Reporting Summary 18 Jan to COP 24 Jan Security Report Summary Al Jazeera questions whether Iraq is still a state Falluja remains under siege 140,000 refugees flee Iraqi violence This reporting period has been characterised by military attempts to encircle the insurgent/terrorist stronghold of Falluja and the wider Anbar Province. Although Ramadi is under control of Government backed Sunni tribesmen, fighting remains fierce across the city and province. New Emir of Falluja Abdullah al-Janabi has returned to the town of Falluja as the selfproclaimed Emir. Janabi has taken control of the 300,000 residents. Despite the strategic importance of the town, Prime Minister Maliki has not issued for a ground assault. His reluctance is likely to be in part due to the 800 civilians who perished in the 2004 operation AlFajr (Operation Phantom Fury in the USA) when over 13,000 Coalition Forces faced 4000 insurgents in the bloodiest fighting since World War 2. Mass exodus of Iraqi citizens The UN Refugee Agency on Friday reported that more than 65,000 people had over the past week fled the conflict in the cities of Fallujah and Ramadi in central Iraq's Anbar province. Since fighting broke out at the end of last year, more than 140,000 people have been made homeless by fighting according to Iraq's Ministry of Displacement and Migration. Bombing Campaign continues In addition to fierce asymmetric warfare, terrorism still continues to plague the country.
