в принятии соответствующих законов и других нормативно-правовых актов по отдельным ступеням образования. </li></ul><ul><li>Согласно новому Закону подготовка специалистов на ступенях высшего образования проводится на трех уровнях: бакалавриатура, магистратура, докторантура. </li></ul><ul><li>В Азербайджане отменены возрастные ограничения при поступлении в докторантуру. </li></ul><ul><li>Научные кадры будут двух уровней - доктор философских наук и доктор наук. </li></ul>
  14. 14. <ul><li>Премьер-министр Азербайджанской Республики 17 сентября 2009 года подписал распоряжение о реализации Указа Президента Азербайджанской Республики &quot;О применении Закона Азербайджанской Республики об образовании&quot;. </li></ul><ul><li>Министерству образования было поручено вместе с Национальной академией наук, Министерством финансов, Высшей аттестационной комиссией и другими министерствами, в подчинении которых имеются научные учреждения и высшие учебные заведения, подготовить проект положения о создании докторантуры и правила приема в докторантуру. </li></ul><ul><li>Министерство образования и Национальная академия наук Азербайджана подготовили проект положения о создании докторантуры и правила приема в докторантуру и представили в Кабинет министров. </li></ul>
  15. 15. Постановлением Кабинета Министров от 1 июля 2010 года утверждены порядок создания докторантуры и правила приема в докторантуру. Решением Кабинета Министров от 7 марта 2011 года утвержден план приема в докторантуру: по программе доктора философии - 174 места по программе доктора наук - 56 мест для диссертантуры - 337 мест
  16. 16. <ul><li>Указом Президента Азербайджанской Республики от 16 апреля 2007 г. утверждена «Государственная программа по обучению азербайджанской молодежи за рубежом на 2007-2015 годы». </li></ul><ul><li>Согласно Государственной программе намечено направить в ведущие вузы мира 5 тысяч юношей и девушек. Основная цель госпрограммы заключается в удовлетворении потребностей в кадрах отвечающих современным требованиям, способных обеспечить устойчивое развитие страны. </li></ul><ul><li>В 2007-2009 годах за рубеж отправлено около тысячи студентов. Ежегодно на реализацию госпрограммы из Государственного нефтяного фонда выделяется 10 млн. манатов. </li></ul>
  17. 17. <ul><li>Азербайджанские студенты обучаются более чем в 20 государствах мира. В их число входят США, Великобритания, Германия, Япония и другие развитые страны. </li></ul><ul><li>В настоящее время за рубежом обучается более </li></ul><ul><li>10 000 азербайджанских студентов. </li></ul><ul><li>500 студентов обучаются на основе президентской стипендии. </li></ul><ul><li>В 2010 году сумма средств, выделенных для обеспечения студентов, обучающихся за рубежом по президентской программе, увеличена с 7 до 10 млн. манатов. </li></ul>

Распределение бюджетны x затрат по секторам науки: <ul><li>академический – 63 %, </li></ul><ul><li>отраслевой – 27 %. </li></ul><ul><li>вузовский – 10 %, </li></ul>77% из общего числа лиц, занимающихся научными исследованиями, трудятся в государственном секторе, 9% - в высших учебных заведениях, 14% - в других организациях. Финансирование науки
  20. 20. <ul><li>Постановлением общего собрания НАНА от 29 апреля 2009 г. в структуре Академии созданы 2 отделения наук : -- Отделение аграрных наук </li></ul><ul><li>- Отделение медицинских наук. </li></ul><ul><li>Они будут координировать соответствующие отрасли науки. </li></ul>
  21. 21. <ul><li>За период 2000-20 10 годы расходы на науку в республике постоянно росли, несмотря на незначительные темпы инфляции. Их доля в национальном доходе в 201 1 году составляет 1%. </li></ul><ul><li>Сумма финансовых средств выделенных из государственного бюджета для научных исследований в 2010 году составила примерно 101 млн. манатов, а в 2011 году 109 млн. манатов. </li></ul><ul><li>В том числе 68 млн. манатов для Национальной академии наук Азербайджана и ее Нахчыванского отделения. </li></ul>
  22. 22. <ul><li>Ассигнования на науку распределяются примерно в следующих пропорциях: </li></ul><ul><li>фундаментальные исследования - 30%, </li></ul><ul><li>прикладные исследования - 45%, </li></ul><ul><li>разработки - 25%. </li></ul>
  23. 23. <ul><li>В целях повышения научного кадрового потенциала страны и обеспечения интеграции азербайджанской науки в международное научное пространство Президент Азербайджанской Республики 9 февраля 2010 года издал указ «О финансировании обучения в докторантуре молодых ученых Национальной академии наук Азербайджана в научных центрах Европы». С этой целью выделено 0,5 млн. манатов. </li></ul>
