Key Findings: • The Unfair Bias against flatbed carriers is gone • The #1 Cargo Violation is now #41 (CSA Point Contributor) in Maintenance • HAZMAT BASIC contains sparse data on the 118 new violations added • Wholesale re-weighting (severity) of almost all Cargo violations, severity DECREASED across the board with a single exception (a passenger violation stayed the same) • New HAZMAT BASIC is solely focused on placards and compliance (not safety issues) • Unintended Consequences: • Data Sufficiency gives odd results – Alert Status for large carriers on very few violations • Unfair Bias against large carriers who do not specialize in HAZMAT (LTL and others) Copyright 2012 Vigillo LLC.
