MIKE OZIEGBE ONOLEMEMEN, FNIA; FNIM; FNIS ON THEMID-TERM ACHIEVEMENTS OF THE ADMINISTRATION OF PRESIDENTGOODLUCK EBELE JONATHAN, GCFR, IN THE TRANSFORMATION OFTHE ROAD SECTOR IN NIGERIA AT THE 2013 MINISTERIAL PLATFORMProtocolsThe Federal Ministry of Works has made significant strides in roaddevelopment since the inception of the administration ofPresident Goodluck Ebele Jonathan, GCFR in 2011. By May 29,2011, Nigerian roads were described as death traps and manyroad projects were abandoned, while a number of on-goingprojects were moving at snail speed. It was a nightmare to travelon Nigerian roads. Clearly, the administration of PresidentGoodluck Ebele Jonathan, GCFR and the leadership of theFederal Ministry of Works were confronted with a situation thatrequired urgent and far reaching changes and reforms especiallyin the areas of policy, management and financing of roadsinfrastructure in Nigeria. A paradigm shift became inevitable in thedevelopment of roads infrastructure in our country. Themanagement of the Federal Ministry of Works under my leadershipfelt the urgency to reclaim the National Road Network from thestate of disrepair this administration met it and elevate it to anenviable state where it could once again help to promoteeconomic growth and national integration.About two years on, Nigerian roads can no longer be describedas “death-traps” due to the remarkable improvement in thecondition of the roads as a result of the unprecedentedrehabilitation, construction and expansion of major arterial
    • 3highways under the leadership of President Goodluck EbeleJonathan, GCFR. Today, travel times between origins anddestinations on most of these arterial routes have been drasticallyreduced. Also maintenance costs of vehicles have been reducedas a result of improved driving surfaces, devoid of potholes thathitherto put “holes” in the pockets of vehicle owners due tofrequent repairs occasioned by bad roads. Critical stakeholders inthe road sector have publicly acknowledged the breath of freshair in road transportation in our country due to the improvedcondition of our roads. One of the transport companies in ourcountry, ABC Transport Company recently slashed its fares in awidely circulated advert in The Punch newspaper of Monday,May 20, 2013 with the caption, “The Roads Are Getting Better”and gave its reason solely as the marked improvement on ourarterial roads! This is one of the outcomes of the TransformationAgenda in the road sector.When this Administration assumed office on May 29, 2011, it madea conscious decision to complete major road rehabilitationprojects in the country that were either on-going or abandonedand to scale up maintenance works on Federal roads across thecountry. The “Operation Safe Passage” embarked upon by theMinistry in the 4th quarter of 2012 led to the recovering of failedportions of Federal roads across the country; from Ilorin to Jebba,Lafia to Makurdi, Aliade to Oturkpo, Oturkpo to 9th Mile, Enugu toPort Harcourt, Kano to Katsina, Lokoja to Okene, Okene to Benin,Lagos to Ibadan, and Odukpani to Itu. Many other Federal roadscriss-crossing the length and breadth of our country have beenmaintained these past two years. Following the successesrecorded in the past two years, Nigerian roads have again truly
    • 4become not only veritable economic arteries supportingeconomic growth, but also a tool for National integration.DETAILED MID-TERM ACHIEVEMENTS OF THE MINISTRY OF WORKS In 2011, in order to make the management of the nation’sroad network and on-going projects more effective andefficient, the two highway departments (Highway, Planning &Design and Highway, Construction & Rehabilitation) wererestructured into twelve departments, namely:1) Highways, Planning and Development2) Highways, Road Design3) Highways, Bridge Design4) Highways, Materials, Geotechnics and Quality Control5) Highways, Public Private Partnership (PPP)6) Highways, Road Sector Development Team (RSDT)7) Highways, Construction & Rehabilitation-North CentralZone8) Highways, Construction & Rehabilitation-North EastZone9) Highways, Construction & Rehabilitation-North WestZone10) Highways, Construction & Rehabilitation-South EastZone11) Highways, Construction & Rehabilitation-South WestZone
    • 512) Highways, Construction & Rehabilitation-South-South Zone)This restructuring exercise and the management training thatfollowed brought about an attitudinal change in the Ministry,anchored on the transformation of the workforce into a well-motivated and empowered one, ready to put in its utmost best farbeyond expectations.In order to enhance checks and balances and promotetransparency in road development projects, six (6) Zonal MinisterialIndependent Monitoring Teams, made up of membership from theprivate sector were set up by me in the 3rd quarter of 2011, tomonitor construction and rehabilitation efforts in the zones andbased on their findings, provide independent quarterly reports onprojects in the zones to my Office. This has become a reliableproject management tool in the administration’s efforts toimprove service delivery in the road sector.With this new structure in place, the Federal Ministry of Works,under my leadership, has been able to make momentousimprovements on the rehabilitation, reconstruction and expansionof the Federal Roads Network in these past two years. Thus far, wehave completed 32 Nos. road projects covering about 2,000 kmand many more are nearing completion.The 32 Nos. road projects completed during the period underreview include: Completion of the Dualization of Ibadan-Ilorin road section I(Ibadan - Oyo) in Oyo State.
