Cheema Services Ltd enjoys an enviable reputation as a high quality contractor who gets the
job done on time and within budget.
We are a company who operate as a partner to our customers and promote a “can-do” culture
within our working environment. Predominantly we operate as a contractor carrying out a
whole range of Civil Engineering, Mechanical/Electrical, Welding and Diamond Drilling/Sawing
related activities within the construction and Railway infrastructure.
Cheema Services Ltd. Have been prominent for many years in the supply of high quality skilled
and unskilled labour for the construction and Railway infrastructure and for major track laying
contracts.
The company is able to supply operatives covering most trades in small numbers to large multi-
trade gangs complete with gangers, charge hands, supervisors and foremen. All operatives are
interviewed and fully vetted prior to being allocated to a client.
Cheema as a Service Provider
Cheema Services Limited are accredited to ISO 9001, Link-Up, SAFEcontractor and REC.
We hold a CSCS Platinum Award and are currently working towards ISO14001 and BS
OHSAS 18001
We also have a CHAS accredited Diamond Drilling and Sawing division. Our set-up is
well organised, with site support teams to service any area, any time, and on time
including overseas.

operatives Cheema can provide. All Cheema site personnel are 100%
CSCS accredited. 95% of the workforce are currently undertaking NVQ
level 2/Level 3 in Construction operations and Construction
Management
Our operatives are multi skilled and used to working in Civil and
Railway environments, and have current PTS Personal Track Safety
competencies to work on railway infrastructure.
Our company will provide a dedicated workforce.

