The Senate approved an amended version of the bill on February 10, 2009. The final conference report passed the House and Senate on February 13, 2009. The Act provides approximately $787.2 billion in appropriations and tax provisions through a variety of funding programs. The Act is divided into two primary parts: Division A, entitled Appropriations Provisions and Division B, entitled Tax, Unemployment, Health, State Fiscal Relief, and Other Provi- sions. According to the Congressional Budget Office, the Act allocates approximately $575.4 billion in Division A for discretionary and mandatory appropriations and approximately $211.8 billion in Divi- sion B for tax incentives OVERVIEW Division A provides funding to various agencies and programs, generally grouped by federal agency recipient or subject matter of appropriation. With certain exceptions, the expiration dates for funding availability range from 2010 to 2013. Conditions include: state conservation plan, 25% reduc- tion in consumption from 1990-2012, governor must certify “reasonable assurances” that authorities will adopt energy-efficiency building codes, give priority to energy efficient retrof its, and adopt decoupling principles). $5 Billion – Low Income Weatherization Assistance Program – threshold is increased from 150% to 200% of the poverty level. Assistance level per home is increased from $2,500 to $6,500. States encouraged to give priority to using such funds for the most cost-effective efficiency mechanism. $2 Billion – Advanced Battery Manufacturing Grants to support the manufacturing of advanced vehicle batteries and components. $300 Million for Alternative Fueled Vehicles Pilot Grant Program. $300 Million for the Energy Efficient Appliance Rebate program and the Energy Star Program. $400 Million Transportation Electrification. Within available funds, $50 Million for the Department to support research to increase the efficiency of information and communications technology and to improve standards. For all hiring of personnel under the Energy Efficiency and Renewable Energy programs, acceler- ated hiring procedures shall apply. Electricity Delivery and Energy Reliability - The Secretary of Energy may use or transfer amounts provided under this heading to carry out new authority for transmission improvements, if such authority is enacted in any subsequent act. As with the Energy Efficiency and Renewable Energy programs above, accelerating hiring procedures apply. However, history has shown that when the bear is roaring loudest, that's the time to invest. Many times, though, you'll run across the following: "If you had invested $10,000 into company ABC back then, you would have X today." Of course, X is always a large number like $500,000 or $1 million. Spectrum Blue Steel is a company that performs a public service in the Philippines and in many states in America including Romania and Thailand. SBS is the newest governmentally licensed public utility company that creates electricity by incinerating garbage and waste. A public utility (usually just utility) is an organization that maintains the infrastructure for a public service (often also providing a service using that infrastructure). Public utilities are subject to forms of public control and regulation ranging from local community-based groups to state-wide government monopolies. Common arguments in favor of regulation include the desire to control market power, facilitate competition, promote investment or system expansion, or stabilize markets. In general, though, regulation occurs when the government believes that the operator, left to his own devices, would behave in a way that is contrary to the government’s objectives. In some countries an early solution to this perceived problem was government provision of the utility service. However, this approach raised its own problems. Some governments used the state-provided utility services to pursue political agendas, as a source of cash flow for funding other government activities, or as a means of obtaining hard currency. These and other consequences of state provision of utility services often resulted in inefficiency and poor service quality. As a result, governments began to seek other solutions, namely regulation and providing services on a commercial basis, often through private participation. The term utilities can also refer to the set of services provided by these organizations consumed by the public: electricity, natural gas, water and sewage. Telephone services may also be included. In the United States of America they are often natural monopolies because the infrastructure required to produce and deliver a product such as electricity or water is very expensive to build and maintain. As a result, they are often government monopolies, or if privately owned, the sectors are specially regu- lated by a public utilities commission. Developments in technology have eroded some of the natural monopoly aspects of traditional public utilities.     • promoters of world power and green technologies Public utilities can be privately owned or publicly owned. Publicly owned utilities include cooperative and municipal utilities. Municipal utilities may actually include territories outside of city limits or may not even serve the entire city. Cooperative utilities are owned by the customers they serve. They are usually found in rural areas. Private utilities, also called investor owned utilities, are owned by inves- tors. Unlike private companies, private utilities may be listed on the stock exchange. Private, in this context, means not owned by the public or the government. In poorer developing countries, public utilities are often limited to wealthier parts of major cities, as used to be the case in developed countries in the nineteenth century, but in some developing countries utilities do provide services to a large share of the urban population, such as in the case of water and sanitation in Latin America. The good news is Spectrum Blue Steel is an international private utilities company with licenses to deploy Biosphere unit’s globally. In economic terms, electricity is a commodity capable of being bought and sold. An electricity market is a system for effecting the purchase and sale of electricity, using supply and demand to set the price. Wholesale transactions in electricity are typically cleared and settled by the grid operator or a special- purpose independent entity charged exclusively with that function. Markets for certain related com- modities required by (and paid for by) various grid operators to ensure reliability, such as spinning reserve, operating reserves, and installed capacity, are also typically managed by the grid operator. In addition, for most major grids there are markets for electricity derivatives, such as electricity futures and options, which are actively traded. These markets developed as a result of the deregulation of electric power systems around the world. This process has often gone on in parallel with the deregula- tion of natural gas markets. Today and particularly this decade will mark a new era in energy. It is called “Green Energy”, and Green Energy is in and being talked about on every major political front on the planet. Such is the growing consensus on the world stage, as govern- ments, international agencies and companies pour investment capital into “green” projects. Environ- mental regulations are driving the industry. Two main philosophies predominate: the first focuses on waste reduction, which aims to reduce trash whether household or industrial trash; the second involves waste management, which concentrates on turning existing garbage into useful byproducts that can be sold for a profit. Environmental regulators argue that both approaches are valid and should be used in tandem to manage waste effectively. For industry, this creates two-fold opportunities for profit making—at the front end of the waste stream, as well as at the tail end. Internationally, German and Swiss companies are leading the vanguard of waste reduction and management, in part borne of sheer necessity: a shortage of domestic landfills. They have been forced to develop innovative approaches to trash, which, many predict may sweep the United States during the coming years. WHAT IS ZERO WASTE PHILOSOPHY? A process operates on ZERO WASTE PHILOSOPHY is defined as: The recycling of all materials back into nature or the marketplace in a manner that protects human health and the environment. THE BIOSPHERE ZERO WASTE PHILOSOPHY IS.... The conversion of any carbon-based material that is in excess of 97%. Non-carbon based materials are converted into a vitrified glass. Molten metal’s are separated from the glass and recovered. Non-carbon based feedstock materials are converted- into salea ble products with nothing left over. There is virtually no need for a land fill with this process. The fuel gas produced is much cleaner than standard gasification processes and only contains of traces of some elemental contaminates such as particulates, chlo- rine, sulfur and metals (amounts depend on the feedstock). There are no tars, furans or dioxins. Depending on the waste input there may be trace amounts of other elements. Most of the particulate is removed by a cyclone back into the process, becoming part of the vitrified glass. The chorine is then scrubbed out leaving dilute hydrochloric acid (HCL). The particulate and metals removed at this point amount to a fraction of 1% of the original feedstock. The sole discharge into the air is from the turbine, which meets EPA emission standards. Heat from the process is used internally to produce electricity, distil HCL or distil/desalinate sea water. The technology Thermal Transformation process has been applied commercially to a variety of materi- als including Municipal Solid Waste (MSW). THERMAL TRANSFORMATION The waste is injected into the Biosphere chamber of the thermal transformer and piles up in the body of the reactor. The waste creates a sustained temperature of up to 2100*C. The organic material does not burn because there is not enough oxygen. The organic matter is transformed to a gas composed primarily of carbon monoxide (CO), hydrogen (H2) and Nitrogen (N). This gas contains substained energy and can be used in a variety of ways. The hot gas rises up through the waste piled in the reactor and begins the gasification process on the material piled in the reactor. By the time the waste has reached the bottom of the reactor, the high temperature, and oxygen starved environment has totally transformed all organic compounds into a gas. The gas that