Fulfilling a Public Mandate<br />An Anti-Poverty Strategy for South Africa was developed in 2008, which articulates the role of the State, Private Sector and Civil Society in poverty eradication.<br />Corporate Social Investment has become important in addressing the socio – economic challenges in South Africa.<br />In 2008 the corporate sector accounted for R4.1 billion in supporting various sectors <br />

Fulfilling a Public Mandate../Conti<br />Realising the importance of the CSI, the Minister of Social Development Hon BathabileDlamini, convened a roundtable meetingon 19 April 2011.<br />Four areas were identified for partnership with corporate sectors through CSI during the meeting. The areas are as follows:<br /><ul><li> Early Childhood Development (ECD)
  5. 5. Vulnerable Groups
  6. 6. Increased capacity of social workers
  7. 7. HIV and Aids</li></ul> After the roundtable discussion, it was agreed on the following:<br /><ul><li>CSI funding and initiatives be coordinated throughout the country
  8. 8. Collaboration between government and the business sector should go</li></ul> beyond funding <br /><ul><li> Agree on funding modalities
  9. 9. BUSA will through JSE conduct a mapping of current CSI initiatives</li></li></ul><li>Strategic Priorities of the NDA 2011-2016<br />In the next five years, the NDA will focus on the following areas:<br /><ul><li>Rural Development
  10. 10. Early Childhood Development (ECD)
  11. 11. vulnerable groups
  12. 12. Development policy
  13. 13. Internal institutional capabilities and competencies</li></li></ul><li>Strategic Priorities of the NDA 2011-2016<br />In addition to the focus areas, NDA will;<br />Strengthen the leadership and management capacity of 360 CSOs involved in rural development and this will create job opportunities for 5400 direct beneficiaries and 27 000 indirect beneficiaries<br />Provide support that will impact directly on 55500 children based at 2775 ECD sites<br />Provide targeted support to 225 CSOs involved in vulnerable groups and train 2550 staff and volunteers<br />
  14. 14. Strategic Priorities of the NDA 2011-2016../Conti<br />In the next five years the NDA will;<br /><ul><li>Implement a CSO capacity building programme to enable non-profit organizations to play a critical role in the socio-economic development of the country
  15. 15. The NDA grant funds to CSOs through two approaches;</li></ul>Request for Proposals (RFP)<br />Programme Formulation (PF)<br /><ul><li>NDA will undertake research to inform policy on poverty eradication
  16. 16. Convene a minimum of 9 dialogues to address poverty eradication issues</li></li></ul><li>Response to the Funding Practice Alliance (FPA) Report<br />The Funding Practice Alliance undertook research with the following findings: <br /><ul><li> The NDA is not sufficiently accountable to credible, independent oversight</li></ul> institutions to which the public has access to.<br /><ul><li> The NDA has no clear funding approaches that have been translated</li></ul> into funding criteria that are easily accessible to applicants<br />Response to the Funding Practice Alliance (FPA) Report<br /><ul><li> The NDA annually tables both the Strategic Plan and Annual Reports to the</li></ul> Portfolio Committee on Social Development where these documents are<br /> open to the public<br /><ul><li> The NDA funding policy and criteria are published in most official documents</li></ul> of the agency and are also available on request.<br />

Corporate Social Investment<br />The NDA has made the following recommendations in improving the impact of<br />corporate social investment;<br />Corporates in South Africa should increase their CSI budgets beyond the current level of one (1) net profit after tax<br />Corporates in South Africa need to mainstream CSI into corporate strategy to strategically leverage internal resources and optimise impact<br />It is furthermore recommended that corporate social investment practices need to be consistent with ethos of social, economic and environmental justice.<br />
