Chapter 2. Introduction TallyFox Social Technologies AG © 20112 IntroductionThe Water Network is a neutral platform for multi-stakeholders to share content, best practices,policies, and technologies. It accommodates institutions, professionals, and the public at large byproviding dedicated areas for professional engagement and public education on water issues.Public areas are independent and self-governed by Network members. The guiding principle isneutrality. This means a social concept of cooperation that encourages diversity of content andviews from reputable parties.The main elements of the Network include individual members, groups and client communities.Individual membership in the Network is complimentary, while membership in each community isdetermined by the client.The Network public area includes access to groups, discussions, document sharing, best of classsocial tools, and access to Knowledge Network utilities: Figure 2.1: Advanced Knowledge Network UtilitiesClient communities inside The Water Network are owned and managed by entities who want adedicated space for their members. There are two types of these communities: EventFox for con-ferences; and Clusters for any team, institution, organization or community. November 30, 2011 4/19

Objective TallyFox Social Technologies AG © 20113 ObjectiveThe objective of The Water Network is to provide an intelligent collaboration platform that servesprofessional institutions, facilitates engagement amongst its members, and builds sector intelli-gence for the benefit of the entire sector. The Water Network fosters innovation and solutions tobetter manage global water resources in an integrated way.Both individual and organizational needs are accommodated. Any Network member can set up agroup and share documents for free. Group features include: group library; document sharing withrevision control; discussions; Who’s Who map; microblog; blog; and privacy settings.Reputable sources contribute relevant content and members share valuable experiences. Onemember’s needs can be matched with another member’s resources through a variety of methodsincluding: SmartMatchPro™; the tag cloud; and the Who’s Who maps. Public access to this knowl-edge is made available through the Media Mosaic, Knowledge Bank, Library, and public groups anddiscussions. Restricted access is available for private groups and communities.Organizations who want a dedicated space for engagement may set up their own Cluster. Clus-ters include all Knowledge Network utilities purposed specifically for each community. The Clusterhomepage provides a real time snapshot of who’s there, what’s relevant, and what’s happeningacross all community work groups. GroupsPro™ workspaces provide the following additional tools:wiki; web conferencing; voice and chat meetings; CRM; and project management.In order to maintain professional integrity, The Water Network is ad-free and is funded by dona-tions and sponsors including the cornerstone sponsor, TallyFox Social Technologies AG. TallyFoxis committed to funding the development and operations of The Water Network.TallyFox embraces open source solutions that allow us to offer groups within The Water Networkfor free. We are engaged as an active member of Drupal and CiviCRM communities and encouragethe creativity and passion of the world’s open source developers to help us fulfill our vision.Our vision is to leverage human potential one sector at a time. Rules of Public Engagement TallyFox Social Technologies AG © 20114 Rules of Public EngagementThe Network supports a social concept of cooperation that encourages diversity of content andviews from reputable parties, while avoiding philosophical issues. Network Administrators retainthe right to delete any public content and to ask members not adhering to these guidelines to leavethe community.Neutral We are devoted to a policy of neutrality, security and reliability mirroring the culture ofSwitzerland, where we are headquartered and where all of our hosting and data storage is located.The role of The Water Network Administration is to encourage dialog, maintain quality of content,and encourage behavior in line with these rules of engagement. The Administration, including theExecutive Committee and all editors, do not take a stand on any side of an issue. Rather, contri-butions from reputable parties from all sides is encouraged.Professional Engagement in The Water Network is intended to uphold a high standard of profes-sionalism. This means that all individuals identify themselves with their real names, not synonyms,and are transparent and accurate as to who they are, their experience and their expertise. TheWater Network is ad-free. The source of all content uploaded to the Network is indicated and themember who uploads or modifies the content is always identified. Members agree not to submitany inappropriate content (including violations of intellectual property rights, racist, obscene orother illegal content, defaming or violating privacy of any person etc.).Diverse Stakeholders There is a place for all water sector stakeholders in The Water Network.Public and private spaces accommodate the specific collaboration needs of businesses, industryassociations, NGOs, academic institutions, and individuals. Privacy and content access rights areavailable at personal, group, and community levels.Self Regulated Recommendation to publish content in public spaces of the Network is one of theprimary tasks assigned to the Editors Cluster. Any member may make a suggestion/comment inthe open Community Cafe group. Discussions are organized by content type: Crisis Map; Library;Mosaic; Polls; Q & A Knowledge Bank; Who’s Who organizations.Content and engagement are monitored by Network members. Utilities exist so that any membercan report abuse if they feel that content is not appropriate. All abuse is reported to Network ad-ministrators for review. The Editors Cluster Managers and Moderators have administrative rightsand may delete inappropriate content and block abusive members.Self Organized Any professional member may request to join the Editors Cluster. The ClusterManagers decide the process involved in regulating the public areas of the Network. Client com-munities have the right to be represented in the Editors Cluster. November 30, 2011 7/19