exits from the top of the reactor are made up of primarily carbon monoxide, hydrogen, water and nitrogen. Small amounts of chlorine, hydrogen sulfide, particulate, carbon dioxide and metals with boiling points less than 1200*C are contained in the gas. Because of the low oxygen atmosphere and high temperature, the base elements of the gas cannot form toxic compounds such as furans, dioxins, NOx, or sulfur dioxide in the reactor. As the gas exits the reactor it first goes to a proprietary as reformer and then it is cooled in a series of high temperature heat exchangers. The sensible heat is reduced to about 270 degree centigrade and is used to generate high-pressure steam that is fed to a steam turbine to produce electricity. THERE IS NO WASTE LEFT AT THE END OF THE THERMAL TRANSFORMATION. ALL OF THE WASTE IS RECYCLED INTO METAL, GLASS OR HAS BEEN CONVERTED TO FUEL GAS. WHAT FUEL SOURCE DOES THE BIOSPHERE USE? It can consume as a fuel source; biomedical waste, medical waste, used railroad crossties, PCB’s raw sewage sludge , used carpet, unusable soft coal, industrial byproducts, oilfield waste, construction anddemo material, composite building material , pressure-treated lumber, tires, agricultural surplus, or effluent (including Pig, Chicken Farms) Really anything a human can make or produce except concrete, glass, metals, and nuclear waste. THE BIOSPHERE PROCESS AND TECHNOLOGY Biosphere Process and Technology is a process of gasification. Syngas…or Synthesis Gas consists primarily of carbon dioxide and hydrogen, and has less than half of this energy density of natural gas. Syngas is combustible and often used as a fuel source or as an inter- mediate for the production of other chemicals. Syngas for use as a fuel is most often produced by gasifi- cation of coal or municipal waste mainly by the following paths: C + H2O => CO + H C + O2 => CO2 CO2+ C => 2CO WHAT IS THE DIFFERENCE BETWEEN INCINERATION AND GASIFICATION? Incinerators typically operate at atmospheric pressure and temperatures with the mineral matter or ash in the waste is not completely fused (as slag) during the incineration processes. Ash solids will either exit the bottom/discharge of the combustion chambers as bottom ash or as particular matter entrained in the combustion flue gas stream. Four major types of combustion chamber designs are used in modern incineration systems: liquid injection, rotary kiln, fixed hearth, and fluidized bed. Boilers and industrial furnaces (BIF units) are also examples of incineration systems; however, according to EPA MACT information, less than 15% of the hazardous waste is disposed of in these units. The application of each type of combustion cham- ber is a function of the physical form and ash content of the wastes being combusted. In each of these designs, waste material is combusted in the presence of a relatively large excess of oxygen (air) to maximize the conversion of the hydrocarbon-based wastes to carbon wastes to carbon dioxide and water (50% to 200%) in some configurations, excess fuel and oxygen must be added to increase incin- eration temperature to improve destruction and removal efficiency. This also increases the production and emission of carbon dioxide. Factors that may limit the applicability and effectiveness of the process include: 1. There are specific feed size and the materials handling requirements that can impact applicability or cost at specific sites; 2. Heavy metals including lead, cadmium, mercury and arsenic leave the combustion unit with the flue gases and require the installation of gas cleaning system for removal. 3. Volatile heavy metals, including lead, cadmium, mercury and arsenic, leave the cobus- tion unit with the flue gases and require the installation of gas cleaning system for removal 4. Metal can react with the others elements in the feed stream, such as chlorine or sulfur, forming more volatile and toxic compounds than the original species. Such compounds are likely to be short-lived reaction intermediates that can be destroyed in caustic quench. 5.     • promoters of world power and green technologies Gasification is a technology that has been widely used in commercial applications for more than 50 years in the production of fuels and chemicals. Current trends in the chemical manufacturing and petro- leum refinery industries indicate that use of gasification facilities to produce synthesis gas (“syngas”) will continue to increase. Attractive features of this technology include: 1) the ability to produce the consistent, high quality syngas product that can be used for energy production or as building block for building for other chemical manufacturing processes; 2) the ability to accommodate a wide variety of gaseous, liquids, and solid feedstock. Conventional fuels such as coal and oil, as well as low- or nega- tive and wastes such as petroleum coke, heavy refinery residuals, secondary oil-bearing refinery mate- rials, municipal sewage sludge, hydrocarbon contaminated soils, and chlorinated hydrocarbon byprodu cts have all been used successfully in gasification operations. Gasification typically operates on an oxygen-starved environment at 20-70 bars of pressure (290.075- 1015.26 psi). The gasification process converts any carbon-containing material into synthesis gas com- posed primary carbon