  • Summary of Project Objectives Executive Summary
    • This document defines the project scope for the new Inner City Sub Center. The project site is bounded by Iroquois Street to the west; East Forest Avenue to the South; and Pinegrove City Park to the north and east.
    • The Inner City Sub Center has been a fixture in the city of the Detroit since it’s founding in 1969. The Center provides community programs including, but not limited to: youth entrepreneurship, after school and latchkey, athletic teams, a food co-op, and emergency and food clothing distribution.
    • The Inner City Sub Center has outgrown its existing home – a two-and-a- half story school building (formerly Hilger School) - and has insufficient space to house their increasing staff, many programs and the community they serve. The Center currently has a staff of 12 with office space for four; youth programs service nearly 300 children at once; 50 senior citizens participate weekly; and there are several young adults active in educational programs. The space would require extensive structural, mechanical and logistical upgrades in order to operate efficiently.
    • A new building on the existing site (adjacent to the current structure) is proposed with the following features:

      • Auditorium
      • Gymnasium and Fitness Center

    • The existing 17,000 square foot building and one-story annex, which housed classrooms, will be demolished once the new structure is complete.
    • A new Center can provide the neighborhood and the entire city of Detroit with a structure that builds upon the many existing programs and services that the Inner City Sub Center provides and a new and exciting venue for community events and gatherings.

  • Function The Inner City Sub Center promotes positive African-American values, pride, self love and respect while raising the level of Black consciousness, awareness and understanding throughout the community. Sub Center Program Goals The Inner City Sub Center philosophy is people helping people by providing meaningful and relevant programs, services, and activities to the Black community through Nguzo Saba (Swahili), Seven Principles of Blackness . The Seven Principles of Blackness consist of: UMOJA (Unity) KUJICHAGULIA (Self-determination) UJIMA (Collective Work) UJAMAA (Cooperative Economics) NIA (Purpose) KUUMBA (Creativity) IMANI (Faith) Services The Inner City Sub Center offers the following services to the community: Youth Academy/Youth In Crisis Program The Youth Academy/Youth in Crisis Program is an umbrella of activities that help nurture, educate and guide children by teaching them discipline, self-esteem, respect and self-awareness. Children 5 to 7 participate in the Ebony Youth Program. Youth 9 to 14 are encouraged to join computer skills training classes, African dance and drumming, the Alkebulan Male Fancy Drill Team and the Buckle-Up Kids. Program hours are Monday-Friday 3p.m. to 8p.m. Summer hours are noon to 8 p.m. Ujamaa Club/Youth Entrepreneurial Program Young Adults ages 14 to 21 develop entrepreneurial training skills and learn to operate a business through classroom training, economic development training and internships. At the end of the training the students actually develop, organize and run a business where products and merchandise are sold to the 2.1
  • Sub Center Program Services (cont’d) public. Participants are also taught the importance of African-American ownership and economic empowerment. Alkebulan Male Fancy Drill Team Organized in 1989, young males 9 to 16 are taught adult male responsibility, discipline, pride and unity under the direction of an instructor who guides their development through the use of exercise in marching formations, and movement through methodical training. The Buckle-Up Kids Boys and girls 6 to 16 learn seat-belt safety through the original Buckle-Up Kids. This national program educates and promotes the importance of car safety through the use of song and dance. The Buckle-Up Kids have received numerous awards including a resolution from The Detroit City Council and are acknowledged as the City of Detroit's Seat-Belt Ambassadors through out the Metropolitan area and the State of Michigan. The Buckle-up kids have also traveled nationally. After School Latch Key The Sub Center provides an after school latch key program for children ages 5 to 14, Monday-Friday from 3p.m. to 7p.m. The program offers tutorial, recreational, educational services and cultural activities. Latch key children may be picked-up from various schools or brought to the program. The latch key program charges a minimal fee for services and parent involvement is mandatory. Food Co-Op Store/Emergency Food Program The Sub Center provides fresh foods to needy families daily at the co-op. Store hours are from 10a.m. to 7p.m., Monday-Friday and 10a.m. to 5p.m., Saturday. The product line includes snacks, fruits and vegetables, dry goods, canned goods and meat products. The emergency food program distributes emergency food boxes monthly to needy families and senior citizens with referral. Food and monetary donations are always welcome. Free Breakfast/Free Meals Program This program provides more than 10,000 men, women and children annually with nutritious meals. Free breakfast is served Monday-Thursday from 8:30a.m. to 10:30a.m. After school snack meals are also served daily to latch key and 2.2
  • Sub Center Program Services (cont’d) youth academy participants. The free meals program additionally serves more than 1,000 people at our annual Thanksgiving and Kwanzaa Karamu Feasts. Emergency Clothing Programs The emergency clothing program offers free clothing and shoes to needy families with referral from outside agencies, block clubs, schools, churches and social services programs. The program sponsors an annual clothing, shoes and toy donation drive during Kwanzaa. Neighborhood Development Organization A community-based referral service is available for needy residents. Outreach is the means to disseminate community information by sponsoring community forums and monthly senior citizen luncheons. Working in cooperation with residents and luncheons. Working in cooperation with residents and community groups, block clubs, churches, etc. to address community issues and problems is a major component of this program. The Center serves as a meeting place for many community groups and organizations. The Million Man Alumni Association meets every Thursday at 7p.m. The Center also serves as the headquarters for the Detroit Falcons Football Organization. Zawadi Gift Shop Zawadi Gift Shop stocks a wide selection of clothing including Million Man March apparel and products, cultural sports wear and African garments. The shop is open Monday-Friday, 10a.m. to 6p.m., and Saturday. Zawadi carries a large selection of books and greeting cards. The gift shop also serves as a training ground for the youth entrepreneurial program. Vending opportunities in various locations throughout the city are also a fundamental part of this program. Food Co-Op "Share" Program The monthly Co-op "Share" program gives the community residents the opportunity to save money on their food purchases through cooperative buying. Each participant is asked to pay a fee for each "Share" they purchase and to give (2) hours cooperative work to assist in purchasing, packing and distributing food to the members. Monthly "Share" boxes include at least 2 meats, bread, eggs, fresh fruits and vegetables. This program is operated in conjunction with the Coalition of Black Farmers and The Million Man Alumni Association. 2.3
