  7. 7. • The Ministry of Police Affairs formulates Polices,Programmes and concrete projects aimed atimproving professionalism, training and welfareof the Nigeria Police Force for greaterperformance.• In addition, the Ministry has supervisory role toplay in ensuring that the image of the Police isimproved through community participation sothat an intelligence-led policing is entrenched.7INTRODUCTION Contd…

INTRODUCTION Contd…• The Nigeria Police Force is committed to training,retraining and welfare of its staff includingrewarding hardwork and discipline of personnel, tobe able to deliver service of protecting lives andproperties and enforcing the law.• This Administration inherited a Police that lackedadequate training, logistics and capacity toconfront raising crimes and terrorism. Mr.President took pragmatic steps to transform theNigeria Police Force and address insecurity in thecountry by:8
  9. 9. • Provision of logistics and increased training toovercome the challenges.• Promoting better co-operation and intelligenceexchanges with international multilateral andsecurity institutions.• Setting up a Presidential Committee to re-organizethe Nigeria Police Force. The report is undergoingdraft white paper review• Constituting a Presidential Committee on dialogueand peaceful resolution of security challenges.• Setting up Presidential Committee to investigateproliferation of small arms and light weapons.9PRAGMATIC STEPS TO TRANSFORMTHE NIGERIA POLICE FORCE

MODERNISATION OF THE NIGERIA POLICE STAFFCOLLEGE, JOS• The Police Staff College was established on 14thOctober, 1976 as an educational centre to providespecialized and advanced training including staffduties for officers and men of the rank of AssistantSuperintendent of Police to Deputy Commissionerof Police.• With the growth in the manpower strength of theNigeria Police Force, the utilization of facilities atthe College became overstretched. While theinstalled student capacity of the College is 900 atfull capacity, there are currently about 1,300students on regular basis.

THE NATIONAL PUBLIC SECURITY COMMUNICATIONSSYSTEM PROJECT (NPSCS).• One major security project is the NPSCS project emanated froma Memorandum of Understanding (MoU) signed betweenMessrs ZTE Corporation of Shenzhen, China and the FederalGovernment of Nigeria• The thrust of the MoU is for the deployment in Nigeria of acomprehensive, reliable, modern and robust National PublicSecurity Communication Systems (NPSCS) code-namedGlobal GOTA Open Trunking Architecture (GoTA) by Messrs.ZTE Corporation of China for national security operations.• The NPSCS is an integrated digital trunking independentmultimedia communications system (voice, video anddata) for the Nigeria Police and other security agenciesemploying CDMA technology64

PROVISION OF LOGISTICS• The delivery of 1,500 patrol vans in a swoop and 90cars have greatly enhanced the response time of theForce to crime and rescue calls;• The Air wing Section of the Nigeria Police Force hasbeen adequately strengthened through thecompletion of the Hanger project in Abuja andsubstantial addition to the fleet of the Force.• The Air wing currently has thirteen (13) helicoptersand a brand new CESSNA Citation XLS.   110. 110. • Only recently Mr. President constituted acommittee to explore the establishment of aforensic/DNA laboratory in Nigeria.• DNA profiling/testing is a technique employedby forensic scientists in the identification ofindividuals by their respective DNA profiles.This can be used as a persons identifier. it ismostly used in parental testing and criminalinvestigations.   111. 111. • The peacekeeping operations/training, is mainlytasked with the management, direction and controlof the Nigeria Police operational support for UnitedNations (UN), African Union (AU) and EconomicCommunity of West African States (ECOWAS)-ledpeacekeeping operations.• As of date, One thousand two hundred and three(1,203) Nigeria Police Officers are serving in seven(7) United Nations-led and one (1) AU-ledpeacekeeping operations respectively.111PEACE KEEPING
