    • Verification & Judging: Step 1: Verification: GBQ Partners served as an independent Verification Team to review Nominee information and verify, to the extent reasonably possible, the accuracy of the information and eligibility according to general criteria. The Verification Team contacted every Nominee by phone or email, and Nominators were contacted as needed. Final verification was made after confirmation of eligibility and category fit. Of all verified Nominees, 254 progressed as Semi-Finalists. Step 2: Conflicts: A pool of over 70 judge candidates was assembled from top professionals in Central Ohio. Every judge candidate was provided a comprehensive listing of Nominees and each candidate was required to return a form flagging all Nominees with whom they had a present business, adverse, or personal relationship. Judge candidates were ineligible to judge categories in which they, their company/ies, or conflicted Nominees were competing. Step 3: Judging: Each award category was assigned a unique team of judges drawn from the pool of eligible judges. As coordinated by a lead judge, each team met at least twice to deliberate and ultimately select the top three and the category winner. Judges scored all Nominees based upon the information provided in the Nominee’s submission packets - no supplemental information or contact with the Nominees was permitted. Eligibility: TO BE ELIGIBLE, A NOMINEE MUST: • Demonstrate contribution and success, consistent with the criteria for each category of nomination, in one of the following technology- related fields: Information Technology, Life Sciences, Advanced Logistics, Advanced Materials, and Advanced Joining Technologies. • For all INDIVIDUAL categories, be a person who is employed or otherwise conducts his/her business in Greater Central Ohio. • For all COMPANY categories, be EITHER based in Greater Central Ohio, OR if not based in Greater Central Ohio have a division, department or other unit based in Greater Central Ohio with local employees and operations that are NOT limited to one or both of administrative functions and sales. • Have met the criteria for the category of submission within the 12-month period immediately prior to the nomination deadline (i.e., between August 1, 2009 and August 1, 2010, the “Qualification Period”). Note, however, that an initiative may have begun before August 1, 2009, and thus may span more than twelve (12) months. • Submit a COMPLETE application, addressing each of the enumerated criteria in the category of nomination, in 500 or fewer words for each question, on the Innovation Awards website by midnight November 8, 2010 - NO EXCEPTIONS. A NOMINEE WILL AUTOMATICALLY BE DISQUALIFIED FROM PARTICIPATION IN: • A CATEGORY IN WHICH THE NOMINEE WAS SELECTED AS THE WINNER IN THE PREVIOUS YEAR (i.e., 2009 Awards) - NO EXCEPTIONS. • MORE THAN TWO CATEGORIES in a particular year (EXCEPT, Individual Categories, Team Categories OR multiple nominations in the same category). Nominees who have been nominated for more than two categories will be contacted by a member of the Verification team and will have the opportunity to elect which two categories to pursue. In the absence of such an election, the Nominee will be eligible for the FIRST TWO categories in which COMPLETE Applications are submitted to the Innovation Awards website, and will thereafter be disqualified from participation in any other category/ies (all subsequent submissions will be disqualified and will not be judged).8 2 O 1 O Te c h C o l u m b u s I n n o v a t i o n A w a r d s