monoxide and hydrogen, which can be used as a fuel to generate number of uses in the petrochemical and refining industries. Gasification adds value to low-or negative-value feed stocks by converting them to marketable fuels and products. The high temperature in the gasifier converts the inorganic materials in the feedstock (such as ash and metals) into a vitrified material resembling coarse sand. With some feed stocks, valuable metals are concentrated and recovered for reuse. The vitrified material, generally referred to as slag, inert and has a variety of uses in the construction and building industries. Gas treatment facilities refine the raw gas using the proven commercial technologies that are an integral part of the gasification plant. Trace elements or other impurities are removed from the syngas and are either recirculated to the gasifier or recovered. Sulfur is recovered either in its elemental form or as sulfuric acid, both marketable commodities. If the syngas is to be used to produce electricity, it is typically used as a fuel in an integrated gasifica tion combined cycle (IGCC) power generation configuration. IGCC is the cleanest, most efficient means of producing electricity from coal, petroleum residues and other low-or negative feed stocks. The combined cycle system has two basic components. A high efficiency gas turbine, widely used in power generation today, burns the clean syngas to produce electricity. Exhaust heat from the gas turbine is recovered to produce steam to power traditional high efficiency steam turbines. The syngas can also be processed using commercially available technologies to produce a wide range of products, fuels, chemicals, fertilizers or industrial gases. Some facilities have the capability to produce both power and products from the syngas, depending on the plant’s configuration as well as site specific technical and market conditions. WHAT IS SYNTHESIS GAS (SYNGAS) Syngas consist of primarily of carbon monoxide, carbon dioxide and hydrogen and has less than half of the energy density of natural gas. Syngas is combustible and often used as a fuel source or as an intermediate for the production of other chemicals.     • promoters of world power and green technologies HOW IS SYNGAS CLEANED UP? After the fuel gas has left the exchanger, approximately 85% of the particulates are removed in a cyclone. A smaller percentage of the metals are also removed with the particulates. The gas then goes through the scrubber where the hydrochloric acid (HCL) is scrubbed out to form dilute HCL water. The liquid goes through a series of nana filter membranes where the particulates and metals in the liquid are removed. The metals and particulates at this stage can be either be sold to a metal refiner or removed to a landfill. This small amount of material is the only potential that goes back to a landfill and represents less than a fraction of one percent of the waste feedstock. The clean HCL water is concentrated to 15-20% for commercial sale. The water in the gas is condensed out and is used to provide clean makeup water for the rest of the plant. The hydrogen sulfide (H2S) in the gas scrubbed out to make fertilizer grade sulfur using a biological process or alternatively can be converted into a sodium bisulfate. The gas then goes to a gas compressor and then to the gas turbine. HOW MUCH RESIDUE IS GENERATED FROM THE BIOSPHERE PROCESS? The reduction is 93% of volume; 172 tons is reduced to 12.04 tons. WHAT IS THE WASTE WEIGHT TO ENERGY CONVERSION? High pressure steam from the primary heat exchanger goes into steam turbine where it is converted to electricity. The electricity generated with this steam source provides most of the power needed for internal requirements. The fuel goes into a gas/steam combined cycle turbine where it is used to produce electricity. All the available heat in the process is used to make electricity or steam. The discharge temperature of the gas turbine is less then 300 degree centigrade. Any low pressure steam (small amount) not used in the process is steamed. A facility designed with electricity production can export approximately 0.84 MW of electricity fo each ton of MSW, depending on the moisture content and characterization of the MSW. TECHNOLOGY INTRODUCTION The Functioning of the Biosphere Process System: The Biosphere process system when operated on MSW takes place in five distinct stages. Stage One: MSW is collected and brought to a centralized Biosphere process facility located at the designated site. Each facility is designated as a “One-Stop Shop” providing for up to 100% recycling of the total tonnage of MSW collected. The Biosphere Process facilities are economically viable at a little as 5-8 tons/hr and can be constructed in closed facilities of as little as 3000 square feet. Each Biosphere Process facility is designed to be a stand alone facility, with internal air control ensuring that the facility does not emit any prohibited emissions to the atmosphere. Stage Two: The MSW is sorted to provide separation for compost production, plastics and rubber recovery, metals, glass, aggregate recovery and finally electrical power generation that, Typically oper- ates at a rate of tons/hr. Each receiving line separates MSW into two feedstock streams comprising putrescible (organic) and