Environmental Policy
Cheema Services Ltd is committed to the identification of environmental aspects of its activities and services
and minimising the environmental impact to its railway Clients throughout their lifecycle. These services
include building, hoarding and fencing works.
• Cheema Services Ltd aim to:
• Continually improve its environmental performance through the development and achievement of
objectives and targets.
• Prevent pollution of the environment and have procedures in place to deal with environmental accidents.
• Comply with all relevant environmental legislation and Network Rail Standards.
• Improve and integrate, where possible, environmental management into our business systems.
• Ensure that effective relationships are maintained with industry partners, regulatory bodies and other
interested parties.
• Examine our use of resources, plant, and materials, and seek to minimise use and recycle or reuse waste
where practicable.
• Involve all staff in the promotion of Cheema Services Ltd attitude to the environment, through
environmental awareness, training and guidance.
• Set and monitor environmental objectives and targets each year.
Environmental Policy
The transportation and disposal of all wastes will be carried out in a responsible manner with due
regard to environmental consideration and all current legislation.
Our investment policy and control measures take into account all national interpretations of the
“Best Practicable Environmental Options”.
The Company recognizes its legal responsibilities under the Environmental Protection Act 1990 and
its associated underpinning regulations. The Managing Director is responsible for the
implementation of the Company’s environmental policy. This policy shall be briefed to all Cheema
Services Ltd employees and made available to the public. The requirements of this policy shall be
reviewed on a regular basis, but at least annually.
Health & Safety Policy
Cheema Services Ltd Policy is to promote a Health and Safety culture throughout the organisation,
which aims as far as reasonably practicable towards the prevention of injuries and ill health of
employees and others who may be affected by our work activities and to prevent any loss or
damage to property, plant, and equipment. This shall be achieved and maintained by involving all
levels of employees in systematically identifying workplace hazards, making adequate assessments
and taking appropriate steps to set up safe systems of work, which control risks associated with the
provision of building, hoarding and fencing works.
People are our key resource and Cheema Services Ltd is committed to adequately re-sourcing all
areas of its operation.
We believe that excellent Health and Safety standards shall contribute towards the development of
our staff and lead to excellent business performance. Accordingly, we shall support Health and
Safety initiatives aimed at continuous improvement of our management systems, in which Health
and Safety objectives are regarded by all as an integral part of our overall business goals.
Health & Safety will never be compromised for other objectives.
Health & Safety Policy
The Company recognizes its legal responsibilities under the Health and Safety at Work Act 1974 and
its associated underpinning regulations, including The Railways and Other Guided Transport
Systems (Safety) Regulations 2006 (ROGS). Accordingly, the Director has overall responsibility for
policy formulation, development and implementation. The Company considers that Health and
Safety legislation provides only the minimum standards and shall continually seek to improve upon
those legal requirements.
We shall ensure that all employees are informed about the Policy and its mandatory compliance.
We shall consult with them on its implementation and their own individual Health and Safety
responsibilities. All employees shall be provided with the appropriate training so that they can fulfil
their Health and Safety responsibilities. The principle operational responsibility for Health and
Safety and for the implementation of this Policy lies with all employees. An appropriate number of
Health and Safety advisers and representatives with a specific role shall be appointed to provide
independent and authoritative advice to management.
Health & Safety Policy
We shall continuously monitor Health and Safety performance to ensure that standards are met and
management controls are working. The Company’s policy and safety performance shall be
reviewed, as a minimum, annually. Revisions to the Policy shall be implemented as a result of any
deficiencies highlighted by the review, or by new legislation and rail Standards, or by business
development.
The Company is committed to the success of this Policy, and those policies set by the Rail Safety
Group, Network Rail, and our Clients.
Drugs & Alcohol Policy
Cheema Services Ltd has a zero tolerance policy with regards to Alcohol and Drugs. This also applies to
candidates for employment where a pre-employment test will be carried out.
Possession, intoxication or use of alcohol or non prescribed drugs on company premises, or whilst on
company business will be considered gross misconduct and will be subject to disciplinary action.
Persons suspected of being under the influence of none prescribed Alcohol and or Drugs will be subject
to an Alcohol and Drug test and or a breathalyzer test. Failure to give a sample will lead to disciplinary
action being taken. Employees agree as a condition of employment, to be subject to ‘random’
unannounced testing for Alcohol and Drugs, with notice given only immediately prior to testing.
Persons undergoing investigation for Alcohol or Drugs will be suspended from work (on full pay) with
immediate effect pending the required testing. On completion of any test taken, if the employee tests
positive for non Prescribed Drugs or Alcohol the employees contract will be terminated with immediate
effect.
• It is a requirement of the Company that no employee shall
• Report or endeavour to report for duty having just consumed alcohol or under the influence of drugs.
• Report for duty in an unfit state due to the use of alcohol or drugs
• Be in possession of non prescription drugs in the work place
• Consume alcohol or drugs whilst on duty
Drugs & Alcohol Policy
In addition, staff are required to report when they are taking prescribed medication which may
affect their activities.
The Company will not tolerate any deviation from these rules and will take appropriate action in the
event of any infringement. The Company has a policy of assistance with the rehabilitation of staff
who voluntarily seeks help for alcohol or drug related problems. Such staff must, however, seek
assistance at the earliest opportunity, subsequent discovery or a disclosure prompted by impending
screening will not be acceptable.
This Policy Statement conforms to the Transport and Works act 1992, The Railways and Other
Guided Transport Systems (Safety) Regulations 2006 (ROGS), and Network Rail Policy
NR/L1/OHS/051. Every measure will be taken to ensure that all employees are made aware of this
statement and its content and that it is adhered to.
Working Hours Policy
Cheema Services Ltd has a duty to ensure that all personnel involved in work carried out on
Network Rail Infrastructure are not subjected to excessive hours of work, as part of our compliance
with The Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS) and
Network Rail Standard NR/L2/ERG/003 Management of Fatigue: Control of Excessive Working Hours
for Persons Undertaking Safety Critical Work. Cheema Services Ltd is responsible for setting up a
system to monitor excessive working hours and fatigue, and responsible for briefing all information
regarding working hours to all of our employees.
It is Cheema Services Ltd policy, and in line with Network Rail requirements that personnel should
only work:
• A max. of 12 hours per shift on site (max 14 hours with travelling time),
• A max. of 72 hours per week worked on site,
• A min. of 12 hours rest period between shifts on site,
• A maximum of 13 shifts out of a possible 14 shifts in any two-week cycle,
Working Hours Policy
There are exceptional circumstances where these rules may be breached. This may include
essential emergency engineering works that may affect operational safety and mass disruption to
Network Rail Infrastructure,
Planned engineering works that have over run, and it is not reasonably practical to make alternative
arrangements.
Providing emergency services in the case of an incident or fatal accident regarding Passengers or
other Infrastructure users i.e. other contractors or Train Operating Companies.
Authority to exceed working hours
Any breach of this Company Policy must be agreed in writing by the Company and the Client’s
representative.
A risk assessment must be completed before any excessive work takes place. The assessment
must identify the hazards associated with fatigue and record the control measures to be
implemented.
Equality & Diversity Policy
The purpose of this policy is to provide diversity and equality to all in employment, irrespective of their gender, race,
ethnic origin, disability, age, nationality, national origin, sexuality, religion or belief, marital status and social class. We
oppose all forms of unlawful and unfair discrimination.
All employees, whether part time, full time or temporary, will be treated fairly and equally.
Selection for employment, promotion, training or any other benefit will be on the basis of aptitude and ability.
All employees will be helped and encouraged to develop their full potential and the talents and resources of the
workforce will be fully utilised to maximise the efficiency of the organisation.