The Small Business Beanstalk - Timothy Wolf Starr www.thesbb.com The Small Business Beanstalk (SBB) was created a year ago with the aspiration to give our neighborhood businesses and consumers a real incentive to shop locally. With the design and implementation of our SBB Community Card, we were able to realize this dream and see the immediate effects of a community that wants to support its members. Our SBB Community Card allows consumers to visit their favorite local spots and receive a discount created by the business. As the SBB, we enroll businesses, distribute the card to consumers, and publicize the deals on our website. In addition to this small, yet powerful, incentive for consumers, we also run a business-service network, where small businesses offer discounts on their services to other small businesses. In just one year, we have accumulated over 260 small businesses in the Central Ohio region and 50,000 card-carriers. State of Ohio - Multi-Agency CIO Advisory Council www.oit.ohio.gov The state’s information technology (IT) supports a wide array of services designed to promote the health, safety and welfare of Ohio’s citizens. Traditionally, Ohio IT has been managed within a federated structure; that is, each agency determines and manages its own IT program, including its infrastructure. Yet Ohio was able to deploy across state government a server virtualization program that significantly decreases energy consumption. Doing so required an unprecedented level of collaboration among the state’s agencies. Collaboration was realized through Ohio’s IT oversight organization, the Multi-Agency CIO Advisory Council (MAC), comprising the State CIO and the CIOs from 34 state agencies. Server virtualization is a green technology that addresses several serious concerns. Agency CIOs were asked to cut their IT budgets by 30%, representing a statewide total of $240 million. In addition, the State of Ohio Computer Center’s power supply was taxed nearly to its limits. Energy shortage concerns, coupled with drastically decreased IT budgets, led the State CIO and the MAC to focus on initiatives that would result in more efficient, agile, and resilient operating environments. The Buckeye Institute for Public Policy Solutions www.buckeyeinstitute.org The Buckeye Institute is a 501(c)(3) think tank with an operating budget under $50 million that aims to set the policy debate by researching and promoting relevant, data-driven solutions to Ohio’s most pressing issues. Our innovation is our new website launched on April 30, 2010, that harnesses data in a transformative way that allows Ohioans to easily get critical information on government costs, education performance, economic data, and lobbyists activities. Specifically, our 8 searchable data tools and tax calculator are first-of-a-kind tools nationally that other groups are seeking to emulate. These cutting-edge tools have resulted in a significant increase in website usage – over 140,000 visitors who did more than 1,000,000 searches in roughly 6 months from over 450 Ohio cities – thereby “measurably increasing the number of constituents served” and “measurably increasing the extent to which” Ohioans gain access to vital information. Ohioans, including citizens and political leaders from both sides of the aisle, have used these tools to bring greater transparency and accountability to state and local governments. This service delivery increase occurred virally, as media coverage was de minimis. • Inventor of the Year The winning Nominee is an inventor who, by a single invention or multiple innovations, has created the greatest impact on technology through his, her or their innovation(s). Nanofiber Solutions - Dr. Jed Johnson www.nanofibersolutions.com Nanofiber Solutions develops and markets electrospun polymer nanofibers for cell culture applications. Historically, cell culture for biological research has been performed on flat, tissue culture polystyrene (TCPS) because it is cheap, optically clear, and many cell types grow well on it. In reality, however, living organisms are made up of an extracellular matrix that presents both aligned physical structure and support to the cells. TCPS lacks this aligned three-dimensional (3-D) component and cells behave very differently on this flat, smooth substrate than they do in true biological settings. Not surprisingly, drugs developed using TCPS as an in vitro substrate experience approximately a 90% failure rate in clinical studies. Our aligned 3-D substrates better mimic in vivo environments and thus facilitate faster drug screening and more effective cancer research. As a result, researchers are able to more accurately study the effects of drugs on cell behavior. This is especially true as researchers attempt to model cell migration (i.e. metastasis). By measuring metastasis in a more realistic environment, earlier breakthroughs become possible while decreasing time to market. Nanofiber Solutions LLC - John Lannutti www.nanofibersolutions.com Nanofiber Solutions uses nanofiber mats to create three-dimensional cell culture scaffolds that mimic the physical structure found in vivo. By using a manufacturing technique called electrospinning, Nanofiber Solutions is able to cheaply and quickly produce large quantities of nanofibers out of a variety of synthetic and natural materials. He has devised novel treatments that combine both prophylactic and immunotherapeutic approaches as well asintegrating preclinical and clinical research for the benefits of the cancer patients. He has developed innovative immuneintervention strategies. He has translated this new treatment to the clinic by completing successfully a first man/womanNCI funded and FDA approved Phase 1 Trial in Cancer Patients (Stage 4) with solid tumors in several indications (Breast,Ovarian, GIST) at the OSU James Cancer Hospital. The vaccine was well tolerated, with little or no toxicity, and withseveral patients receiving boosters and showing stable disease. An improved vaccine has been developed that could beused universally to treat several solid tumor types including breast, ovarian, lung, colon and prostate cancers. The Ohio State University - Periannan Kuppusamy, Ph.D., MD (h.c.) www.kbiomed.com Dr. Kuppusamy is well-known in the field of electron paramagnetic resonance (EPR) spectroscopy/imaging for the development of innovative crystalline and molecular probes, and devices using these probes, for sensing and reporting the level of oxygen in viable tissues and organs. These innovations have significant potential in clinical applications where changes in tissue oxygen could be used to determine onset of disease or success in wound healing, transplantation or engraftment. O2 Insights, a newly created Ohio-based company co-founded by Dr. Kuppusamy along with three other OSU graduates, seeks to commercialize the new method to determine blood perfusion to the skin by detecting oxygen levels diffusing across the surface. Such a technology would be of substantial benefit to diagnose and provide treatment in the areas of wound healing and peripheral vascular disease. In addition, Dr. Kuppusamy is also an inventor of a new class of drugs (two patents filed) which show promise in the treatment of ovarian cancer, the prevention of restenosis, and inhibition of the onset of pulmonary arterial hypertension. The Ohio State University - Dr. Stephen Craig LeeOur group has pioneered the development of the immunoFET class of sensing devices, particularly sensors to detectpro-inflammatory proteins (indicative of incipient rejection) in transplanted organs using a minimally invasive assay. Thesensing data allows detection of rejection while clinical intervention can rescue the graft, and the minimally invasivenature of the assay is tolerable and avoids compromise of the graft by the assay itself. The technology has classicallybeen considered infeasible, but we have demonstrated multiple approaches circumventing the perceived limitations. 31

