Thesentenceisspecificthatitwaslastyearwhen I won thelottery. “Lastyear” is a finished time.

Totalkaboutanindefinite time up tothepresent (with “ever”, “never”).
With a finished time.

Totalkabout a definite time in thepast(lastyear, yesterday…).
“When?”, “What time?”