    • 6 Completion of the Reconstruction of Vom-Manchok road inPlateau State. Completion of the Repairs of 3rd Mainland Bridge (Phase II),covering additional works for the replacement of 8Nos.Expansion Joints in Lagos State (This was completed 10 daysahead of the scheduled completion date). Completion of the Dualization of Onitsha-Owerri Road(Section I) and Onitsha Eastern Bypass, in Anambra State. Completion of the Rehabilitation of Uba-Mbalala road inBorno State. Completion of the Rehabilitation of Funtua-Gusau-Sokotoroad (section II: Gusau-Talata Mafara) in Zamfara and SokotoStates. Completion of the Rehabilitation of Obiozora-Uburu-IshiaguRoad in Enugu and Ebonyi States. Completion of the Access Road to the Kaduna Refinery inKaduna State. Completion of the Rehabilitation of Efon-Alaaye-Erinmo-Iwaraja road in Ekiti and Osun States. Completion of the Rehabilitation of Katsina-Daura road inKatsina State. Completion of the Rehabilitation of Ijebu Igbo-Ajegunle-Araromi-Ife-Sekona Road (Section II), in Ogun State. Emergency reinstatement of collapsed section of Gombe-Potiskum Road, (at KM 12) in Gombe State. Rehabilitation of Jebba Bridge in Kwara State

    • 8 Rehabilitation of Gombe-Numan-Yola road, Section II:Numan-Gombe in Adamawa and Gombe States. Rehabilitation of Otta–Owode road in Ogun State. Rehabilitation of Mararaba-Pambeguwa-Saminaka-Jos roadsection I (Mararaba-Panbeguwa) in Kaduna State. Rehabilitation of Mainchi-Anka-Daki Takwas road in ZamfaraState.NIGERIAN ROAD DEVELOPMENT PROGRAMME (NRDP) UNDER THEROAD SECTOR DEVELOPMENT TEAM (RSDT)Under our collaboration with multilateral agencies (the WorldBank, AfDB, JICA), the following road projects have beencompleted: Reconstruction and Pavement Strengthening of Ikom-MfumRoad in Cross River State Reconstruction of Abakaliki-Mbok (Ogoja Junction) in Ebonyiand Cross River States. Periodic maintenance of Jebba-Lafiaji Road in Niger State. Periodic maintenance of Takai-Albasu-Gaya Road in KanoState. Periodic maintenance of Nafada-Gombe Abba Road inGombe State. Periodic maintenance of Hong-Mubi Road in AdamawaState. Periodic maintenance of Okpala-Igwurita Road in Imo State.

These include: Dualization of Abuja-Abaji-Lokoja road in FCT and Kogi State.
