  2. 2. <ul><li>Most locations of the Greater Horn of Africa (GHA) may be classified as Arid and semi-arid with very high degree of climate variability and recurrences of droughts and floods </li></ul><ul><li>Livelihoods are tied to climate sensitive natural resources leading to heavy losses when climate extremes occur; forced migrations; lack of water, foods and energy; conflicts over limited water grazing land, shared natural resources, etc. </li></ul>
