PURPOSE: To purpose of this policy is to establish lntemal Environmental Performance Assessment System that helps USAG Red Cloud and Area I comply with Department Defense, US Army, and USF K environmental regulations, standards and directives. 3. APPLICABILITY: a. All Headquarters directorates and organizations, all installation support activities and organizations, and tenant units and organizations within USAG Red Cloud and Area I installations. b. All active military and reserve components that are permanently or temporarily stationed at any installation within U SAG Red Cloud and Area I installations. c. All appropriated and nomappropriated funded US and Local National civilian employees working permanently or temporarily within USAG Red Cloud and Areal installations. d. All Army and Air Force Exchange Sen/ ice and all Defense Commissary Agency employees working permanently or temporarily within USAG Red Cloud and Areal installations. c. All contractors and their employees working within USAG Red Cloud and Area I installations. 4.   2. 2. IMRD-PW SUBJECT: Internal Environmental Performance Assessment System (IEPAS) 5. RESPONSIBILITIES: a. Garrison Commander: (1) Comply with applicable Federal, State, and local environmental laws, regulations. internal directives and goals EGS. (2) Participate fully in EPAS, conduct annual intemal environmental compliance assessments, and coordinate assessment with all tenants. (3) Prepare and execute the installation corrective action plan (ICAP); coordinate and monitor completion of installation-wide corrective action. b. Unit Commanders and Organization Supervisors will: (1) Appoint and train environmental officers to ensure compliance actions take place. (2) Unit commander will supervise E0 to implement IEPAS. c. Unit or Organization Primary and Altemative E0: (1) Participate in all installation internal and external assessments and audits, to include programming for corrective actions. (2) Conduct weekly environmental inspections to determine compliance with the environmental rules, regulations, standards, policies, and directives. d. Environmental Division will: (I) Plan, Establish and Conduct an IEPAS annually report IEPAS findings. (2) Provide assistance and technical expertise to make sure Unit and Organization is compliance with environmental laws and regulations and correct deficiencies observed during all inspections and assessments. (3) Brief lF. Based on IIZPAS plan (Enclosure l), Environmental Division will compose of IEPAS Team for Environmental Medial and review previous findings and corrective action plan. b. Coordinate IEPAS plan, schedule, scope of work, checklist with unit or organiration. c. Environmental division will conduct an IEPAS annually using IEPAS checklists (Enclosure 2). d. A written inspection report will be provided to E0 of unit or organization afier completion of inspection. e. Follow—up environmental inspection will be conducted to track corrective action taken by unit or organimtion. f. JEPAS result and ICAP will be reviewed and briefed to senior leadership in USAG Red Cloud and Area I through EQCC. g. IEPAS result and corrective action plan will be documented and maintained for a minimum 3 years. 7.