    • 10 Dualization of Kano-Maiduguri road in Kano, Jigawa, Bauchi,Yobe and Borno States. Dualization of Lokoja-Okene-Benin road in Kogi and EdoStates. Rehabilitation of Apapa-Oshodi expressway in Lagos State. Construction of Loko-Oweto Bridge over River Benue withapproach roads in Nasarawa and Benue States. Dualization of Suleja-Minna road in Niger State. Rehabilitation of Benin-Ore-Shagamu expressway in Edo,Ondo and Ogun States. Rehabilitation of Sokoto-Jega-Kontagora-Makera Road inSokoto, Kebbi and Niger States Rehabilitation of Kano-Gwarzo-Dayi Road in Kano State Rehabilitation of Lagos-Abeokuta Expressway in Lagos andOgun States Rehabilitation of Ilorin-Kabba-Obajana road in Kwara andKogi States Rehabilitation of Abakaliki-Afikpo Road in Ebonyi State Rehabilitation of Calabar-Ugep-Katsina Ala Road in CrossRiver and Benue States Rehabilitation of Vandekiya-Obudu Cattle Ranch Road inBenue and Cross River States, and many more.Very impressive progress has also been made in these on-goingdualization and rehabilitation projects. For example, the journeyfrom Benin to Lagos which hitherto took upwards of nine hours in
    • 112011, now takes between three to four hours. Travel time betweenAbuja and Lokoja has equally improved from an average of fourhours to about two hours. Sections of Apapa-Oshodi road whichwere in deplorable condition in 2011 are now wearing new looks.Travel time on Kano-Maiduguri road has also been reduced byhalf in the completed sections. In the same vein, while travel timefrom Owerri to Onitsha is down from two hours to just forty-fiveminutes, it now takes only about six hours to travel from Owerri toLagos from an average of fifteen hours it took in 2010.With these improvements, maintenance costs of vehicles havebeen drastically reduced, thereby increasing the purchasingpower of vehicle owners. Not only that; the progress made in thelast two years in our road development programme has led to areduction in the rate of accidents on our roads. For example, ourinterventions in constructing reinforced concrete balustrade andcrash barriers in Ovia River Bridge in Edo State and TamburawaBridge in Kaduna State, have addressed the incidences ofvehicles plunging into the river with high casualty figures whichbecame a weekly occurrence in both bridges. This same model isbeing replicated in other impacted bridges across the country.The construction of a new bridge over River Benue at Loko-Owetois becoming a reality, as the structural members are fast springingup from the under-waters. During my recent visit to the project siteon May 22, 2013, about 115 Piles have been drilled and 1 No.Reinforced Concrete Abutment, as well as 15 Nos. Piers havebeen constructed. This project which is currently at 25%completion, is progressing satisfactorily and ahead of schedule.
    • 12Ladies and Gentlemen, following the floods experienced last yearin some parts of the country, and its adverse effects on roadinfrastructure, the Ministry intervened in the following washed outroad infrastructure:1) Construction of 2 Nos. bridges at CH.11+850 (two span) &CH.12+850(three span) along Kano – Katsina road inKatsina State to replace the collapsed 7 cell and 11 cellbox culvert respectively.2) Reinstatement of Washout on Bridge approach &Embankment at CH.0+100 along Shendam-Yelwa-Ibi Roadin Plateau State.3) Reinstatement of Embankment Washout at CH.15+025along Langtang-Lalin-Tunkus-Shendam Road in PlateauState4) Reinstatement of washout and reconstruction of collapsedtriple cell culvert at 4th Interchange, Enugu-Port HarcourtDual Carriageway in Enugu State.5) Constructions of 75m span bridge at Kolo, along Yenegoa-Kolo-Nembe-Brass Road, with Spur to Kolo town, Bayelsastate.6) Reinstatement of washout sections along Irrua-Illushi Roadin Edo State7) Reinstatement of washout on Lokoja-Abuja Highway atBanda in Kogi State, and many more.
