FOOD PURCHASE
PROGRAMME – PAA
The Food Purchase Program
(PAA) was established by
Article 19 of Act 10.696/2003
and further ruled by Decree
6.447/2009.

In October 14th 2011, the
Law n. 12.512 was
established, providing,
according to Chapter III, new
guidelines for the Program.
Purpouse
  -   Offer support to the public equipment network for food and nutritional security (Food Banks,
      Community Kitchen and Popular Restaurant) and the network of socio-assistance institutions;
  -   Encourage family farming;
  -   Encourage consumption and utilization of food produced by family agriculture;
  -   Promote access to food, according to the necessary quantity, quality and regularity, to people
      facing food and nutritional insecurity, from the perspective of the human right to adequate
      and healthy food;
  – Strengthen local and regional healthy eating habits;
  – Designing local circuits for food supply;
  – Supply food stocks for food assistance to specific populations and populations affected by
    disasters;
  – Strengthen family farms and their economic organizations: local development, fairer prices,
    guaranteed income, price regulation.

Construction Process of PAA

•From 2003:
- The partnerships for PAA implementation began with the agreements formalization along with state
and municipalities governments, and with CONAB.

•From 2008 :
- new partnerships were formalized;
- the selection was made by Selection Announcements in states and municipalities governments;
- a new partnership instrument with CONAB was signed– Cooperation Term
- agreements were established with State Governments, with the Centrals for Food Reception and
Distribution , which were incorporated into agreements with municipal governments since 2009.

•From 2009:
-a monitoring execution spreadsheet for agreements with states and municipalities was formatted with
detailed information of the public covered (farmers and entities).

•From 2011:
-the law 12,512 came into force and established a new partnership instrument with states and
municipalities - Declaration of Compliance, a less bureaucratic instrument that allows enlarge the
program scope.
Challenges
   •Partners' access to Internet;
   •Creation of a computerized system to monitor the Program
execution;
   •Social Control expansion;
   •Greater control of the Centrals for Food Reception and
Distribution in relation to food purchased and donated;
   •Faster payments to farmers;
   •Inclusion of information regarding the actions of the
Program in the Federal Government Covenants System;
   •Checking prices of the products;
   •Delays in sending documents by courrier;
   •Effective staff for the Program monitoring;
   •Technical assistance to farmers.
Why the new modality?
 •Without covenant;
 •No financial counterpart;
 •Faster partnership formalization;
 •PAA expansion;
 •Without discontinuity;
 •Computerized system;
 •Direct payment to the family farmer's card;
 •Union Financial assistance to states and
municipalities based on compliance of goals;
 •Increased social control.
Brazil without Extreme Poverty Plan
• Brazil without Extreme Poverty Plan, established by
  Decree No. 7492 dated back to June 2, 2011, aims to
  overcome extreme poverty situation of 16 million
  people, earning income below US$ 33,00 all over the
  country, through integration and coordination of
  policies, programs and actions to be executed by the
  Union in collaboration with States, Federal District,
  Municipalities and society.

  Axes of the Plan :
  - Income transference;
  - Access to public services;
  - Productive Inclusion.
Brazil without Extreme Poverty Plan
   •PAA is inserted in the Productive Inclusion Axis,
in public procurement.

   •One of the goals for Brazil without Extreme Poverty
Plan is to increase four times the number of farmers
served by the Food Purchase Program (PAA).

  •Goal 2012 158 thousand extreme poor families
  •Goal 2013  191 thousand extreme poor families
  •Goal 2014  255 thousand extreme poor families

PAA Results
  •Increase in the income of small farmers;
  •Improved the diversity and quality of food for
people in situations of food and nutritional
insecurity;
  •More dynamic local economies;
  •Recognition and valuation of familiar production
and small farmers by society;
  •Increased food varieties produced in small farm
units;
  •Appreciation of local food culture;
  •Development of the organic production of
foods and socio biodiversity products.