Samuel Orth III http://oit.ohio.gov Imagine a corporation with a Fortune 50 level of IT spending, incredibly diverse technology systems implemented absent few enterprise standards by 102 autonomous business units, each with a unique, separate and distinct mission within the enterprise. Challenged by the most difficult financial environment within state government in decades, the challenge of the State CIO was to enable improved IT cost efficiencies across state government – and to do it in a short period of time. Given the tremendous complexity and diversity of the state’s IT systems, large-scale business transformation was out of the question in the short-term. What was possible were standards-based reforms that resulted in real reductions in the cost and a lower total cost of ownership of IT for state government. It could only be achieved if agencies worked together as an enterprise. Given the highly fragmented, competitive nature of state government, the collaboratively driven coalition of state IT professionals led by the state CIO, implemented IT governance strategies that resulted in over $80m enterprise savings, and laid the foundation for future efficiencies and enterprise IT business transformation.42

Through this product the company has shown success in addressing an industry need or market niche. Switchbox, Inc. - Joel Stephens & Matt Bohach www.switchboxinc.com Switchbox is a company dedicated to improving our client’s businesses by helping them find and implement the right technology. We did this for The Buckeye Institute by helping them solve the problem of educating Ohio citizens about the cost of various government spending programs. The core problem was to find a way to provide data that Ohio citizens have a legal right to view but that is in a form that is virtually unusable by anyone who requests it. Our team of developers worked with The Buckeye Institute and members of various government agencies to collect, organize, and transform the data into a simple and easy to use format for anyone with Internet access. The result placed this data into the hands of over 135,000 citizens who performed more than 1.1 million search queries to the site within months of the site launching. 53

Therapeutic Rolling Platform System - Jeff VanBuren Jeff VanBuren has been a Physical Therpist for 16 years. Several years ago I had the initial idea for the TRPS (Therapeutic Rolling Platform System). I built my first prototype a few days later and I have been improving on my protoytpes ever since. The TRPS is simply a platform that a client stands on while it is being moved by a therapist or trainer. Currently available equipment such as stand-alone foams, air discs and wobble boards work on balance, but they do not work on reactive balance. Training on the TRPS improves a clients reactive balance. Research has shown that having improved reactive balance (improved neuromuscular response speed and appropriateness) decreases the risk of having falls and injuries.54

Battelle Memorial Institute: Centers for Public Health Research and Evaluation - Validation Sampling Designs for Public Health Studies: Warren Strauss, Michele Morara and Louise Ryan (CSIRO - Australia). www.battelle.org As part of our work in support of the multibillion dollar National Children’s Study, Battelle developed innovative statistical approaches for gathering exposure information that focuses on assessing relationships between adverse health outcomes and complex environmental exposures. Compared to current methods, Battelle’s approach typically reduces study costs by two thirds with no loss in statistical power. This advance enables public health studies that previously were prohibitively expensive. It also will lead to studies that reduce the burden of expensive and sometimes invasive measures on the majority of study participants. The statistical techniques that have been developed concentrate on using a validation sampling approach in which detailed exposure and/or health outcome assessment information is collected on a carefully selected subset of the study population, while cheaper (and presumably less accurate and less burdensome) surrogate measures are collected across the entire cohort. State of Ohio - Multi-Agency CIO Advisory Council oit.ohio.gov The Multi-Agency CIO Advisory Council (MAC), headed by Ohio’s State CIO and consisting of CIOs from 34 state agencies and key elected offices, advises on the state’s IT strategies and agenda. Ohio’s IT system is federated rather than centralized, and by law, the State CIO’s authority is limited to establishing administrative rules, policies, standards, and bulletins on state agencies’ acquisition and use of information technology. Yet, faced with the cost-cutting mandated by Executive Order 2009-07S, the MAC embraced an innovative model that transformed Ohio’s federated, agency-focused IT practices to one that fosters working collaboratively across the enterprise to create recommendations on key technology topics that ensure the responsible investment of taxpayer dollars in IT. Cost-savings have been significant but what is truly transformational for the state is the collaborative, cross-agency approach used to achieve these results. 71
