Remuneration is dependant on qualifications, experience and most importantly, track record. Innovation is actively encouraged and is at the heart of the Alliance’s Purchasing and Supply culture. In recognising this post is pivotal in supporting local healthcare to deliver its financial targets and modernisation plans, post-holders will enjoy a challenging and dynamic environment. The primary focus of this post is Theatre expenditure where you will take the lead in working with well established and motivated collaborative networks across Devon and Cornwall to deliver strategic procurement projects and supply chain efficiencies. Post holders will have a host Trust as their operational base but will be expected to travel to all healthcare locations throughout Devon and Cornwall as is necessary to perform the duties of the post. A driving licence is essential as is flexibility to working arrangements. This is a full time post working 37.5 hours per week. Meeting customer requirements by providing innovative solutions and demonstrating best value for money for each Trust. Promoting integrated support in meeting strategic aims thereby ensuring stakeholder and customer commitment and compliance with contract terms is at least maintained, as we build relationships to achieve concordance. To embed cultural change in our new way of working so that inclusive planning and delivery of objectives enables prioritised incremental change, primarily focussed on delivering solutions across the continuum of patient care/service/technical process to deliver cash releasing savings, process improvement and product standardisation – driving quality/service up and cost out. Future proofing contract decisions by conducting robust research and fact based market intelligence to support the evaluation and introduction of new and emerging technologies. The postholder will lead a Sourcing Team comprising stakeholders, customers, procurement negotiators and operational staff. Optimising contract coverage by influencing inclusive strategies at Alliance/Regional and National level. Influencing all procurement spend requiring a commercial transaction, within TFR/PFR3 levels 05/06 of £600 million.   4. 4. public procurement and European Union Legislation to ensure that probity and corporate governance is maintained Strategic Sourcing Activity Within the Alliance’s Integrated Approach to Delivery of ‘end to end’ Supply Chain Excellence Develops and implements policies and strategies for managing the category sourcing team to maximise outputs, managing priorities to reflect the changing needs of stakeholders, customers market forces and NHS policy Develops and enhances supplier relationships and performance to deliver strategic impact Manages markets, suppliers and product research activity to inform strategic and tactical objectives, including the evaluation of new products Identifies appropriate economies and ‘cost out’ opportunities from product standardisation and demand aggregation initiatives Responsible for managing a portfolio of major categories of goods and services working with Budget Holders to ensure costs are in line with budgets, meeting the needs of the LDP and cost improvement initiatives, prioritised to at least match tariff pricing – cost pressures and CRES targets. Management of Organisational Activity Conducts opportunity assessments and plans projects covering major areas of spend on behalf of multiple organisations to deliver significant cash releasing and cost avoidance savings (the team’s target over the next 5 years is £15 million and £40 million, respectively) Manages all staff within a designated category team to ensure they have relevant information and an understanding of strategic aims and tactical objectives associated with the delivery of your own commodity sourcing strategy portfolio Uses initiative to improve results, share good practice and develop team working through training, mentoring etc Sets and monitors appropriate collective and individual targets and performance indicators Monitors own service provision to customers against agreed objectives and quality standards Audits supplier performance and develops value for Peninsula Purchasing and Supply Alliance – Meeting the Needs of the NHS in Devon & Cornwall Page 4 of 9

Contract Development Management Plans and undertakes effective product performance reviews with patient groups, customers, stakeholders and suppliers Manages the preparation and issuing of specifications, invitations to tender and quotations to meet sourcing plans Analyses complex tender and offer documents and makes judgements in respect of best value decisions where opinions may conflict Ensures all contracting activity complies with relevant legislation, policy and procedures and proposes changes when necessary.