non-putrescible (non-organic) materials. Putrescible materials usually comprise around 20% by volume are rapidly composted and recycled into high nutrient value soil additives and fertilizers using a proprietary vertical accelerated composter. Non-putrescible materials are further sorted to allow plastics and rubber recovery at around 10% of volume before being shredded in advance of valuable metal recovery. All of the recoverable aluminum and ferrous metals are removed from the waste stream using rotating trammels equipped with band magnets, and hand picking stations. Sand are removed using a Biosphere Separator 2 which achieves the following separation percentage; metals 3.1%, glass 5.2%, aggregates, concrete, dirt and sand, 8.0% and finally residual materials suitable for power generation equal to not more than 53.7% by volume of the initial MSW. Stage Three: In stage three of the process, all other materials in the waste stream is forced through a Biosphere Densifier 3, which compacts the MSW into 20g flakes with 15-20% moisture termed Biosphere Flakes 4 at the rate of 30 tons/hour, these flakes drive the Biosphere Process. Stage Four: The Biosphere Flakes are converted into 1000 (degree) C, 1800 (degree) C flux using a Biosphere Venturi 5. The process is designated to produce an inert ash which is then recycled into a concrete products for the building industry, thus ensuring up a 100% recycling of all MSW handled through the Biosphere Process completely replacing traditional land filling as a method of waste disposal. Stage Four: The Biosphere Flakes are converted into 1000 (degree) C, 1800 (degree) C flux using a Biosphere Venturi 5.     • promoters of world power and green technologies Stage Five: The 1000(degree) C to 1800 (degree) C flux produced in stage four is used to power a 6 MW generating electricity. DOES THE PROCESS PRODUCE SO2 AND NOx? Organic compounds such as benzene, toluene, naphthalene, and acenapthalene have been detected at very low levels in the syngas from some gasification systems. However, when the syngas is used as a fuel and combusted in a gas turbine, the emissions of these compounds or other organic HAPs are eithernot detected or present at a sub-part-per-billon concentrations in the emitted stack gas. In addi- tion, emissions of particulate matter are found to be to two orders of magnitude below of the RCRA standards and the recently proposed MACT standards for hazardous waste incinerators. By reducing atmosphere with the gasification reactor prevent the formation of oxidized species such as SO2 and Nox. THE FEEDSTOCK The Biosphere Process uses wastes as its fuel, harnessing its calorific value (combustibility or ability to burn), to create the heat for the process. Waste in itself is an environmental problem that continues to increase as populations grow. Which in all cases it costs municipalities and waste management companies money to get rid of . This is usually put into landfills, which is not satisfactory solution. With the Biosphere process, this problem is virtu- ally eliminated. In fact most councils and waste companies would be willing to pay a fee to dispose of the waste via the Biosphere process if it were to be less than they are presently paying. So, the feedstock is basically free or a potential source of income. The Biosphere Process, safely, efficiently and under minimal oxygen conditions, gasifies traditional, non-traditional by-products and/or fossil fuels, into electricity and other beneficial by-products. The incoming waste is weighed in and then deposited on the tipping floor from any of the trucks Currently in use that pick-up and or transfer MSW.No tedious sorting or handling is needed. The Only separation that is required will be oversize pieces that won’t fit into the shredder, heavy metals like engines that may slow down the shredder or items that need special pre-processing, Such as refrigerators, freezers and AC units that need the Freon removed. Hazardous waste and medi- cal waste are handled separately and not co-mingled with the normal waste. The system is designed to process waste as quickly as possible. During delivery hours the waste is delivered faster than it can be gasified. Part of the waste is stored for processing at night and on week- ends and holidays. Any oversized material is shredded and then conveyed to storage. The waste is completely cycled every day. Should unscheduled shutdowns occur, the waste received from the municipality goes into storage area which is designed to handle normal surges and continue accepting the waste. What is the Quality of the Different Types of Garbage? Tires and plastic are petroleum based producers hence will create a high temperature per weight. But the Biosphere was designed to turn all waste into energy regardless of the compounds. Also, there is no additional equipment needed to consume the different types of waste. What is the Typical Operating Temperature for Gasification? Temperature for the gasification operates starting at 400 degree centigrade in the first chamber. When the semi-gaseous material passes to the second chamber the temperature rises 1200 degree centigrade. At this point, the material is gasified. It then passes into the third and final chamber where the temperature rises at 1700 degree centigrade to 2100 degree centigrade. The heat from the 3rd chamber passes out to the steam boiler as a source of blowtorch heating the water into super heated steam which in turn drives a steam turbine that generates the electricity. Most of the components used in the process are standard equipment such as shredders, pelletize, electronics, and water treatment,]9 steam boilers and turbine generators. The biosphere Ventura is the only specially designed pieces of equipment in the process. What are the By-Products of Gasification?     • promoters of world power and green technologies What can the By-Products of Gasification be Used for? Modern pozzolanic cements are a mix of natural or industrial pozzolans and Portland cement. In addi- tional to underwater use, the pozzolana’s high alkalinity makes it especially resistant to common forms of corrosion from sulphates. Once fully hardened, the Portland cement-pozzolana blend maybe stron- ger that Portland cement due to its lower porosity, which also makes it more resistant to water absorp- tion and spalling. Would the Petroleum Industry Benefit from the use of Gasification? Conventional fuels such as coal and oil, as well as low-or negative-value materials and waste such as petroleum coke, heavy refinery residuals, secondary oil-bearing refinery materials, municipal sewage sludge, hydrocarbon contaminated soils, and chlorinated hydrocarbon by-products have all been used successfully in gasification operations. Gasification of these materials has many potential benefits when compared with conventional options such as combustion or disposal by incineration. Recently, the U.S. Environmental protection Agency (EPA) announced that the Agency is considering an exclusion from the Resource Conservation and Recovery Act (RCRA) for listed secondary oil-bearing refinery materials when processed in a gasifica- tion system, exclusion analogous to the one granted for insertion of RCPA listed refinery waste into the coking process at refineries. In addition, representatives of the gasification industry have asked EPA to consider a broader exclusion that would include gasification of any carbonaceous materials, including hazardous wastes from other industrial sectors (e.g. chemical manufacturing in modern, high tempera ture slugging gasifies. Site Location: The Three Factors that need to be taken into Account in the Site Location are Proximity to a sustainable waste supply Proximity to a suitable water supply. This could be a river, lake, dam or sewerage treatment plant or the sea; Proximity to a suitable power grid Area Required for each Biosphere Facility A 5 TO 10 MW per hour plant requires 15,000 square feet as an area for the facility, double that for administrative activities. This size of Biosphere Facility requires 172 tons of Municipal Solid Waste per day. A 30 to 45 MW per hour Biosphere Plant requires 45 000 square feet, double that for adminis- trative activities and will consume 1200 tons of MSW per day. As more companies are forced to compensate for their carbon footprints, the greater the demand is going to be to buy carbon credits (CC). The emissions trading schemes set up a market that will put a value on carbon emissions. IT will encourage companies that cut their greenhouse gas emissions and make more expensive for compa- nies who don’t. The Biosphere Process is a carbon negative, meaning that it generates a large amount of Carbon Credits that can be traded to earn substantial incomes in the coming years. This is because conventional coal, gas, and other fossils fuel electricity generation produces 60% of the CO2 emissions. About Financial Statement Forecasting Forecasting financial statements is a process that involves multiple steps to arrive at forecasted balance sheets, income statements, and expense and budget statements used by management and department heads for decision-making. They may also be aware of production contracts that will probably be awarded to the company in the future. These contracts have agreed upon pricing for production as well as estimated quantities. This knowledge can be used to forecast future personnel needs, which will help in forecasting labor costs. The knowledge of future production is also used to estimate equipment purchases, asset totals and depre- ciation expense. Utilities, property owners, state and township governments may make companies aware of future cost increases for their services. These actual known changes are used in the financial forecasting process. Budget Requests- Budget planning forms are sent to various company departments of SBS so those areas can let upper management know of their future needs and wants. Again, some of these increases will be based on known future production changes. Some estimated costs are based on planned equipment changes due to obsolescence, software changes or personnel changes. Some requests on budget forecast include department wish lists. Upper manage- ment will review and modify these budget plans and use approved department budgets in the financial forecasting process. Inflation Estimates Specific expense items and income sources that cannot be estimated from known sources or factors are usually estimated using projected inflation numbers. For example, each expense may be increased by three percent for each year of the forecast.
