Strategy for promoting Food and Nutrition Security and Local Food Purchases. Presentation on PAA made by MDS during workshop on PAA Africa Programme, organised by the government of Brazil (CGFome and Ministry of Social Development), WFP Centre of Excellence and FAO Brazil, held from 2 to 6 July 2012 in Brasilia and Arapiraca, Brazil.
2. The Food Purchase Program
(PAA) was established by
Article 19 of Act 10.696/2003
and further ruled by Decree
6.447/2009.
In October 14th 2011, the
Law n. 12.512 was
established, providing,
according to Chapter III, new
guidelines for the Program.
3. Purpouse
- Offer support to the public equipment network for food and nutritional security (Food Banks,
Community Kitchen and Popular Restaurant) and the network of socio-assistance institutions;
- Encourage family farming;
- Encourage consumption and utilization of food produced by family agriculture;
- Promote access to food, according to the necessary quantity, quality and regularity, to people
facing food and nutritional insecurity, from the perspective of the human right to adequate
and healthy food;
– Strengthen local and regional healthy eating habits;
– Designing local circuits for food supply;
– Supply food stocks for food assistance to specific populations and populations affected by
disasters;
– Strengthen family farms and their economic organizations: local development, fairer prices,
guaranteed income, price regulation.

7. Construction Process of PAA
•From 2003:
- The partnerships for PAA implementation began with the agreements formalization along with state
and municipalities governments, and with CONAB.
•From 2008 :
- new partnerships were formalized;
- the selection was made by Selection Announcements in states and municipalities governments;
- a new partnership instrument with CONAB was signed– Cooperation Term
- agreements were established with State Governments, with the Centrals for Food Reception and
Distribution , which were incorporated into agreements with municipal governments since 2009.
•From 2009:
-a monitoring execution spreadsheet for agreements with states and municipalities was formatted with
detailed information of the public covered (farmers and entities).
•From 2011:
-the law 12,512 came into force and established a new partnership instrument with states and
municipalities - Declaration of Compliance, a less bureaucratic instrument that allows enlarge the
program scope.
8. Challenges

Distribution in relation to food purchased and donated;

10. Brazil without Extreme Poverty Plan
• Brazil without Extreme Poverty Plan, established by
Decree No. 7492 dated back to June 2, 2011, aims to
overcome extreme poverty situation of 16 million
people, earning income below US$ 33,00 all over the
country, through integration and coordination of
policies, programs and actions to be executed by the
Union in collaboration with States, Federal District,
Municipalities and society.
Axes of the Plan :
- Income transference;
- Access to public services;
- Productive Inclusion.
11. Brazil without Extreme Poverty Plan
•PAA is inserted in the Productive Inclusion Axis,
in public procurement.
•One of the goals for Brazil without Extreme Poverty
Plan is to increase four times the number of farmers
served by the Food Purchase Program (PAA).
