    • Franz Hießberger, Head of the archive of the unified court chancellery, voted for the foundation of a General State Archive in 1848
    • All archival material should be part of this archive
    • Only the archival records of the habsburg familiy should remain independent

    • The Academy of Sciences had the idea of a organizational unification of the Court library, the court museums, and the Haus-, Hof- and Staatsarchiv

    • The plans for the new Ringstraße included a building for a Reichsarchive (1857).
    • But it was never built on the Ringstraße
    • Beda Dudik from Moravia developed a new plan for the archival organisation of the monarchy
    • He wanted a General State Archive which should be open for scientists, not only open for te legislation and administration of the monarchy

    • The state should provide enough money for archives so that they have the possibility to buy endangered archives
    • The destruction (cassation) of files in the agencies should need the approval of the central commission