    • 13PUBLIC PRIVATE PARTNERSHIP PROJECTSThe ministry during the period under review embarked on theprocurement of the following projects using the Public PrivatePartnership model:1. The Second Niger Bridge in Anambra and Delta States2. Apakun/Oshodi–Murtala Muhammed International AirportRoad in Lagos State3. Nupeko Bridge Across the River Niger in Niger State.While a successful bidder (Julius Berger-AIIM Consortium) has beenannounced for the 2nd Niger Bridge and pre-contract works havestarted on the bridge, the process for the selection of thesuccessful bidders in the other two projects is ongoing and apreferred bidder each will be announced for the projects by July2013.ROAD MAINTENANCE BY FERMARoad maintenance under the Federal Ministry of Works is carriedout by the Federal Roads Maintenance Agency (FERMA). In thelast two years, FERMA has been repositioned and equipped withstate of the art Mobile Pothole Patchers and its capacityenhanced for prompt intervention on federal roads. Two Nos.Asphalt Plants was acquired by FERMA some years ago andabandoned, have been installed and commissioned in Kuje andLagos. Five others are being installed in Enugu, Ikot-Ekpene,Osogbo, Gombe and Funtua to serve the needs of FERMA in itsroad maintenance activities across the country.Since the beginning of this administration, FERMA has beeninvolved in the recovering of road washouts, general
    • 14maintenance and vegetation control in some federal highways inthe country. In 2012 alone, a total of 1, 980 km of road corridorswere maintained by the Agency while an area of 1,337,343square metres of pot-holes have been patched. Some of thenotable corridors maintained by the Agency (FERMA) in the pasttwo years, include:1. Abuja-Kaduna-Kano Road2. Jos-Bauchi Road3. Asaba-Benin Road4. Okene-Auchi-Benin Road5. Sapele-Agbor-Uromi Road6. Mbiama-Yenegoa Road7. Lafia-Makurdi Road8. Katsina-Dutsinma-Kankara Road9. Okene-Kabba-Omuo-Ekiti Road10. Kajiji-Gimi Road11. Gusau-Talata Mafara-Sokoto Road12. 9th Mile-Obollo Afor-Otukpa Road13. Onne-Port Harcourt Road, and14. Otukpa-Anyagba RoadWith FERMA’s preventive maintenance policy, coupled with theroad surveillance campaign, many more corridors will bemaintained in the next two years. In addition, over 4,000 youthshave been engaged, mobilized and trained by FERMA on roadmaintenance and are currently carrying out maintenance worksin most of our road corridors under the SURE-Programme.
    • 15NEW POLICY INITIATIVESWithin the past two years, the Federal Ministry of Works under myleadership has implemented a number of policy initiatives thatpromise to positively impact on service delivery in the road sectorin the years ahead. Some of these policies include:1. Abolition of the use of cut-back bitumen (MC-1) and itsreplacement with bitumen emulsion, thereby freeingkerosene for domestic usage and promoting environmentallyfriendly construction methodologies in road projects.2. Introduction of a new project management template thatmakes provision for the valuation of only permanent works inInterim Statements/Certificates, thereby deepeningperformance management approach to road development,and mitigating frequent augmentation of projectsconsequent on wash-out of on-going road projects, and3. Introduction of the of the “Safe Passage” policy that ensuresthat road corridors on subsisting contracts are maintainedand made motorable by Contractors throughout theduration of the projects.ROAD SECTOR REFORMSIn the past two years, the Federal Ministry of Works under mywatch, has pursued relentlessly the reform of the Road Sector, tobring it in sync with its counterparts in other parts of the World as tofully professionalize road development in Nigeria, and providebetter services to road users in our country in line with internationalbest practice. Already, the National Council on Privatization(NCP) has approved the proposed Road Sector Reform Bill and
    • 16will be transmitted to the National Assembly after approval by theFederal Executive Council.It is pertinent to state here that once the Reform Bill is passed intolaw, it will lead to the establishment of a Road Authority and aRoad Fund, which will help to ensure better funding of roadprojects in our country.CONCLUSIONDistinguished stakeholders, Ladies and Gentlemen, if the purposeof Government is the pursuance of happiness for the greaternumber of citizens, clearly, the Government of President GoodluckEbele Jonathan, GCFR, has achieved this purpose through thetransformation of the road sector these past two years. Today, ourcitizens are able to travel happily on our roads from one part ofthe country to another without the uncertainty of arrival thathitherto marked road transportation in Nigeria by 2011 when thisAdministration came into being.Looking ahead, the next two years hold even bigger and bolderpromises for Nigerian road users, as the Federal Governmentthrough the Federal Ministry of Works strives to deliver two newbridges across the two great rivers that define our country – theRiver Niger and the River Benue: I am referring to the 2nd NigerBridge at Onitsha-Asaba over the River Niger and the Loko-OwetoBridge across the River Benue. Not only that; the Government ofPresident Goodluck Ebele Jonathan, GCFR, will also complete theon-going dual-carriageway projects across the country that willhave the salutary effect of enabling our citizens to travel from onepart of the country to another, without regards to their geo-
    • 17political zone of residence, in an un-broken chain of dualcarriageways.Distinguished stakeholders, Members of the Media, Ladies andGentlemen, the transformation of the road sector in our Country, ison an irreversible forward movement, and it is already yieldinggood fruits. While many more dividends will follow as we makemore progress on this journey, I wish to state unequivocally that forNigerian road users, better days are here again!I thank you for your attention.Arc.
