Challenge summary Germany’s air navigation service provider DFS Deutsche Flugsicherung GmbH sought to centralise its operations management as part of a wide-ranging transformation programme. Key points Four separate transformation projects successfully delivered in partnership with Steria A single, centralised system monitors radar facilities providing essential air traffic data Improved equipment supplier quality control through a new facilities management system The challenge DFS Deutsche Flugsicherung GmbH is responsible for air traffic control in Germany. A private limited liability company, DFS is 100% owned by the Federal Republic of Germany. It handles both civil and military air traffic in peacetime. Throughout Germany, DFS is represented at 16 international airports and at a further nine regional airports by its subsidiary The Tower Company. Like all air traffic control organisations, DFS is tasked with ensuring that aircraft reach their destinations safely and efficiently, both on the ground and in the air. Uninterrupted monitoring of the airspace is essential. To continue to deliver this service effectively, yet also reduce its headcount, DFS recognised it would need to transform its systems and, where possible, ways of working. Four separate projects were identified. The primary focus was on the replacement of the system used for monitoring and controlling 30 radar facilities across Germany. These facilities are the most important data suppliers for DFS’s 1,700 air traffic controllers. Our solution A trusted transformation partner, Steria has been providing intelligent solutions for transport systems for more than 40 years. The solution for DFS embraced three projects designed to deliver the new centralised operations management system and a fourth project to control and quality monitor external service providers. Steria provided the following solution components to DFS Deutsche Flugsicherung GmbH: Integration of the new radar monitoring and control system Efficient support for air traffic control (ATC) through improved management of different hardware, software and network technology components Central control of ATC systems Continuous development and maintenance of the applications.
  • How we worked together Steria worked with DFS as its partner for software development, system integration and consulting. The Steria team was based 100% on site at the DFS facility in Langen, Germany. It had its own project office, but DFS sought (and received) the assurance that it would have access to the high levels of expertise Steria offered as and when required. Steria helped design and implement the following: Centralised system for the monitoring and control of more than 30 radar facilities in Germany Common maintenance monitoring and control system (CMMC) for the different ATC systems operated by the ATC centres New centralised system for the monitoring and control of ATC systems in the airport control towers Facilities management solution to supply status information about current supply, air conditioning systems, intrusion and fire alarm systems. Product management and system management training sessions supported user adoption following the launch of the new systems. The CMMC projects also included simulators for acceptance and training purposes that helped reduce the testing time needed for operational equipment. Results and benefits Working in partnership with Steria, Germany’s air navigation service provider DFS has built a modern, scalable monitoring and control system for all operational ATC components. DFS now has a central view of German radar facilities from its HQ in Langen. The many benefits and results include the following: Remote access to the radar facilities by technical staff at five decentralised maintenance centres is now possible using Steria’s solution. This reduces the cost of repair activities by reducing the need to travel to each facility New integrated systems can be flexibly configured and adapted using the system software, making future changes easy to implement Integration of quite different types of radar facilities within Steria’s ergonomic control and monitoring solution creates excellent operator productivity High availability solution with a contractually guaranteed system availability > 99.977%. Today Steria continues to work as a trusted transformation partner for DFS. Based on site at DFS, Steria is supporting product management teams during operation (maintenance) and the development of new releases with new components of ATC technology and new functions.