The Company is dedicated to the quality policy that will ensure that its services fully meet the requirements of
its Customers at all times. The goal of the Company is to achieve a high level of customer satisfaction at all
times. Commitment to the implementation of supporting managerial and business operational systems is
essential to realising that goal.
Cheema Services Ltd believes in the concept of Client and supplier working together in pursuing this policy and
continual improvement in quality performance.
The quality policy is based on the following principles:

• Looking at our service provision processes, identifying the potential for errors and taking the necessary

To ensure that the policy is successfully implemented, staff will be responsible for identifying Customer
requirements, and ensuring that the correct procedures are followed to meet those requirements.
Quality Policy
Objectives needed to ensure that the requirements of this policy are met and that continual improvement is
maintained in line with the spirit of the policy, will be set, determined and monitored at Management Review.
The quality policy principles and objectives will be communicated and available to staff at all times. Training
will be an integral part of the strategy to achieve the objectives.
Within this Policy we are committed to operating our Company under the disciplines and control of a
management system conforming to the International Standard 1S0 9001:2008. While the Company is
committed to operating continuously to this standard, it has no immediate plans to certificate the
management system through an independent organisation.
Our Company will constantly review and improve on our services to ensure tasks are completed in the most
cost effective and timely manner for the benefit of all our Customers.
We shall ensure that all our personnel understand and fully implement our Company's policies and objectives
and are able to perform their duties effectively through an ongoing training and development programme.

  • 3. Cheema as a Service Provider Cheema Services Ltd enjoys an enviable reputation as a high quality contractor who gets the job done on time and within budget. We are a company who operate as a partner to our customers and promote a “can-do” culture within our working environment. Predominantly we operate as a contractor carrying out a whole range of Civil Engineering, Mechanical/Electrical, Welding and Diamond Drilling/Sawing related activities within the construction and Railway infrastructure. Cheema Services Ltd. Have been prominent for many years in the supply of high quality skilled and unskilled labour for the construction and Railway infrastructure and for major track laying contracts. The company is able to supply operatives covering most trades in small numbers to large multi- trade gangs complete with gangers, charge hands, supervisors and foremen. All operatives are interviewed and fully vetted prior to being allocated to a client.
  • 4. Cheema as a Service Provider Cheema Services Limited are accredited to ISO 9001, Link-Up, SAFEcontractor and REC. We hold a CSCS Platinum Award and are currently working towards ISO14001 and BS OHSAS 18001 We also have a CHAS accredited Diamond Drilling and Sawing division. Our set-up is well organised, with site support teams to service any area, any time, and on time including overseas. Our operatives are available nationwide.

  • 15. Ability and Capacity to Provide a Good Service The table shown on the previous slides represents the number of operatives Cheema can provide. All Cheema site personnel are 100% CSCS accredited. 95% of the workforce are currently undertaking NVQ level 2/Level 3 in Construction operations and Construction Management Our operatives are multi skilled and used to working in Civil and Railway environments, and have current PTS Personal Track Safety competencies to work on railway infrastructure. Our company will provide a dedicated workforce.

