Factor 3: Narrowing the Education Gap
35% of Utah’s population increase from 1990 to 2000 was in minority population groups.1
Only 67% of Hispanics graduate from high school (compared with 94% of their white counterparts)2

Idea 1: Governor’s Task Force on Demographic Change
Move “Bangerter Commission” to the next level
Population growth
Delivery systems
Services to minority populations
Community colleges in providing access
Long term model for funding education

Idea 2: Fix Mathematics Education
Support USOE Task Force
Require 4th year
Connect 4th year to college program
Ask colleges to do the same
Require freshman mathematics
Improve linkage with K-12
Focus concurrent enrollment on Math (& English)
Competency based math curriculum

Idea 3: Connect High School Students to College
SEOP & college advising through UtahFutures.org
Use Common Student Identifier
Electronic transcripts & portfolios
Develop standard admissions & financial aid forms
Enhance financial planning for post-high school education (UHEAA & UESP)
Support more need-based programs

Idea 4: Align Curriculum
Define “college readiness”
Define literacy and math objectives more clearly
Specific on general education requirements (college)
Be more specific on high school graduation requirements

Idea 5: Strengthen K-16 Alliances
Create regional alliances
Provide funding
Align local committees with state committees
Encourage local innovation

Idea 6: Align CTE Pathways with College Careers
Single standard for an “educated person” (avoid dual tracks)
College programs in pathway strategy
Translate competencies and training into college credit

Idea 7: Fully Implement Testing Program
Expand on success of the shift from UBSCT to ACT set of tests
Align college admissions and assessment with tests
Challenge local K-16 Alliances to creatively use testing program

Idea 8: Ask Governor to Lead Education
Governor we need your leadership
Need to advocate for a civil society
Huge challenges ahead
Pledge support to work cooperatively

Reminded of my father’s retirement observation of different education reform movements.
1930s – testing for high school teachers
1950s – educational structure –
1960s – technology reform (TV)
1970s – relevancy movement –
1990s – accountability movement
2000s – a little bit of all of the above

He also learned:
It is not a good idea to be a school superintendent and high school basketball coach at the same time!