Governance TallyFox Social Technologies AG © 20115 GovernanceNetwork administrators have the objective to maintain the professional standards of The WaterNetwork as described in these guidelines, and to retain a high level of integrity and professionalrespect within the water sector.Our commitment is to be responsive to community input and transparent with strategic decisions.The Chairman of both the Executive Committee and the Advisory Board is appointed and com-pensated by TallyFox Social Technologies AG for an initial term of 2 years. The Chairman appointsan initial Advisory Board and Editors Cluster members. The process to appoint subsequent admin-istrators will be determined by the members of the Network through participation in appropriatediscussions within the Community Cafe.The TallyFox CEO reserves the right to veto any appointments.5.1 Executive CommitteeThe Executive Committee consists of up to 5 individuals who oversee Network operations andcontent. This includes ensuring that the strategic direction as set by the Advisory Board is exe-cuted. Member input to the Executive Committee is through participation in the Community Cafe.Key duties of the Executive Committee include: annual planning; quarterly review & reporting;Network development; issue resolution; approval of policies and procedures; compliance; approvalof commercial agreements; and prioritization of new site functionality requests.The term for Executive Committee members is two years.5.2 Advisory BoardThe Advisory Board is an informal volunteer organization of up to 15 leaders in the water industryrepresenting a diversity of regions and commercial, research, political, and not for proﬁt interestsin the global water sector. The Chairman appoints and retains the right to remove Advisors.The primary role of Advisors is to help build the Network to become the leading online communityfor global water professionals in order to build sector intelligence and have a common voice.Advisors act as ambassadors of The Water Network in order to encourage open collaboration ofprofessionals and institutions to solve the world’s water problems.The term for Advisors is indeﬁnite. Editors are granted membership in the Water Network Editors Cluster, pro-vided as their private platform for self organizing and collaboration.Any Network member may request to join the Editors Cluster. Membership in this Cluster mustbe approved by the Editors Cluster Managers or Moderators and is limited to 100 members. Sug-gestions from Network members shows up in the Community Cafe group.The term for Editors is indeﬁnite. November 30, 2011 9/19

TallyFox complies with Swiss law and the Swiss Data ProtectionAct. Multiple levels of privacy and access permissions are provided.6.1 Main Navigation TabsAccess to all network content, groups and communities is via the home page. The main navigationtabs link to: Engage (status updates of members); Members; Groups; Knowledge Bank; Library;and a Directory of EventFox and Cluster communities.6.1.1 MembersMembers are listed in the Members tab and in the Who’s Who map. Figure 6.2: Group listing6.1.3 Knowledge BankThe Knowledge Bank consists of Questions & Answers, and Poll responses. Questions & Answersmay be posted by any member either directly from the Knowledge tab or when viewing details ofa mosaic frame.Questions can be filtered to display only those posted by water professionals to separate generalquestions from those posed from one professional to another. All content is searchable and listed in the Media Library.Each frame is interactive and allows members to ‘ask a question’, comment, share across the Web,or bookmark. The color and symbol on each frame represents the sector to which the content isrelated.Polls are highlighted in the third frame of the Mosaic in the top row. Hot Topics are news features,highlighted in the center of the Mosaic and listed under the ’Hot Topics’ tab at the top of theNetwork home page. Upcoming Events are highlighted in the top right and bottom left frames.The Who’s Who People and Organizations maps (frames 7 and 19) are an easy way to find peopleand organizations geographically.