Environmental Policy Cheema Services Ltd is committed to the identification of environmental aspects of its activities and services and minimising the environmental impact to its railway Clients throughout their lifecycle. These services include building, hoarding and fencing works. • Cheema Services Ltd aim to: • Continually improve its environmental performance through the development and achievement of objectives and targets. • Prevent pollution of the environment and have procedures in place to deal with environmental accidents. • Comply with all relevant environmental legislation and Network Rail Standards. • Improve and integrate, where possible, environmental management into our business systems. • Ensure that effective relationships are maintained with industry partners, regulatory bodies and other interested parties. • Examine our use of resources, plant, and materials, and seek to minimise use and recycle or reuse waste where practicable. • Involve all staff in the promotion of Cheema Services Ltd attitude to the environment, through environmental awareness, training and guidance. • Set and monitor environmental objectives and targets each year.
  • 26. Environmental Policy The transportation and disposal of all wastes will be carried out in a responsible manner with due regard to environmental consideration and all current legislation. Our investment policy and control measures take into account all national interpretations of the “Best Practicable Environmental Options”. The Company recognizes its legal responsibilities under the Environmental Protection Act 1990 and its associated underpinning regulations. The Managing Director is responsible for the implementation of the Company’s environmental policy. This policy shall be briefed to all Cheema Services Ltd employees and made available to the public. The requirements of this policy shall be reviewed on a regular basis, but at least annually.
  • 27. Health & Safety Policy Cheema Services Ltd Policy is to promote a Health and Safety culture throughout the organisation, which aims as far as reasonably practicable towards the prevention of injuries and ill health of employees and others who may be affected by our work activities and to prevent any loss or damage to property, plant, and equipment. This shall be achieved and maintained by involving all levels of employees in systematically identifying workplace hazards, making adequate assessments and taking appropriate steps to set up safe systems of work, which control risks associated with the provision of building, hoarding and fencing works. People are our key resource and Cheema Services Ltd is committed to adequately re-sourcing all areas of its operation. We believe that excellent Health and Safety standards shall contribute towards the development of our staff and lead to excellent business performance. Accordingly, we shall support Health and Safety initiatives aimed at continuous improvement of our management systems, in which Health and Safety objectives are regarded by all as an integral part of our overall business goals. Health & Safety will never be compromised for other objectives.
  • 28. Health & Safety Policy The Company recognizes its legal responsibilities under the Health and Safety at Work Act 1974 and its associated underpinning regulations, including The Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS). Accordingly, the Director has overall responsibility for policy formulation, development and implementation. The Company considers that Health and Safety legislation provides only the minimum standards and shall continually seek to improve upon those legal requirements. We shall ensure that all employees are informed about the Policy and its mandatory compliance. We shall consult with them on its implementation and their own individual Health and Safety responsibilities. All employees shall be provided with the appropriate training so that they can fulfil their Health and Safety responsibilities. The principle operational responsibility for Health and Safety and for the implementation of this Policy lies with all employees. An appropriate number of Health and Safety advisers and representatives with a specific role shall be appointed to provide independent and authoritative advice to management.
  • 29. Health & Safety Policy We shall continuously monitor Health and Safety performance to ensure that standards are met and management controls are working. The Company’s policy and safety performance shall be reviewed, as a minimum, annually. Revisions to the Policy shall be implemented as a result of any deficiencies highlighted by the review, or by new legislation and rail Standards, or by business development. The Company is committed to the success of this Policy, and those policies set by the Rail Safety Group, Network Rail, and our Clients.
  • 30. Drugs & Alcohol Policy Cheema Services Ltd has a zero tolerance policy with regards to Alcohol and Drugs. This also applies to candidates for employment where a pre-employment test will be carried out. Possession, intoxication or use of alcohol or non prescribed drugs on company premises, or whilst on company business will be considered gross misconduct and will be subject to disciplinary action. Persons suspected of being under the influence of none prescribed Alcohol and or Drugs will be subject to an Alcohol and Drug test and or a breathalyzer test. Failure to give a sample will lead to disciplinary action being taken. Employees agree as a condition of employment, to be subject to ‘random’ unannounced testing for Alcohol and Drugs, with notice given only immediately prior to testing. Persons undergoing investigation for Alcohol or Drugs will be suspended from work (on full pay) with immediate effect pending the required testing. On completion of any test taken, if the employee tests positive for non Prescribed Drugs or Alcohol the employees contract will be terminated with immediate effect. • It is a requirement of the Company that no employee shall • Report or endeavour to report for duty having just consumed alcohol or under the influence of drugs. • Report for duty in an unfit state due to the use of alcohol or drugs • Be in possession of non prescription drugs in the work place • Consume alcohol or drugs whilst on duty
  • 31. Drugs & Alcohol Policy In addition, staff are required to report when they are taking prescribed medication which may affect their activities. The Company will not tolerate any deviation from these rules and will take appropriate action in the event of any infringement. The Company has a policy of assistance with the rehabilitation of staff who voluntarily seeks help for alcohol or drug related problems. Such staff must, however, seek assistance at the earliest opportunity, subsequent discovery or a disclosure prompted by impending screening will not be acceptable. This Policy Statement conforms to the Transport and Works act 1992, The Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS), and Network Rail Policy NR/L1/OHS/051. Every measure will be taken to ensure that all employees are made aware of this statement and its content and that it is adhered to.

Working Hours Policy Cheema Services Ltd has a duty to ensure that all personnel involved in work carried out on Network Rail Infrastructure are not subjected to excessive hours of work, as part of our compliance with The Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS) and Network Rail Standard NR/L2/ERG/003 Management of Fatigue: Control of Excessive Working Hours for Persons Undertaking Safety Critical Work. Cheema Services Ltd is responsible for setting up a system to monitor excessive working hours and fatigue, and responsible for briefing all information regarding working hours to all of our employees. It is Cheema Services Ltd policy, and in line with Network Rail requirements that personnel should only work: • A max. of 12 hours per shift on site (max 14 hours with travelling time), • A max. of 72 hours per week worked on site, • A min. of 12 hours rest period between shifts on site, • A maximum of 13 shifts out of a possible 14 shifts in any two-week cycle,
  • 33. Working Hours Policy There are exceptional circumstances where these rules may be breached. This may include essential emergency engineering works that may affect operational safety and mass disruption to Network Rail Infrastructure, Planned engineering works that have over run, and it is not reasonably practical to make alternative arrangements. Providing emergency services in the case of an incident or fatal accident regarding Passengers or other Infrastructure users i.e. other contractors or Train Operating Companies. Authority to exceed working hours Any breach of this Company Policy must be agreed in writing by the Company and the Client’s representative. A risk assessment must be completed before any excessive work takes place. The assessment must identify the hazards associated with fatigue and record the control measures to be implemented.
