  • 2. Starting point: CIP ICTPSP Draft Work Programme 2009
    • Theme 3: ICT for government and governance
    • Objective 3.1: Enlargement of the e-Procurement Pilot PEPPOL
    • Objective 3.2: Enlargement of the e-IDM Pilot STORK
    • Funding instrument
    • Pilot Type A - It is intended to support the extension of the e-Procurement Pilot PEPPOL for up to 5 M€ of EU contribution
  • 3. Conditions for enlargement
    • The enlargement will first focus on increasing the geographical coverage , in particular where Member States have now deployed an e-Procurement infrastructure.
    • It will secondly focus on the strengthening of the topics addressed by PEPPOL (e.g. Virtual Company Dossier, etc) by increasing the number of cross-border situations.
    • Thirdly, it must develop a long-term sustainability plan for pan-European deployment.
  • 4. Criteria for participation
    • Prerequisite:
      • Existing eProcurement infrastructure
      • Relevant administrations or legal entities designated to act on behalf of the national administrations, not yet a PEPPOL-participant
      • Accept the existing Grant Agreement and Consortium Agreement
    • Contribution to:
      • Increasing the geographical coverage
      • Strengthening of the topics addressed by PEPPOL
      • Develop a long-term sustainability plan
  • 5. Methodology to encompass all Member States (I)
    • Group 1: Ready to contribute in the implementation phase and
    • the whole pilot period
      • Well functioning national solutions by 1.11.2009
      • Resources and relevant technical competence available for contribution to construction of building blocks based on agreed specifications
    • Group 2: Ready to contribute in whole pilot period
      • Well functioning national solutions by 1.5.2010
      • Resources and relevant technical competence only available for implementation of building blocks
    • Group 3: Ready to contribute in last part of pilot period
      • National solutions in advanced pilot stage by 1.11.2010
    • Group 4: Able to contribute by end of pilot period
      • eProcurement strategies developed and national solutions planned by 1.5.2010
      • National solutions in advanced pilot stage by 1.5.2011
  • 6. Methodology to encompass all Member States (II)
    • Differentiated strategies…
    • Group 1 and group 2: “Best practice examples”
      • Role of PEPPOL: Document and share experiences, strategies, functional specifications etc
    • Group 3: “Political will exists”
      • Role of PEPPOL: Support implementation of national solutions through networking in the operational reference group
    • Group 4: “Starting from scratch”
      • Role of PEPPOL: Support establishment of eProcurement strategies and implementation of national solutions through networking in the operational reference group
