The History of Earth Day and the Community Environmental Council 40 years ago, the Dow closed at a high of 838, a gallon of gas was 38 cents, the world’s population was 3.8 billion and the repercussions of the 1969 Santa Barbara oil spill stirred the conscience of a nation. 40 years ago, a small group of citizens thrust the fragility of our planet, and our responsibility to protect it, into the forefront in Santa Barbara – while others brought it to the national stage for the first time. Some say Santa Barbara was the birthplace of Earth Day, as it was after seeing the devastation of the 1969 oil spill in Santa Barbara that Senator Gaylord Nelson introduced a bill designating April 22 as a national day to celebrate the earth. In April 1970, the ripple caused by the Santa Barbara oil spills and national movement to protect the planet caused a group of Santa Barbara civic minded environmentalists to form the Community Environmental Council “...On April 22, 1970, Earth Day was held, (CEC).
