  2. 2. SST/IntroductionIndustrial and scientific institutions are usingvarious CBRN techniques for their energyproduction, technical or scientific research.Such experiments must be achieved by thestrict application of rules and proceduresagainst dangerous accidental or intentionalapplications.

SST/ Tunisian Institutions• National Waste Management Agency: ANGED• National Agency for Sanitary and Environmental Control of Products: ANCSEP• National Center of Radioprotection: CNRP• National Agency of Environment Protection: ANPE• National Commission of Radioprotection: CNRP• National Commission of Atomic Energy : CNEA• National Commission against disasters and emergency• National Commission of radioctivity measuring• National Team on CBRN• National Institute for Prevention of Professional risks: INPRP

SST/Statement• The National Waste Management Agency: ANGED is focusing more on waste management than laboratory dangerous products• Chemicals’ management requires a registration system and a recognition mechanism, as REACH regulatory framework.• The importation of pesticides does not respect any monitoring system of traceability. Only 22 internationally registered products are forbidden (terrorism).• In research laboratories, control and monitoring are ensured only by dosimeters (no flak jackets…) and accommodation facilities are not always enough consolidated.• We noticed a lack of training and education systems except in health sector.

SST/ Legal framework• ANGED, created in 2005, decree 2005/1991 of 11/07/05.• Solid waste, Decree 2005/2317 of 22/08/2005.• Specific waste, Law 41/1996 of 10/06/1996• Dangerous products, applied decree 2000/2339 of 10/10/2000.• Sanitary waste, Decree 2008/2745 of 28/08/2008• Professional responsability, Decree 1993/1825 of 06/09/1993; Decree 1997/939 of 19/05/1997; Decree 644/2009 of 02/03/2009: The Lab Director is the unique responsable of unit security.

How to ensure for a community a sufficient level of protection against risks related to CBRN1- In Tunisia, the recent revolution occurred in order to get freedom.Global security must strictly join this freedom.2- Science and technology especially in CBRN constitute a threatwhen misused.3- In Tunisia, technoparks, where heavy equipments such as X-Rays, and electron accelerators are stored, no measures of awarenessor protection are particularly considered neither for lab workers norfor visitors.4- Awareness raising about specific confinement of scienceand technology waste storage should be clearly consideredby all technoparc staff.

CBRN safety culture in TechnoparcsTechnoparcs are appropriate scientific and technological nests where : • CBRN equipments are gathered in a same space. • Buildings and facilities are established specifically. • Lab assistants are recruited as required (global security). • Lab rooms are separately assigned. • Safety accessories are quite allocated. • Control and evaluation are facilitated.