PAA Africa Programme Inception Workshop - Local Food Purchase

  • 2. The Food Purchase Program (PAA) was established by Article 19 of Act 10.696/2003 and further ruled by Decree 6.447/2009. In October 14th 2011, the Law n. 12.512 was established, providing, according to Chapter III, new guidelines for the Program.
  • 3. Purpouse - Offer support to the public equipment network for food and nutritional security (Food Banks, Community Kitchen and Popular Restaurant) and the network of socio-assistance institutions; - Encourage family farming; - Encourage consumption and utilization of food produced by family agriculture; - Promote access to food, according to the necessary quantity, quality and regularity, to people facing food and nutritional insecurity, from the perspective of the human right to adequate and healthy food; – Strengthen local and regional healthy eating habits; – Designing local circuits for food supply; – Supply food stocks for food assistance to specific populations and populations affected by disasters; – Strengthen family farms and their economic organizations: local development, fairer prices, guaranteed income, price regulation.

Modalidades Modality Purpose Executor Limits To purchase specific products (rice, cashew nuts, Brazil nuts, cassava flour, Direct Purchase from R$8.000,00 beans, corn, sorghum, wheat, whole powdered milk, wheat flour) for Family Agriculture CONAB /year (US$ distribution or to supply public food stocks. 3830,00) To provide family farmers support to commercialization of their products, maintaining prices and adding value to their production. This modality makes resources available to organizations so they can purchase the Stock Formation by Family R$8.000,00 production of their members, process and stock it for later Farmers CONAB /year (US$ commercialization or distribution for populations stricken by food 3830,00) insecurity. Virtually any food that can be stored can be included in the modality. Construction Process of PAA •From 2003: - The partnerships for PAA implementation began with the agreements formalization along with state and municipalities governments, and with CONAB. •From 2008 : - new partnerships were formalized; - the selection was made by Selection Announcements in states and municipalities governments; - a new partnership instrument with CONAB was signed– Cooperation Term - agreements were established with State Governments, with the Centrals for Food Reception and Distribution , which were incorporated into agreements with municipal governments since 2009. •From 2009: -a monitoring execution spreadsheet for agreements with states and municipalities was formatted with detailed information of the public covered (farmers and entities). •From 2011: -the law 12,512 came into force and established a new partnership instrument with states and municipalities - Declaration of Compliance, a less bureaucratic instrument that allows enlarge the program scope.

Challenges •Partners' access to Internet; •Creation of a computerized system to monitor the Program execution; •Social Control expansion; •Greater control of the Centrals for Food Reception and Distribution in relation to food purchased and donated; •Faster payments to farmers; •Inclusion of information regarding the actions of the Program in the Federal Government Covenants System; •Checking prices of the products; •Delays in sending documents by courrier; •Effective staff for the Program monitoring; •Technical assistance to farmers.

Why the new modality? •Without covenant; •No financial counterpart; •Faster partnership formalization; •PAA expansion; •Without discontinuity; •Computerized system; •Direct payment to the family farmer's card; •Union Financial assistance to states and municipalities based on compliance of goals; •Increased social control.
  • 10. Brazil without Extreme Poverty Plan • Brazil without Extreme Poverty Plan, established by Decree No. 7492 dated back to June 2, 2011, aims to overcome extreme poverty situation of 16 million people, earning income below US$ 33,00 all over the country, through integration and coordination of policies, programs and actions to be executed by the Union in collaboration with States, Federal District, Municipalities and society. Axes of the Plan : - Income transference; - Access to public services; - Productive Inclusion.

Brazil without Extreme Poverty Plan •PAA is inserted in the Productive Inclusion Axis, in public procurement. •One of the goals for Brazil without Extreme Poverty Plan is to increase four times the number of farmers served by the Food Purchase Program (PAA). •Goal 2012 158 thousand extreme poor families •Goal 2013  191 thousand extreme poor families •Goal 2014  255 thousand extreme poor families
